    Channel Coding Analysis for High-Speed Telecommunication System

    The paper mainly focuses on the channel coding design for high-speed telecommunication systems. The challenging issues in this study are based on (1) the growing demand for high data speed and an increase in subscribers, and (2) high-speed telecommunication networks allow users to avoid them due to better speed and more bandwidth. The objectives of this study are (1) to obtain a higher data rate, higher spectral efficiency, higher throughput, higher bandwidth, and higher energy efficiency at lower latency and (2) to detect/correct errors caused when information is transmitted through noisy channels. Therefore, high-speed telecommunication channel coding techniques will play a major role in achieving fast communication with minimum errors. The linear block and turbo codes are fundamental to analyzing the channel coding scheme for specific purposes. Theoretical concepts with numerical simulation are used to conduct the analyses. The simulation results on BER analyses confirm that the performance criteria could be met with real-world applications

    Differences in placental capillary shear stress in fetal growth restriction may affect endothelial cell function and vascular network formation.

    Fetal growth restriction (FGR) affects 5-10% of pregnancies, leading to clinically significant fetal morbidity and mortality. FGR placentae frequently exhibit poor vascular branching, but the mechanisms driving this are poorly understood. We hypothesize that vascular structural malformation at the organ level alters microvascular shear stress, impairing angiogenesis. A computational model of placental vasculature predicted elevated placental micro-vascular shear stress in FGR placentae (0.2 Pa in severe FGR vs 0.05 Pa in normal placentae). Endothelial cells cultured under predicted FGR shear stresses migrated significantly slower and with greater persistence than in shear stresses predicted in normal placentae. These cell behaviors suggest a dominance of vessel elongation over branching. Taken together, these results suggest (1) poor vascular development increases vessel shear stress, (2) increased shear stress induces cell behaviors that impair capillary branching angiogenesis, and (3) impaired branching angiogenesis continues to drive elevated shear stress, jeopardizing further vascular formation. Inadequate vascular branching early in gestation could kick off this cyclic loop and continue to negatively impact placental angiogenesis throughout gestation

    Human resources for health: task shifting to promote basic health service delivery among internally displaced people in ethnic health program service areas in eastern Burma/Myanmar

    Background: Burma/Myanmar was controlled by a military regime for over 50 years. Many basic social and protection services have been neglected, specifically in the ethnic areas. Development in these areas was led by the ethnic non-state actors to ensure care and the availability of health services for the communities living in the border ethnic-controlled areas. Political changes in Burma/Myanmar have been ongoing since the end of 2010. Given the ethnic diversity of Burma/Myanmar, many challenges in ensuring health service coverage among all ethnic groups lie ahead. Methods: A case study method was used to document how existing human resources for health (HRH) reach the vulnerable population in the ethnic health organizations’ (EHOs) and community-based organizations’ (CBHOs) service areas, and their related information on training and services delivered. Mixed methods were used. Survey data on HRH, service provision, and training were collected from clinic-in-charges in 110 clinics in 14 Karen/Kayin townships through a rapid-mapping exercise. We also reviewed 7 organizational and policy documents and conducted 10 interviews and discussions with clinic-in-charges. Findings: Despite the lack of skilled medical professionals, the EHOs and CBHOs have been serving the population along the border through task shifting to less specialized health workers. Clinics and mobile teams work in partnership, focusing on primary care with some aspects of secondary care. The rapid-mapping exercise showed that the aggregate HRH density in Karen/Kayin state is 2.8 per 1,000 population. Every mobile team has 1.8 health workers per 1,000 population, whereas each clinic has between 2.5 and 3.9 health workers per 1,000 population. By reorganizing and training the workforce with a rigorous and up-to-date curriculum, EHOs and CBHOs present a viable solution for improving health service coverage to the underserved population. Conclusion: Despite the chronic conflict in Burma/Myanmar, this report provides evidence of the substantive system of health care provision and access in the Karen/Kayin State over the past 20 years. It underscores the climate of vulnerability of the EHOs and CBHOs due to lack of regional and international understanding of the political complexities in Burma/Myanmar. As Association of Southeast Asian Nations (ASEAN) integration gathers pace, this case study highlights potential issues relating to migration and health access. The case also documents the challenge of integrating indigenous and/or cross-border health systems, with the ongoing risk of deepening ethnic conflicts in Burma/Myanmar as the peace process is negotiated

