When to regulate airports: A simple rule
Landing fees at airports are regulated almost all over the world since airports are assumed to abuse their market power. We find that monopolistic airports have an incentive to restrain landing fees when they generate additional non-aviation revenues and that the optimal landing fee decreases in the degree of complementarity of aviation and non-aviation. Furthermore, we show that monopolistic airports will not have an incentive to abuse their market power anymore so that a price regulation becomes inappropriate as soon as non-aviation revenues increase above 50% of all airport revenues. --airport regulation,aviation and non-aviation revenues,complementarity of aviation and non-aviation,locational rents

An international agreement with full participation to tackle the stock of greenhouse gases
This paper analyzes greenhouse gas emissions that build up an atmospheric stock which depreciates over time. Weakly renegotiation- proof and subgame perfect equilibria in a game of international emission reduction exist if countries put a sufficiently high weight on future payoffs, even though there is a discontinuity in the required discount factor due to the integrity of the number of punishing countries. Treaties are easier to reach if the gas depreciates slowly. --global warming,international agreement,weak renegotiation-proofness
Grandfather rights in the market for airport slots
Grandfather rights are currently used in the European Union to allocate airport slots. This article shows that airports prefer such a use-it-or-lose-it rule to unconditional property rights. Assuming that there are informational asymmetries between airports and air carriers because air carriers have better information on passenger demand, the use-it-or-lose-it rule increases slot use when demand for air transport is low. Airport prots increase and those of the air carriers, together with social welfare, decrease. Pakistan, politics and political business cycles
This paper studies whether in Pakistan the dynamic behavior of unemployment, inflation, budget deficit and real GDP growth is systematically affected by the timing of elections. We cover the period from 1973-2009. Our results can be summarized as follows: 1. Unemployment tends to be lower in pre-election periods and tends to increase immediately after elections, perhaps as a result of politically motivated employment schemes. 2. In ation tend to be lower in preelection periods, perhaps as a result of pre-electoral price regulation. 3. We find election year increases in the governmental budget deficit, financed by heavy government borrowings from the central bank and banking sector. 4. Strategic debt management within the stability and growth pact
Opportunistic politicians use the composition of public debt as a signal for competence. A competent government will not issue long-term nominal debt, as optimal to balance the budget, but long-term inflation-indexed debt. We consider politicians that pursue the objective of a balanced budget subject to the Stability and Growth Pact and reelection. A government's competence is reflected by its ability to produce a public service at a lower cost (taxes). Author – Narrator – Defendant: A legal Approach to Werner Kofler\u27s Voice
Gernot Waldner nähert sich dem Phänomen Stimme am Beispiel des Autors Werner Koflers aus juristischer Perspektive. Der Beitrag analysiert detailliert die rhetorischen Strategien in den Akten jenes Prozesses, den der Journalist Michael Jeannée 1991 anlässlich einer Passage in Koflers Der Hirt auf dem Felsen wegen üblicher Nachrede anstrengte. Waldner zeigt nicht nur Widersprüche der Argumentationen auf, sondern leitet daraus Auswirkungen auf Koflers Poetik ab. Koflers Prosa Üble Nachrede – Furcht und Unruhe erscheint in dieser Lesart als Verarbeitung des Prozesses und als formale Reaktion auf konkrete juristische Vorgehensweisen, wie etwa die Identifikation einer Erzählstimme mit dem Autor.
