    The difficult questions of Toomas PaulToomas Paul, born in Tartu in 1939, is a prominent theologian,church historian, New Testament scholar and translator, as wellas an essayist, and a member of Academia Scientiarum et ArtiumEuropaea. He took part in the preparation of the Porvoo CommonStatement (1992) and attended the Lutheran-Orthodox Joint Commissionfor 12 years. Paul has published 19 books and countless articles,and still often gets press coverage concerning current problemsin different fields. He is deeply interested in science and culture andhas held a constant dialogue with physicists, neurologists, historiansand other professionals. His sermons, articles, conversations on theradio and TV have always interested different communities due tohis intellectual spirit, wittiness, honesty and broad mental horizon.At the same time, his chosen topics can be uneasy (data leaks, migration,prostitution, etc.), he is equally critical towards totalitarian andconsumer societies, while he even censures some church activities.Paul studied in Tallinn and worked at eight parish churches inthe countryside from 1960 to 1986. From then on he served at StJohn’s Church in the centre of Tallinn, and, since 1989, at SutlepaChapel on the premises of the Estonian Open Air Museum.Among other things, Paul’s connection to Tartu is that his teacherand collaborator Uku Masing (1909–1985), whose legacy he interpretsand publishes to this day in cooperation with Tartu scholars,resided there. Paul received his doctoral degree (1994, on the historyof Bible translation in Estonia) at the University of Tartu and hastaught at and been a member of the Religious Anthropology ProgramCommittee. Rector Volli Kalm, who presented Paul with the NationalThought Award on behalf of the University of Tartu, called Paul acustodian of basic values and stressed his importance in shaping socialmentality. Paul has been awarded many other prizes.In the article, I present biographical data and briefly characterizePaul as a reader and interpreter of theologians and philosophers likeMeister Eckhart or Spinoza, scientists and others, as well as an author. I am also publishing an unique questionnaire that he presentedto his audience already in the 1960s as a young cleric, and outline thedifficult questions about religion he has raised in his publications.I quote other authors and archival sources of the Consistory of theEstonian Evangelical Lutheran Church, adding passages from Paul’spersonal archives and our correspondence to show why he is highlyrecognised in both the religious and secular societies of Estonia

    Resource management and the effects of trade on vulnerable places and people : lessons from six case studies

    Lessons from six case studies illustrate the complex relationships between international trade, vulnerable ecologies and the poor. The studies, taken from Africa, Asia and Latin America and conducted by local researchers, are set in places where the poor live in close proximity to ecologies that are important to global conservation efforts, and focus on the cascading consequences of trade policy for local livelihoods and environmental services. Collectively, the studies show how under-valued common resources are often poorly protected and consequently subject to shifting economic incentives, including those that arise from trade. The studies provide examples where trade works to accelerate the use of natural resources and to exacerbate unsustainable dependencies by the poor, and other examples where trade has the opposite effect. An important conclusion is that local livelihood and technology choices have important consequences for how environmental resources are used and should be taken into account when designing policies to safeguard fragile ecologies.Environmental Economics&Policies,Economic Theory&Research,Emerging Markets,Labor Policies,Population Policies

    Väitekirja elektrooniline versioon ei sisalda publikatsiooneLuureagendid kalade seas pole ulme, vaid kõnekeelne reaalsus. Esmakordselt Eestis varustati akustiliste märgistega erinevaid luukalu, nö klassikalisi kalu, kes seejärel looduslikesse veekogudesse vabastati. Need „luureagendid“ jätkasid oma tavapäraseid toiminguid, andes aimu nendega koos liikuvate suuremate kalaparvede käitumisest. Lõhe noorjärgud laskusid Purtse jões hüdroelektrijaama läbides merre; vimmad siirdusid enne merreminekut oma koelmutele Pärnu jões; kaitsealused tõugjad jätkasid elu avaras Peipsi-Emajõe-Võrtsjärve süsteemis, leides seal enesele sobivad kudemis-, toitumis- ja talvitumisalad. Ilmnes, et rändeteede avatuna hoidmine on kaladele eluliselt oluline, kuid vahel ka surmav. Turbiinikanalit rändeteena kasutanud noorlõhedest hukkus erakordselt kõrge hulk - 36%. Seevastu alternatiivsel rändeteel looduslähedase kalapääsu näol ei hukkunud ühtegi laskujat, mis kokkuvõttes viis hukkunute osakaalu kõigist laskujatest 9%-le. Leiti, et tihedamate kalatõkkevõrede kasutamine lõhejõgedel on hädavajalik (nüüdsest kohustuslik). Ka mujal käitusid kalad avatud rändeteede tingimustes mitmekesiselt – üle Sindi paisu ülesvoolu tõstetud vimmad võtsid kasutusele kärestikud, millele ligipääsu pais seni piiras. Mitmed vimmad rändasid kaugele ülesvoolu, teised isendid liikusid lähemate kudealade vahel. Tõugjad külastasid aasta jooksul erinevaid jõgesid ja järvi, kusjuures elupaigakasutus oli kaladel aastati sarnane. Elupaigakasutuses (sh koelmute asukohas) ja rännete ajastuses oli mõndagi üllatavat. Näiteks oli eripärane tõugjate rutakus juba suvel järvest tagasi jõgedesse siirduda, samuti nende tendents madalatel temperatuuridel kudeda ja kõigil kuudel ööpäeva lõikes rütmiliselt käituda. Kokkuvõtvalt leiti, et kalade asurkondadele ja elupaikadele tuleb läheneda individuaalselt, sest kalade käitumine võib veekogude lõikes varieeruda. Nii saab koguda asjakohaseimat infot ja valida parima strateegia kalade kaitsel ja majandamisel. Seega, „luureagentide värbamine“ osutus väga tõhusaks ning seda on soovitatav kasutada edaspidigi.Spies among fish is real science, not fiction. For the first time in Estonia, bony fishes (so-called classic fish) were tagged with individual acoustic transmitters and released into natural waterbodies. These “spy agents” continued their normal activities, giving us insight into larger schools moving with them. More precisely, salmon juveniles descended towards the sea through a hydroelectric plant on the Purtse River; vimba bream moved to their spawning grounds in the Pärnu River and to the sea thereafter; protected asp continued moving between spawning, feeding and wintering areas in a large Peipsi-Emajõgi-Võrtsjärv lake-river system. After following the fish and analysing the big database, it turned out that keeping migratory routes open is vital, but sometimes deadly also. An exceptionally high proportion of juvenile salmon - 36% - died while using the turbine channel as a migration route. Luckily, a nature-like fishway was also available for fish that caused no mortality. Thus, the overall mortality for the whole descending salmon juveniles was 9%. The use of narrower bar racks on salmon rivers was found to be essential (for now mandatory). Elsewhere, fish also behaved diversely while the movement routes were opened. Several vimba bream individuals migrated far upstream, others changed their location between nearby spawning grounds. Asp utilised different rivers and lakes during a single year but with a tendency to repeat habitat use patterns between years. Surprising for asp was the location of several key-habitats and migration timing between them. The presence of continuous rhythms during all months was also unexpected. These are only a few examples of the fascinating results found in these studies. In conclusion, it was found that fish populations and habitats need to be approached on an individual level, as fish behaviour may vary across waterbodies. In this way, the most relevant information can be gathered and the best strategy for the protection and management for fish can be chosen. The “recruitment of spies" proved to be very effective and their continued use is recommended