    Sriwedari Park is one of the iconic city of Surakarta that has been more than 100 years as public space, as well as having a long trail of culture. But until now, Sriwedari Park still often become a land dispute between Solo City Government and heirs KRMT Wirdjodiningrat. The act of the National Land Agency which issued the Rights Issue Certificate Number 11 and 15 on behalf of the Government of Surakarta. This is which sued by the heirs who finally resulted in a decision that declared void and revoked the Rights of Use Certificate number 11 and 15. This continues until the appeal, cassation, and reconsideration rates that still win the heirs. After release of the verdict, then the Surakarta City Government should also comply the verdict and restore the management of Sriwedari land whose status becomes state land. The purpose of this paper is to explain the judge’s consideration in deciding the Sriwedari land dispute in the consideration verdict No. 29/PK/TUN/2007 and explain the implementation of the consideration verdict in the land dispute Sriwedari in the use of Rights Use by the Government of Surakarta. In this study, the author uses the method of doctrinal law research conducted by examining the library materials. Type of research used by the author in this research is descriptive research.     Active deformation of the Central Myanmar Forearc Basin : insight from post-Pleistocene inversion of the Pyay Fault

    Pyay sub-basin is located in the southern part of the Central Myanmar Forearc Basin, an elongate belt of en-echelon folds and thrust faults formed as a result of the hyper-oblique convergence of the India and Asia plates. Limited neotectonic studies suggest that the Pyay Fault is a major Pliocene inverted structure that trapped the hydrocarbons in Pyay sub-basin, where only sparse field-based observations are available to address the nature of very recent neotectonic processes. This study focuses on structural deformation related to active inversion of the Pyay Fault using field-based geological observations and interpretations of industrial seismic data. We map the ∼105 km long Pyay Fault, an east- dipping high-angle reverse fault with a significant dextral strike-slip component. The fault underlies the western limb of the major NNW-SSE- striking anticlinal ridge that forms the western margin of Pyay sub- basin. Growth strata within the Pliocene-Pleistocene Irrawaddy Formation, imaged in the shallow part (<1 km) of 2D seismic profiles, reflects the deposition of Pliocene-Pleistocene sediments synchronously with the inversion of the underlying Pyay Fault. In addition, uplifted fluvial terraces of the Ayeyarwady River on the hanging wall of Pyay Fault reflect the post-Pleistocene inversion of the Pyay sub-basin.     Myanmar's human resources for health: current situation and its challenges

    Background: Human resources for health (HRH) are the cornerstone of health systems, enabling the improvement of health service coverage. The systematic fortification of healthcare in Myanmar has accelerated since a new ruling party took office. Since 2006, Myanmar has been listed as one of the 57 crisis countries facing critical health workforce shortages. Therefore, this study aimed to assess the current situation of HRH in the public health sector where major healthcare services are provided to the people of Myanmar. Methods: A cross-sectional study was conducted from January to May 2017 by collecting secondary data from the official statistic of the Ministry of Health and Sports (MoHS), official reports, press-releases, and presentations of Government officials. The data were collected using a formatted excel spreadsheet. A descriptive analysis was applied and the density ratio per 1,000 population for medical doctors and health workers was calculated. Findings: In total, 16,292 medical doctors and 36,054 nurses working at 1,134 hospitals were under the management of MoHS in 2016. The finding revealed that 13 out of 15 States and Regions were below the WHO recommended minimum number of 1 per 1,000 population for medical doctor. The distribution of medical doctors per 1,000 population in the public sector showed a gradually decreasing trend since 2006. Urban and rural medical doctor ratios observed wide disparities. Interpretation: The HRH shortage occurred in almost all State and Regions of Myanmar, including major cities. Wide disparities of HRH were found in urban and rural areas. The Myanmar government needs to consider the proper cost-effective HRH supply-chain management systems and retention strategies.
