Unravelling governmentality in project ecologies
Under the rubric of project governance, governmentality has been defined as a general mode of governing people in projects, whether these projects are organized in an authoritarian, liberal, or neo-liberal mode in their approach to authority relations. We argue that governmentality is a specifically neo-liberal form of social integration, one that stresses the freedom of its subjects, and discuss how it extends governance beyond enforcing contracts and includes all stakeholders. Examples of governmentality in the modern era of projects are discussed as a proactive strategy conceptualized in five contexts in which the concept of governmentality, as governing through freedoms, has been applied in project ecologies. These include governance by contract, governance by alliancing, governance by influence, governance by co-optation, and governance by incorporation. International dairy product aid & trade 1960s~1990s: focusing on the EU and India in operation flood
This thesis investigates the interrelationship between dairy aid and trade. After WW-II US dairy aid contributed to rises in consumption and sales in the Pacific; US domestic politics and Cold War strategy influenced aid programmes. Similarly, when dairy surpluses in the EEC (also known as the EC; currently the EU) coincided with shortages in India in the 1960s, the EEC sought to: maintain the CAP status quo, dispose of its "Butter Mountain", and earn political cachet such as the US enjoyed via PL 480 food aid - while assisting India. Proceeds from "monetised" EEC butter oil and milk powder donations were to be invested in Indian dairy infrastructure. As the largest Asian country with a "dairy culture", India was a suitable setting for Operation Flood (OF), the world's largest dairy development programme ca. 1970- 1996. Because so much debate on aid, trade and development can be illustrated by OF, this thesis chose India as its case study. Claims that dairying could benefit women and minorities attracted World Bank loans, but subjected OF to virulent charges of unmet goals. Worse, warned OF detractors, India could become permanently dependent on Europe’s lactic largess. OF officials countered that they were successfully carrying out their original mission to improve the dairy marketing system of India. Thesis maps and charts based on the Agrostat-PC database (FAQ) show India increased dairy production and consumption significantly during OF. As some comparable countries declined, India moved toward self-sufficiency and status as the world's number two milk producer. Proper pricing by Indian authorities ensured that dairy aid was not a long-term disincentive to farmers and, in the end, increased dairy autonomy. Prospects for "replication" of Operation Flood are limited by a lack of settings suitable for such programmes, and by reduced stocks available for aid. But dairy aid will have a continued role in emergency aid, and in structural adjustment in those poor countries whose food security declines as GATTAVTO liberalises international agricultural trade

TOI-3714 b and TOI-3629 b: Two Gas Giants Transiting M Dwarfs Confirmed with the Habitable-zone Planet Finder and NEID
We confirm the planetary nature of two gas giants discovered by the Transiting Exoplanet Survey Satellite to transit M dwarfs. TOI-3714 (V = 15.24, J = 11.74) is an M2 dwarf hosting a hot Jupiter (M p = 0.70 ± 0.03 M J and R p = 1.01 ± 0.03 R J ) on an orbital period of 2.154849 ± 0.000001 days with a resolved white dwarf companion. TOI-3629 (V = 14.63, J = 11.42) is an M1 dwarf hosting a hot Jupiter (M p = 0.26 ± 0.02 M J and R p =0.74 ± 0.02 R J ) on an orbital period of 3.936551-0.000006+0.000005 days. We characterize each transiting companion using a combination of ground-based and space-based photometry, speckle imaging, and high-precision velocimetry from the Habitable-zone Planet Finder and the NEID spectrographs. With the discovery of these two systems, there are now nine M dwarfs known to host transiting hot Jupiters. Among this population, TOI-3714 b (T eq = 750 ± 20 K and TSM = 98 ± 7) and TOI-3629 b (T eq = 690 ± 20 K and TSM = 80 ± 9) are warm gas giants amenable to additional characterization with transmission spectroscopy to probe atmospheric chemistry and, for TOI-3714, obliquity measurements to probe formation scenarios. © 2022. TOI-3984 A b and TOI-5293 A b: Two Temperate Gas Giants Transiting Mid-M Dwarfs in Wide Binary Systems
