Evaluasi Ability to Pay dan Willingness to Pay Pengguna Jasa Kereta Api Bandara Kualanamu
Kereta api Bandara Kualananu belum menjadi pilihan utama masyarakat sebagai transportasi pulang pergi Bandara Kualanamu karena tarif yang ditetakan masih tergolong mahal. Sehingga diperlukan penelitian kembali tentang tingkat kepuasan penumpang, ability to pay (ATP) dan willingness to pay (WTP) agar dengan penelitian ini diketahui tarif ideal sesuai dengan kemampuan dan kerelaan membayar masyarakat pengguna transportasi Bandara Kualanamu.Metode yang digunakan dalam penelitian ini meliputi penyebaran kuisoner
dan wawancara dengan teknik stated preference. Untuk mengetahui tingkat kepuasan penumpang kereta api Bandara Kualanamu, metode yang di lakukan dalam penelitian ini yaitu metode importance performance analysis (IPA). Selain itu dilakukan juga analisa ability to pay (ATP) dengan metode household budget dan willingnes to pay (WTP) mengunakan metode analisa rata rata dan analisis regresi logistik biner. Secara mayoritas tingkat kepuasan kereta api Bandara Kualanamu baik. Namun perioritas utama tingkat kepuasan yang perlu dibenahi adalah atribut pada kuadran 1 (A) yaitu interval waktu antara kereta api Bandara Kualanamu, jadwal
operasional kereta api Bandara Kualanamu dan harga tiket kereta api Bandara Kualanamu. Penguna kereta api Bandara Kualanamu, bus dan taxi/kendaraan online memiliki ability to pay (ATP) > willingness to pay (WTP). Variabel yang memengaruhi perpindahan penumpang bus mengunakan kereta api Bandara Kualanamu adalah pendapatan dan tarif yang diinginkan. Semakin besar tarif probilitas pengguna untuk berpindah semakin kecil. Variabel yang memengaruhi
perpindahan penumpang taxi/kendaraan online mengunakan kereta api Bandara Kualanamu adalah jumlah anggota dalam perjalanan, barang bawaan, pendapatan dan tarif yang diinginkan. Semakin besar jumlah anggota dalam perjalanan, barang bawaan, pendapatan dan tarif probilitas pengguna untuk berpindah semakin kecil.

The Kualananu Airport train has not yet become the public's main choice as round-trip transportation to Kualanamu Airport because the rates set are still relatively expensive. So research is needed again on the level of passenger satisfaction, ability to pay (ATP) and willingness to pay (WTP) so that with this research we can find out the ideal tariff according to the ability and willingness to
pay of people using Kualanamu Airport transportation.
The method used in this research includes distributing questionnaires and interviews using stated preference techniques. To determine the level of satisfaction of Kualanamu Airport train passengers, the method used in this research is the importance performance analysis (IPA) method. Apart from that, ability to pay (ATP) analysis was also carried out using the household budget method and willingness to pay (WTP) using the average analysis method and binary logistic regression analysis. The majority of Kualanamu Airport train satisfaction levels are good.
However, the main priority for the level of satisfaction that needs to be addressed is the attribute in quadrant 1 (A), namely the time interval between Kualanamu Airport trains, Kualanamu Airport train operational schedules and Kualanamu Airport train ticket prices. Kualanamu Airport train users, bus and online vehicles/taxi have ability to pay (ATP) > willingness to pay (WTP). The variables that
influence the movement of bus passengers using trains at Kualanamu Airport are income and desired tariff. The greater the tariff, the smaller the user's probability of switching. The variables that influence the movement of taxi/online vehicle passengers using the Kualanamu Airport train are the number of members on the trip, luggage, income and desired tariff. Analisa Kinerja Operasional Bus Rapid Transit Trans Semarang Koridor III Pelabuhan Tanjung Emas
Pemerintah Kota Semarang pada tahun 2009 mulai merealisasikan transportasi umum massal dengan tarif terjangkau yaitu Bus Trans Semarang. Trans Semarang adalah sebuah layanan angkutan massal berbasis semi BRT (Bus Rapid Transit). Semi BRT adalah layanan angkutan massal bus yang memiliki ciri tempat perhentian khusus, bus khusus, system ticketing khusus, frekuensi pelayanan sering dan teratur sepanjang hari tetapi belum mempunyai jalur khusus di mana jalur tersebut bebas dari jangkauan kendaraan lain (Wright,2007). Saat ini Bus Trans Semarang telah membuka 4 Koridor salah satunya Koridor III Pelabuhan Tanjung Emas.
Dalam tugas akhir ini analisa kinerja operasional BRT Trans Semarang Koridor III Pelabuhan Tanjung Emas yang ditijau dari segi faktor muat, jumlah penumpang yang diangkut, headway, kenyamanan penumpang dan survey kepuasan penumpang seperti yang terdapat dalam Surat Keterangan Dirjen Perhubungan Darat No.687 tahun 2002.
Dari hasil analisa didapatkan waktu tempuh rata-rata bus Trans Semarang yang melayani koridor III Rute A selama 1 jam 21 menit dan waktu tempuh rata-rata Rute B selama 1 jam 15 menit. Selisih waktu kedatangan antar bus (headway) rute A sebesar 19 menit dan untuk rute B sebesar 22 menit sedangkan nilai ketetapan sebesar 15 menit. Angka kenyamanan ruang berdiri sebesar 0,2 m2/space dan duduk bus sebesar 0,22 m2/space. Kapasitas 1 BRT sebesar 41 penumpang.
Faktor muat (load factor) BRT Trans Semarang Koridor III Pelabuhan Tanjung Emas per ruas halte yaitu untuk Rute A pada pagi hari sebesar 52.38% untuk sore hari sebesar 97.62% dan Rute B pada pagi hari sebesar 45.24% untuk sore hari sebesar 114.29%. Berdasarkan jawaban responden atau penumpang dapat faktor-faktor yang menjadi perioritas utama kepuasan penumpang dan harapan penumpang berada pada kuadran A.

Semarang city government in 2009 began to realize mass transportation at affordable rates, namely Bus Trans Semarang. Trans Semarang is a service-based mass transit semi BRT (Bus Rapid Transit). Semi BRT is a mass transit bus service which has the characteristics of a special resting place, a special bus, special ticketing system, frequency of service often and regularly throughout the day but do not have a special line where the line is free from any other vehicle range (Wright, 2007). Currently Bus Trans Semarang has opened 4 corridor, one of them is corridor III port of Tanjung Emas.
In this final project, analysis operational performance of BRT Trans Semarang Corridor III port of Tanjung Emas that is being reviewed in terms of load factor, the number of passengers carried, headway, passenger comfort and passenger satisfaction survey as contained in the Certificate of Director General of Land Transportation 687 years 2002.
From the analysis results obtained in average travel time Trans Semarang serving of corridor III Route A for 1 hour 21 minutes and the average travel time Route B for 1 hour 15 minutes. Difference between bus arrival time (headway) A service for 19 minutes and to route B for 22 minutes while the value of provisions amounted to 15 minutes. Figures standing comfort room of 0.2 m2 / space and sitting bus of 0.22 m2 / space. 1 BRT capacity of 41 passengers.
