Tra regione e comune: la scala sovracomunale nelle politiche di coesione per il Mezzogiorno
BETWEEN REGION AND MUNICIPALITY: THE INTRA-REGIONAL SCALE AND THE COHESION POLICY FOR THE ITALIAN MEZZOGIORNO. - The paper treats the issue of the role of the local scale within territorial development policies at the turning point between the present and the future programming period, 2007-2013. Though some critical aspects are emerging from the present programming period, the experiences carried out in the Italian Mezzogiorno (in particular, the Integrated Territorial Programs) can be considered a starting point by regional and local authorities, in order to draw their future development strategies according to the new priorities of the cohesion policy. The paper starts from the reflections upon the territorial dimension of development, at the European and national level, and from the analysis of the Regional Strategic Reference Frameworks produced up to now, focusing on the different approaches adopted by southern Italian Regions in order to overcome the limits shown by Integrated Territorial Programs and to build territorial scenarios for the future
"Un pays pour le vieil homme"? Politiques territoriales et vieillissement de la population en Italie
Italy is the European country with the most advanced population ageing process. Though the growing interest generated by this issue in the public debate, usually the macroeconomic consequences (particularly, the impact on pension system) get the most attention. A multilevel and multidimensional approach to the analysis of demographics change seems to be more adequate to outline the multiple facets of the complex phenomenon of ageing and its impacts at different scales and to set up strategies and policies aiming at reinforcing social and territorial cohesion.
L'Italie est le pays européen dans lequel le processus de vieillissement de la population est le plus avancé. Malgré l'intérêt croissant que ce thème suscite dans le débat public, ce sont surtout ses conséquences macro-économiques (et, en particulier, son impact sur le système de protection sociale) qui retiennent l'attention. Une approche multiscalaire et multidimensionnelle à l'analyse des tendances démographiques semble, au contraire, plus adéquate non seulement pour déterminer les différentes facettes d'un phénomène complexe comme le vieillissement de la population et son impact aux différentes échelles, mais aussi pour l’élaboration de stratégies et de politiques finalisées à la cohésion sociale et territoriale

THE «ORDINARY CITY»: REFLECTIONS ON THE BUILT ENVIRONMENT AND THE DEMAND FOR SERVICES IN AN URBAN CONTEXT. – Though the research on the role of services has widely developed in the last decades, the relationship between services and urban spaces is usually addressed focusing on the location patterns of service firms. This article, part of a work in progress, proposes a different perspective that, as a starting point, considers the city as a knot of service demand, firstly stemming by its built environment. In this perspective, it is argued that particular attention should be paid to facilities management services, that allow and sustain everyday life in our cities and form part of the urban experience. After a review of the recent literature on service spaces, Italian case study is introduced, with a specific reference to the main characters of the non-residential building stock and the recent evolution of the services for the built environment
