    Sovereign Between Homogeneity and the Social Diversity - Discourse on the Ideas of J. S. Mill

    In the context of political philosophy, one main issue that needs to be discussed is the notion of “sovereign”. The focus will be on the debate created following Rousseau’s theory and the French Revolution. In this article, we pay attention to the philosophical controversial that the famous English philosopher J. S. Mill (1806 – 1873) displays as a well-known author of utilitarianism and as a precursor of liberalism. This discourse rises above the trend to deduce society and in this logic, it is justified the sovereign as an embodiment of unity on one hand, and on the other one, it is the action on the dynamic condition of society or the problem of individual freedom. The question that rises here is on how legitimate will be the political power in a comprehensive decision if it will violate the freedom of just one of the subjects of society. Thus, the efforts should be oriented to the way the political power is brought which will create a particular culture on doing politics. In this sense we should ask about the profile that a sovereign should have. Trying to understand this kind of profile, we should see the sovereign in a “triangle” of factors, such as: the community (custom or public opinion); the power (objective representative of society); and freedom of the individual (the moral subject).</jats:p

    A non-reflective boundary condition for LBM based on the assumption of non-equilibrium symmetry

    In this study a new type of non-reflective boundary condition (NRBC) for the Lattice Boltzmann Method (LBM) is proposed; the Non-equilibrium Symmetry Boundary Condition (NSBC). The idea behind this boundary condition is to utilize the characteristics of the non-equilibrium distribution function to assign values to the incoming populations. A simple gradient based extrapolation technique and a far-field criterion are used to predict the macroscopic fluid variables. To demonstrate the non-reflective behaviour of the NSBC, two different tests have been carried out, examining the capability of the boundary to absorb acoustic waves respectively vortices.     The prevalence of child sexual abuse in out-of-home care: Increased risk for children with a mild intellectual disability.

    Background: Children without disabilities in out-of-home care have a higher risk of child sexual abuse [CSA (Euser et al. 2013)]. In this study, we examined the year prevalence of CSA in out-of-home care for children with a mild intellectual disability, and compared it with the prevalence in out-of-home care for non-disabled children and children in the general population. Materials and Methods: Professionals (N = 104) from out-of-home care facilities reported cases of CSA that occurred in 2010 for the children they worked with (N = 1650). Results: In out-of-home care for children with a mild intellectual disability, 9.8 per 1000 children were victims of CSA. This prevalence was significantly higher than in regular out-of-home care and in the general population. Conclusion: Children with a mild intellectual disability in out-of-home care have an increased risk of CSA. Adequate education and support for both children and caregivers is necessary to recognize and prevent further sexual abuse. Copyrigh

    The Indices of Creative Cities: the Global and Local Aspects

    The paper deals with the indices of creative cities. Author analyses the different creativity indices suggested by both the followers and the critics of R. Florida. The author criticizes the Florida’s indices such as Bohemian, Melting pot, Gay, High tech, Innovation, Talent indices, as well as Minor integrative (diversity) and Major integrative indices. The indices of other authors presuppose the questions about the role of the region in defining certain creativity indices. The author makes conclusion that the uniform formula of creativity indices is impossible for two reasons. First, the creativity indices depend on the region of a city. Second, the very strategy to have the uniform creativity indices makes the cities similar to each other and no more unique, consequently, no more creative; as result, this strategy is anti-creative.</jats:p

    A Review Study on Children`s Awareness of Inconsistencies in Education and Its Impact on Child Development

    Among widely known factors on instructional inconsistencies is the fact that school children are not always aware of them or they don`t immediately recognize the logic behind them at the very beginning of the exposure. The reviewed article by Markman (1979) suggested that school children up to age 12 are not able to automatically recognize logical inconsistencies. The reviewed article mentioned such an unawareness of inconsistencies as a comprehension failure which should be studied in order to find strategies and\or methodologies that foster comprehension and avoid failure. The present study aims at reviewing the article by Markman on the topic of awareness in general, self-awareness and comprehension failure so as to search and find ways that would help school children`s development.</jats:p

    Music and Development of Creative Personality Within Higher Education Environment. Aesthetic and Semiotic Approach

    The article presents the results of the study confirming effectiveness of psychological support of creative personality development by means of music from the perspective of a new aesthetic-semiotic approach. The author proves that musical education determines development of creative personality. In addition to the above music is understood as a complex psychosemantic text, polysemantic and with a lot of different meanings. The study is centered around the use of classical music masterpieces performed "live" in psychological work. Basing on the analysis of researches the author developed a psychological mechanism for creative personality development by means of music, consisting of a system of interrelated conditions. The author describes types, methods, techniques aimed to develop musical creative personality with due account for specifics of modern educational environment of the university, based on the presented psychological mechanism. In the course of ascertaining experiment the following tasks were solved: 1) determine the level of musical and creative development of students from experimental and control groups; 2) identify characteristics of musical and creative development of University students. Results of the formative experiment showed that the implementation of a special educational program in the educational process significantly accelerates development of musicality and creativity of an individual and strengthens internal relationship of those characteristics (p-0. 01). A distinctive feature of the musical and semantic model of psychological support of creative personality development by means of music is that it can be applied at any stage of education in any educational institution.</jats:p

    De psychrometrische constante wordt gebruikt om met behulp van een psychrometer de relatieve luchtvochtigheid vast te stellen. Onderzoek geeft aan dat deze psychrometrische constante niet constant is en dat voor lage windsnelheden de algemeen geaccepteerde formules niet zonder meer toepasbaar zijn. In dit onderzoek wordt vastgesteld wat het verband is tussen de waarde van de psychrometrische constante en de snelheid van langsstromende lucht aan de psychrometer. Hierdoor kunnen de bekende formuleringen om de relatieve luchtvochtigheid vast te stellen ook bij lage windsnelheden worden toegepast.The psychrometric constant is used to determine the relative humidity of air with help of a psychrometer. Previous research indicated that the psychrometric constant is in fact not constant and widely accepted equations cannot be applied in low wind speed conditions.
