The public management has a fundamental role in the NPM role in Italy. It is responsible for efficiency, efficacy and performance. In order to improve the management activity the regulation provides a specific evaluation system, which also effects the variable part of the remuneration. This paper describes benefits and disadvantages of implementing some specific evaluation methods
Welfare e Ergonomia
Il progetto editoriale della rivista Welfare e Ergonomia nasce dal volere dotare di un "organo" di discussione e di circolazione degli studi teorici ed empirici su tematiche riguardanti il welfare. La pubblicazione con cadenza periodica di due numeri l’anno configura la rivista come uno strumento agile di confronto all’interno della comunità scientifica. Sin dalla sua nascita assume peculiarità specifiche: essere il luogo per favorire l’incontro tra l’approccio più empirico, proprio del CNR, e teorico, proprio dell’Università; adotta la peer review, con il metodo del doppio cieco; pubblica in cartaceo e in digitale; ha carattere monografico. La rivista nasce come emanazione nell’ambito del Consiglio Nazionale delle Ricerche. Il progetto editoriale di Antonella Ciocia - che ne ha assunto anche la direzione - risale al 2014 e il primo fascicolo è stato pubblicato nel 2015. La mission dell’Istituto di Ricerca sulla Popolazione e le Politiche Sociali e la formazione del direttore della rivista hanno guidato la scelta dei primi temi scientifici trattati. Nel 2019 per favorire una maggiore collaborazione tra Cnr e Università è stato rivisto il progetto editoriale, condiviso negli anni con gli organi della rivista stessa. Da allora è "governata" dalla co-direzione di Antonella Ciocia (CNR-IRPPS) e Mara Tognetti (Università degli Studi di Milano La Statale). Dal 2020, i fascicoli pur mantenendo il carattere monografico, ospitano anche una sezione libera per dare spazio a lavori innovativi e interessanti legati al dibattito scientifico in corso o al momento storico

Public value of Italian health institutes for sustainable development. An analysis before and after COVID-19
The chapter contributes to the Public Value (PV) literature in relation to accounting by providing evidence on its content's operationalisation through performance measurement. In particular, it establishes the link with Sustainable Development Goals (SDGs), which may work as guiding principles of a public organisation's action. Accordingly, organisations embedding SDGs include them in their strategic decisions and disclose them through performance measurement and narratives.
The SDGs' presence is explored in the PV of a sample of Italian health institutes through documentary analysis of their performance plans. The aim is to verify if and how SDGs are pursued and whether the COVID-19 pandemic has affected PV content.
Besides Goal No. 3 (Health), the PV content of the investigated institutes contains various SDGs. Before the pandemic, their PV was aligned with SDGs mainly related to prosperity, economic growth and social inclusion. In the following period, the number of SDGs increased, introducing planet and environmental protection dimensions. No one explicitly mentions pursuing SDGs, revealing a non-institutionalised sensitivity of managers toward SDGs. The analysis distinguishes between 'core' SDGs, revealed mostly by traditional performance measures disclosing the achievemt of institutes’ mission, and 'complementary' SDGs, expressed mostly through narratives. This can derive from performance measurement, which employs the language of performativity, while the contribution to society is relegated in the narratives, making them less incisive
Social and Sustainability Reporting in Italian Local Governments: What Is Not reported?
Internationally, social and sustainability reporting has been widely debated (Adams and McNicholas 2007), both within the academic literature and at a political and practical level. Within this debate, the accounting and reporting techniques used are also central to discussions about sustainability (Unerman, Guthrie, and Striukova 2007). The various Global Reporting Initiative (GRI) guidelines (GRI 2006) are of particular interest because of their attempts to provide an international framework of reporting for all types of organisations. In Italy, a recent study demonstrated that there is a trend for Italian local governments to produce social reports, with 14 percent of municipalities and 38 percent of provinces producing social reports in 2005 (Siboni 2007). The current study aims to explore the social reporting in a selection of “better practice” Italian local government organisations and, in particular, to observe what has and has not been reported in comparison to the GRI guidelines. It uses an analytical framework developed in a prior study, in which the voluntary sustainability practices of a sample of Australian public sector organisations were examined (Guthrie and Farneti 2008). The specific research questions considered are: 1. What has been reported in Italian local government social reports? 2. What has or has not been reported in terms of the GRI guidelines? This examination of Italian local government organisations establishes that their stand-alone social reports are actually “social reports” in name only. There were relatively few environmental, social, labour, product, or wider societal disclosures when compared to the GRI guidelines
Equality of Opportunity
Several fields of study engaged with the concept of equality of opportunity (EO), such as philosophy, political theory, ethics, and law.
Despite the different conceptions and approaches flourished on EO, the core shared meaning concerns the idea that individuals should have equal prospects for developing their life. This deals with outcome distributions of various types, such as economic capital and work positions, forms of social capital such as social networks and affiliation, and forms of cultural capital such as education (e.g., Lynch & Baker, 2005).
A state of EO corresponds to the absence of circumstances (such as family socioeconomic and cultural background, ethnic origin, gender, age, etc.) and related barriers, prejudices, or preferences that influence individual achievements
Affirmative Action
Affirmative Action (AA) is a debated topic in many fields of study; however, psychology and juridical research have paid major attention.
AA consists of a body of policies and procedures aimed at eliminating discrimination at work against women and ethnic minorities, and repairing the effects of discrimination suffered in the past (Kravitz et al., 1997, p. Vii cited by Kovacs et al., 2014). However, in a wider sense, it can include all policies and actions to promote opportunities for disadvantaged (or minority) groups to give them equal access as the majority population within a society (e.g., Sowell, 2004).
Indeed, AA is often adopted by governments and educational institutions to ensure that those groups within a society are able to take all the opportunities offered, including promotional, educational, and training ones
