The costs of avoiding accidents: Selective compliance and the ‘Peltzman effect’ in Italy
No full textWe empirically investigate the deterrent and offsetting effects of the introduction of a point-record driving license (PDRL) in Italy. We find that the PDRL resulted in a sharp reduction of seat belt offenses, and in a noticeable decrease of road accidents. However, the reduction in occupant fatalities and injuries was associated with an increase in non-occupant ones, suggesting a remarkable “Peltzman effect”. We then discuss whether a given enforcement design, by inducing drivers to make the best use of safety resources already available to them, may generate more external costs than would otherwise occur

No full textSono passati diversi anni dall’introduzione della patente a punti in Italia. L’analisi dei dati dimostra che l’entrata in vigore del nuovo meccanismo sanzionatorio non ha prodotto particolari effetti deterrenti sui comportamenti di guida degli Italiani, sia sulle autostrade che sulle strade diverse da queste ultime. Fatta eccezione per talune violazioni, per le quali si osserva una temporanea riduzione a seguito dell’en- trata in vigore della patente a punti, quest’ultima sembra in generale aver fallito nel raggiungimento delle proprie finalità. Un’interpretazione beckeriana sembra suggerire che le ragioni di tale insuccesso non siano imputabili al meccanismo in sé, che in altri paesi ha registrato buoni risultati, ma alla specifica declinazione che ne è stata fatta in Italia

Modelling human performance within manufacturing systems design:from a theoretical towards a practical framework
No full textComputer-based simulation is frequently used to evaluate the capabilities of proposed manufacturing system designs. Unfortunately, the real systems are often found to perform quite differently from simulation predictions and one possible reason for this is an over-simplistic representation of workers' behaviour within current simulation techniques. The accuracy of design predictions could be improved through a modelling tool that integrates with computer-based simulation and incorporates the factors and relationships that determine workers' performance. This paper explores the viability of developing a similar tool based on our previously published theoretical modelling framework. It focuses on evolving this purely theoretical framework towards a practical modelling tool that can actually be used to expand the capabilities of current simulation techniques. Based on an industrial study, the paper investigates how the theoretical framework works in practice, analyses strengths and weaknesses in its formulation, and proposes developments that can contribute towards enabling human performance modelling in a practical way

The irish word form will be investigated in the works of Queneau, showing the language used by the author, though it may seen as mockery of the language, is a play on the words and sounds of the irish language. The fiction d’innocence is used by scriptor as a base for his work, as a mean to meet the book’s objectives without ambiguity
