No full textMagistrsko delo preučuje delovanje Evropske unije v Srednjeafriški republiki na varnostnem področju. Evropska unija je kot varnostni akter izoblikovala izrazit večdimenzionalni pristop do varnosti, pri čemer uporablja široko paleto instrumentov. Magistrsko delo se osredotoča na odziv Evropske unije na konflikt v Srednjeafriški republiki in oris instrumentov, ki jih pri tem uporablja. Evropska unija se je namreč na konflikt v Srednjeafriški republiki odzvala s celostnim pristopom, ki prispeva k varnosti, vzpostavljanju miru, stabilizaciji, trajnostnemu razvoju in socialno-ekonomskem okrevanju. Pri tem uporablja različne instrumente, vključno s finančno in humanitarno pomočjo, omejevalnimi ukrepi, vzpostavitvijo vojaške operacije in treh misij, podporo politični tranziciji, razvojno pomočjo, podporo stabilizaciji in obnovi itd. S študijo primera vojaške operacije in treh misij Evropske unije v Srednjeafriški republiki, ki analizira uspešnost le teh po modelu Annamarie Peen Rodt, ugotovimo, da je primarni interes Evropske unije v državi reforma varnostnega sektorja, pri čemer se v kombinaciji s kratkoročnimi prispevki osredotoča zlasti na dolgoročne učinke. Kljub temu da je pristop Evropske unije pozitivno prispeval k izboljšanju varnostnega stanja v Srednjeafriški republiki, je vlada Srednjeafriške republike v letu 2021 preusmerila svoje prednostne naloge na kratkotrajne in netrajnostne učinke, ki jih zagotavljajo ruski plačanci paravojaške organizacije Wagner Group.Master’s thesis studies the functioning of the European Union in Central African Republic in the security field. As a security actor, the European Union has developed a distinct multidimensional approach to security, using a wide range of instruments. The master’s thesis focuses on the European Union’s response to the conflict in the Central African Republic and an outline of the instruments it uses. Namely, the European Union responded to the conflict in the Central African Republic with an integrated approach that contributes to security, peacebuilding, stabilisation, sustainable development, and socio-economic recovery. In doing so, it uses a variety of instruments, including financial and humanitarian assistance, restrictive measures, the establishment of military operation and three missions, political transition support, development assistance, stabilisation, and reconstruction support, etc. Through a case study of a military operation and three missions of the European Union in the Central African Republic, analysing the success of these according to the model of Annamrie Peen Rodt, we find that the primary interest of the European Union in the country is the reform of the security sector, where, combined with short-term contributions, it focuses mainly on long-term impacts. Even though the European Union’s approach positively contributed to the improvement of the security situation in the Central African Republic, in 2021 the government of the Central African Republic shifted its priorities to the short-term and unsustainable effects, provided by Russian mercenaries of a paramilitary organisation Wagner Group
