    Examining open government data (OGD) usage in India through UTAUT framework

    Purpose: This paper aims to examine the use and acceptance of open government data (OGD) of different stakeholder groups in India. Design/methodology/approach: Following an empirical investigation among 244 respondents in India, the paper deploys path analysis via LISREL. The conceptual construction of the Unified Theory of Acceptance and Use of Technology (UTAUT) framework is used to assess the behavioral intention to use and accept OGD. Multiple regression analysis informs the relationship of demographic variables with the behavioral intention to use and accept OGD. Findings: Path analysis showed that there is an increased use and acceptance of OGD among the respondents. Multiple regression analysis shows that men are more likely to use open data sets than women. Individual differences are found among the respondents with regard to OGD usage. Thus, while men may tap open data sets in line with their purposes and professional backgrounds, women are likely to tap the data sets even for non-professional purposes. Furthermore, the respondents who are younger in age are more behaviorally inclined to accepting and using OGD than their older counterparts. Practical implications: The Indian government needs to popularize and familiarize OGD initiatives among the people to a greater extent. The utilitarian value of OGD may be provided when data sets are more user-friendly, frequently updated and accurate. This would facilitate in better provision of public services besides appreciating the public sentiment. Further, with increased interaction between citizens and the government, public accountability and transparency may be better realized. Social implications: The study shows that different groups of people are engaging in tapping information through government websites and related portals. Societal influence was found to be an important factor which predicts the acceptance and usage of OGD. An infrastructure can help to enable the use of OGD. Originality/value: Hitherto, studies have focused on OGD initiatives in the developed countries, but extant literature is scarce on developing countries. Therefore, this study seeks to fill the literature gap by probing OGD use and acceptance among different stakeholder groups in India.</p

    Open Government Data (OGD) usage in India: A conceptual framework using TOE & UTAUT frameworks

    Open Government Data (OGD) is considered as an important constituent of e-government where the notions of transparency, collaboration and participation are being envisaged. This paper is a step in this direction where the OGD platform (https://data.gov.in/) is being probed using a qualitative and quantitative lens. Research hypotheses are being derived following the popular TOE and UTAUT models and multiple regressions informs the quantitative analysis to ascertain OGD usage by end-users. The study shows that OGD usage is popular among the end-users in terms of the number of views and downloads of the datasets. Future research might undertake the empirical investigation of the research hypotheses advanced in the paper

    Prospects of open government data (OGD) in facilitating the economic diversification of GCC region

    Purpose As the ongoing oil prices’ crisis is emerging as a major cause of concern for the Gulf Cooperation Council (GCC) region, the constituent governments are attempting at undertaking measures of economic diversification to attain long-term sustainability. The author posits that open government data (OGD) has a significant role to play in facilitating the economic turnaround of the GCC region, given that OGD promotes innovation and economic growth besides providing avenues for collaboration and participation among different stakeholders. Design/methodology/approach Following a structured literature review, the paper scans literature on OGD followed by providing a typology of countries on the basis of their OGD-adherence (“laggard”, “caged”, “forerunner” and “champ”). This is followed by a discussion on the ongoing oil prices’ crisis, and evidentiary support is lent by examples from the OGD portals of each of the six GCC countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates) to provide indicators as to how a robust OGD implementation may support their economic diversification objectives. Findings Although the present OGD framework of the GCC is relatively weak, it is asserted that OGD has immense potential in facilitating the economic diversification initiatives of the GCC countries. Therefore, the GCC needs to strategize upon institutionalization of their OGD initiatives for realizing their “vision” and goals of economic diversification to result in an economic turnaround effectively. Originality/value Besides providing a typology of countries as OGD-adherents and categorizing GCC as “forerunner(s)” on the basis of the typology, the originality of the study lies in its attempt to answer the research question: “what is the role of the OGD in facilitating the economic diversification of the GCC?” Conceding that the research on OGD in the GCC context is few and far between, the present study is a significant contribution to the extant literature pertaining to the roll-out of OGD in developing countries. </jats:sec

    Assessing the failure of Open Government Data initiatives in Brazil

    While assessing the potential of a particular digital innovation initiative, especially when it has implications for a range of societal stakeholders, it becomes pertinent to understand the possible bottlenecks in its acceptability as well. In this regard, the present study seeks to understand how the Open Government Data (OGD) initiatives in Brazil are being confronted with bottlenecks in terms of their execution and acceptability. This exploratory study adopts a qualitative cross-sectional research approach wherein interviews are being conducted with 11 managers working in public organizations and are directly associated with the OGD initiatives. Findings from the interview responses delineate internal and external factors, resource availability, data maintenance, and lack of knowledge as the key determinants for the bottlenecks associated with the execution and acceptability of OGD initiatives by the societal stakeholders. The study's originality lies in its theoretical contribution towards an understanding of how a novel digital innovation-OGD, in the present case- is fraught with impediments in terms of its execution and acceptability.     Regulation of nitrate uptake and calcium signaling in arabidopsis

    Nitrogen (N) is one of the key nutrients required by plants, and its most abundant form, nitrate (NO3-), has been extensively used in fertilizers to improve crop yield. However, this has also led to increased environmental pollution due to leaching and volatilization. Improving nitrogen use efficiency (NUE) is one of the ways to reduce this environmental impact. Nitrogen uptake efficiency (NUpE) is a key component of NUE. The first step in NO3- uptake is the sensing of NO3- signal which was captured through the use of fluorescence imaging. The calcium responses to NO3- as a signal were captured for the two uptake kinetic systems, high-affinity transporter system (HATS) and low-affinity transporter system (LATS). A unique calcium signature was identified in root epidermal cells and root hair cell-specific responses were captured in response to low NO3-. Two potential transcriptional regulators (TFs) were identified through gene regulatory network analysis of NO3--responsive time-series datasets, DIV1 and MYB28, which play an antagonistic role in regulating the expression of the NO3- transporters, NPF6.3 and NRT2.1, and few NO3- assimilation genes. Further characterization revealed the role of DIV1 and MYB28 in altering the functional NO3- transporter activity, highlighting their role as potential candidates for improving NUpE. The regulation of the transporters occurs at the levels of transcription and post-translation. These regulatory processes were captured through individual models, which were combined into an integrated multiscale model describing the NO3- uptake dynamics for NPF6.3. The integrated model confirmed the switch between the uptake kinetic systems, HATS and LATS, to occur at NO3- concentrations above 1 mM and the threshold without incorporating the regulatory aspects was much lower, close to 0.4 mM. Further, at lower external NO3- concentrations, < 0.5 mM, the total assimilated N was more than 50% of the total predicted internal cellular N when using HATS kinetics, compared to only 30% to 40% assimilation when employing LATS mode for NPF6.3.
