    Samuel P. Bell, a 1961 graduate of Dartmouth College, earned his law degree from Duke University in 1964. From 1974 until 1988, Mr. Bell represented Volusia County in the Florida House of Representatives. John B. Phelps, a 1965 graduate from Eckerd College, received his master’s degree in social program administration from Florida State University in 1975. Phelps served with the House Committee on Health and Rehabilitative Services as a health analyst and was clerk of the Florida House of Representatives from 1986 until 2006. During this oral history interview, Bell and Phelps describe early legislative efforts at establishing the College of Public Health at the University of South Florida (USF). Bell and Phelps recall their early interest in public health, including their work on a nursing home committee during the 1970s. They describe their realization that Florida needed a public health college to address its unique public health concerns and discuss the importance of research and statistics in recording public health needs. Bell and Phelps also explain the process of funding and building a public health college and provide a detailed legislative history of the College of Public Health at USF
