Euro area governance: What went wrong in the euro area? How to repair it?
Bruegel Director Jean Pisani-Ferry focuses on the institutional response to the euro area crisis with the Van Rompuy Task Force being set up to reform economic governance. The task force is due to present its progress report shortly and the author examines two basic questions in this contextÂ? what went wrong in the euro area (and the lessons learnt from this) and consequently what are the three choices for reforming governance. He explains why implementation of existing rules need to be strengthened and why the Van Rompuy Task Force should revisit the fundamental principles on which the EMU is founded and resist the temptation to solely address divergences.

Scottish ferry policy
The purpose of this paper is to review the evolution of Scottish policy for the provision of ferry services 1999-2009, a period broadly coinciding with the life of the re-established Scottish parliament. We shall argue that, despite clear and consistent warnings by this author and others, the government failed to put in place measures and safeguards that were regarded as standard practice for such an industry providing essential services

Avoiding a new European divide
The financial crisis, which is now hitting the new member states severely, highlights the shortcomings of the existing institutional architecture in Europe. Current strains reflect a revaluation of risks but they also result from policy mistakes. In this policy brief, Zsolt Darvas and Jean Pisani-Ferry show that some of the non euro-area new member states suffer from serious vulnerabilities, to which policy has been slow to respond. They believe that the crisis management in the euro area has had the unintended consequence of putting non euro-area new member states at disadvantage. These are unhealthy developments and without decisive action, a new political and economic divide within Europe may emerge.

Handle with care! Post-crisis growth in the EU. Bruegel Policy brief 2009/02, April 2009
In this new Bruegel policy brief, Jean Pisani-Ferry and Bruno van Pottelsberghe show that although the crisis originated in the US, Europe’s outlook has deteriorated faster and more sharply leading to the worst crisis observed during the post-war era. However, the length of the crisis matters at least as much at its depth, and policymakers should not overlook the medium term consequences of their actions
The Euro: only for the agile
Alan Ahearne and Jean Pisani-Ferry explore the implications of economic divergence in the euro area for policy makers, as well as the discipline required to be part of the single currency. From this analysis they derive policy recommendations, both for the policies and monitoring of existing euro area members and for the selection of those of the new Member States that may adopt the euro in the next years.