We confirm the planetary nature of two gas giants discovered by TESS to transit M dwarfs with stellar companions at wide separations. TOI-3984 A (J = 11.93) is an M4 dwarf hosting a short-period (4.353326 ± 0.000005 days) gas giant (M p = 0.14 ± 0.03 M J and R p = 0.71 ± 0.02 R J) with a wide-separation white dwarf companion. TOI-5293 A (J = 12.47) is an M3 dwarf hosting a short-period (2.930289 ± 0.000004 days) gas giant (M p = 0.54 ± 0.07 M J and R p = 1.06 ± 0.04 R J) with a wide-separation M dwarf companion. We characterize both systems using a combination of ground- and space-based photometry, speckle imaging, and high-precision radial velocities from the Habitable-zone Planet Finder and NEID spectrographs. TOI-3984 A b (T eq = 563 ± 15 K and TSM = 138 − 27 + 29 ) and TOI-5293 A b ( T eq = 675 − 30 + 42 K and TSM = 92 ± 14) are two of the coolest gas giants among the population of hot Jupiter-sized gas planets orbiting M dwarfs and are favorable targets for atmospheric characterization of temperate gas giants and 3D obliquity measurements to probe system architecture and migration scenarios. © 2023. TOI-5205b: A Short-period Jovian Planet Transiting a Mid-M Dwarf
We present the discovery of TOI-5205b, a transiting Jovian planet orbiting a solar metallicity M4V star, which was discovered using Transiting Exoplanet Survey Satellite photometry and then confirmed using a combination of precise radial velocities, ground-based photometry, spectra, and speckle imaging. TOI-5205b has one of the highest mass ratios for M-dwarf planets, with a mass ratio of almost 0.3%, as it orbits a host star that is just 0.392 ± 0.015 M ⊙. Its planetary radius is 1.03 ± 0.03 R J, while the mass is 1.08 ± 0.06 M J. Additionally, the large size of the planet orbiting a small star results in a transit depth of ∼7%, making it one of the deepest transits of a confirmed exoplanet orbiting a main-sequence star. The large transit depth makes TOI-5205b a compelling target to probe its atmospheric properties, as a means of tracing the potential formation pathways. While there have been radial-velocity-only discoveries of giant planets around mid-M dwarfs, this is the first transiting Jupiter with a mass measurement discovered around such a low-mass host star. The high mass of TOI-5205b stretches conventional theories of planet formation and disk scaling relations that cannot easily recreate the conditions required to form such planets. © 2023. Government spending, growth and poverty: an analysis of interlinkages in rural India
Poverty in rural India has declined substantially in recent decades. This steady decline in poverty was strongly associated with agricultural growth, particularly the green revolution, which in turn was a response to massive public investments in agriculture and rural infrastructure. Public investment in rural areas has also benefitted the poor through its impact on the growth of the rural non-farm economy, and government expenditure on rural poverty and employment programs,which has grown rapidly, has directly benefitted the rural poor. The primary purpose of this study is to investigate the causes of the decline in rural poverty in India, and particularly to disentangle the specific role that government investments have played. We seek to quantify the effectiveness of different types of government expenditures in contributing to poverty alleviation. The study uses state level data for 1970 to 1993 to estimate an econometric model that permits calculation of the number of poor people raised above the poverty line for each additional million rupees spent on different expenditure items. The model is also structured to enable identification of the different channels through which different types of government expenditures impact on the poor. But targeting government expenditures simply to reduce poverty is not sufficient. Government expenditures also need to stimulate economic growth. The model is therefore formulated so as to measure the growth as well as the poverty impact of different items of government expenditure. The results from our model show that government spending on productivity enhancing investments, such as agricultural R&D and irrigation, rural infrastructure (including roads and electricity), and rural development targeted directly on the rural poor, have all contributed to reductions in rural poverty, and most have also contributed to growth in agricultural productivity.Employment (Economic theory) India., Poverty., Rural poor India., Public investment., Agricultural development.,
