    The economic crisis and the worsening of its consequences for employment have brought about relevant changes in the Italian system of income maintenance for those of working age. Reforms that had been postponed for decades have been introduced. Initially, under the Berlusconi government, gaps in protection have been addressed through the so-called emergency shock absorbers (ammortizzatori in deroga). Rather than structurally, this policy response addressed the problems in a pragmatic, but highly discretionary way, avoiding the establishment of social rights so as to keep public accounts under tight reins. The deterioration of the employment crisis, the Italian sovereign debt crisis and pressures from international organizations opened a window of opportunity for the Monti government to pass a labour market reform that introduced important structural innovations in the unemployment benefit system. The enduring employment crisis, the making of the Renzi government around a dense reform programme and the necessity to implement them to provide the government with legitimacy have created favourable conditions for further reforms in the income maintenance system, sketched out in the blueprint called Jobs Act. The article aims to highlight the problems left open by the Fornero reform, and to identify some possible solutions compatible with the overall frame of the Jobs Act.     The OMC and national institutional capabilities : the Italian experience as a heuristic case study

    This paper assesses the impact of the European Union’s Open Method of Coordination (OMC) on Italy’s institutional capability in the employment and social inclusion policy fields. Institutional capability is defined as the extent to which a system of collective action is able – by means of interactive dynamics – to elaborate ‘satisficing’ responses to environmental challenges; transform such responses into decisions of a political nature; implement such decisions; and learn from experience. Both in employment and social inclusion, Italy has suffered from a twofold handicap: initial congruence of its policymaking process with that presupposed by the OMC was low in both fields, and there have been internal dynamics of change which have significantly interacted with the push related to the OMC. However, the evidence provided in the paper points towards a clear strengthening of institutional capability as an OMC-induced effect in the employment field, while the OMC seems to have had little – if any – impact on institutional capability in the social assistance field. This variance is put to work in order to identify clusters of factors that have plausibly affected the impact of the OMC on Italy’s institutional capability, and could be exploited to generate general hypotheses about the impact of the OMC on national institutional capabilitie

    I nodi critici dell’attuazione di uno schema di reddito minimo in Italia : alcune proposte

    La proposta di introdurre, in Italia, uno schema generalizzato di reddito minimo, tipicamente affiancato da una componente di inserimento sociale e lavorativo dei beneficiari, si scontra molto spesso con l’obiezione secondo la quale a ciò osterebbero degli impedimenti strutturali, connessi alle peculiarità del contesto italiano. Tali impedimenti consistono nell’occupazione irregolare e sommersa, nell’elevata disoccupazione, nella bassa legalità e nella ridotta capacità istituzionale disponibile presso i contesti amministrativi che dovrebbero erogare la prestazione e gestire i programmi di inserimento. Chi proponga pertanto l’introduzione di uno schema di reddito minimo in Italia deve sostenere l’onere di mostrare come questi nodi possano essere sciolti. Tale è l’obiettivo di questo saggio, che individua gli aspetti critici dell’introduzione di uno schema di reddito minimo generalizzato in Italia (intendendo con ciò uno schema che ad una componente monetaria affianchi un progetto di inserimento sociale, scolastico, formativo o lavorativo dei beneficiari della misura) ed elabora alcune proposte su come affrontarli
