    This report addresses the MoU (Memorandum of Understanding) between Institut Supérieur des Technologies Médicales de Tunis, Université de Tunis El Manar (ISTMT-UTM) in the Republic of Tunisia and Morinomiya University of Medical Sciences (MUMS) in Japan. This MoU confirms the mutually cooperative relationship between MUMS and ISTMT-UTM, while aiming to strengthen it by sharing information and views with ISTMT-UTM.     In 2021, the Morinomiya University of Medical Sciences signed a Memorandum of Understanding with the Institut Supérieur des Technologies Médicales de Tunis, Université de Tunis El Manar in the Republic of Tunisia for the education and training of clinical engineers. In 2023, three faculty members from the Department of Clinical Engineering of the Morinomiya University of Medical Sciences, including the author, visited the Institut Supérieur des Technologies Médicales de Tunis from September 16 to 24, 2023, for a second visit following the previous year. We report on this year’s visit with the hope that the mutual exchange between the two universities and countries will become more dynamic and active in the future.departmental bulletin pape

    Modern Tunis (pop. 2 million) is surrounded by a System of brackish lagoons, historically the key to the defence of the city. As of the mid-1980s, planners began to consider how the lakes and their shores, significant marginal spaces, might best be integrated into the new land use plans. A number of development projects are currently under implementation. The present article discusses four major development projects which the author considers indicative of a changing approach to land use planning in Tunisia. Public-private partnership is the basis of these schemes. The State has brought private-sector actors into the planning process, thus creating a tension between a deeply rooted tradition of centralised management and the different approach of its new partners. The results, however, may be seen as positive. In management terms, the city of Tunis gains from this private sector input. But though State and investors work well together, issues of democratic governance are sidelined. It remains to be seen whether city government reforms now underway in Tunis will lead to more democratic accountability in urban management and development.Longtemps considérés comme des repoussoirs et des exutoires, les lacs de Tunis, composantes majeures du site de la capitale, sont aujourd'hui devenus des priorités de l'aménagement. Objets d'une nouvelle attractivité, ils sont les sites de projets de très grande ampleur qui en sont à des stades d'élaboration et de concrétisation très divers. Cet article montre que ces quatre projets sont les révélateurs de nouvelles relations de pouvoir basées sur le partenariat entre acteurs publics et investisseurs étrangers. L'émergence de nouvelles formes de maîtrise d'ouvrage urbaine qui intègrent les logiques du marché, le désengagement de l'État et les transferts de pouvoir qui en découlent sont les principales réformes en cours. Au regard des réalisations, l'évolution des modes d'action sur la ville s'avère féconde. Toutefois, la gestion de Tunis est encore guidée par des pratiques qui relèvent d'une tradition étatique technocratique et autoritaire. Bien que l'État oriente la fabrication urbaine vers un partage contrôlé du pouvoir, la gouvernance démocratique n'est pas à l'ordre du jour. Il reste à savoir si les récentes réformes conduiront à développer le processus démocratique en impliquant réellement les pouvoirs locaux et la société civile.Barthel Pierre-Arnaud.     The Shādhiliyya in Tunis : prayer and brotherhood

    This thesis is concerned with the Shadhiliyya Sufi Order as it is found in Tunis. The work discusses the development of the Order and the role of its central institution (the zawiya) in a modern setting. The largest part deals with the ritual prayer of the Order--in particular the ahzab (s.hizb). In dealing with both the ritual/experiential context, and the literary content and form of the prayers, the intention is to bring to light the significance of the ahzab, and to begin to accord them their proper place in the study of Sufism.Research is based on historical sources, manuals and prayer books of the Shadhiliyya, and the personal observations of the author. A translation of the Arabic "Hizb al-Kabir" is given in the appendix

    WHICH HUMAN CAPITAL MATTERS FOR RICH AND POOR'S WAGES? EVIDENCE FROM MATCHED WORKER-FIRM DATA FROM TUNISIA

    In this paper, we study the return to human capital variables for wages of workers observed in Tunisian matched worker-firm data in 1999. This reveals us how returns to human capital in a Less Developed Country like Tunisia may differ from the industrial countries usually studied with matched data. We develop a new method based on multivariate analysis of firm characteristics, which allows us most of the benefits obtained by introducing firm dummies in wage equations for studying the effect of education. It also provides a human capital interpretation of the effect of these dummy variables. Moreover, in the studied data, using three firm characteristics easily collectable yields results close to those obtained by using the matched structure of the data. The workers with low wages or low conditional wages experience greater returns to human capital than workers belonging to the middle of the wage distribution, while their return to schooling is significantly lower than that of high wage workers. The estimates support the hypothesis that human capital is associated with positive intra-firm externality on wages. Therefore, a given worker would be more productive and better paid in an environment strongly endowed in human capital. However, the low wage workers do not take advantage of the human capital in the firm. Conversely, the low wage workers benefit from working in the textile sector in terms of wages unlike the middle and high wage workers. Finally, the low wage workers and high wage workers benefit from an innovative environment, while the middle wage workers do not.Wage, returns to human capital, matched worker-firm data, quantile regressions, factor analysis, Tunisia
