This is followed by a survey on the evolution of heritage values from the Antiquity to the Present, taking into account some of the principal landmarks on the way, including reference to thinkers such as John Ruskin, Alois Riegl and Cesare Brandi. Reference is made to the international doctrine, and particularly to the definition of the Outstanding Universal Value within the World Heritage context. The question is raised whether it is possible to measure heritage value. The answer is that it is more appropriate to speak of measuring the impact of such values. It is noted, for example, that heritage value cannot be comparable to market value, even though these sometimes coincide. The relevant parameters in each case are different. One way of measuring the impact is to work with the groups of stakeholders aiming at communicating and learning shared values in a heritage community. This is also the basis for the so-called Public Value, which can justify initiatives by policy makers and administrations. The paper concludes that values are generated through continuous learning processes and the definitions change over time resulting in diversity. Measuring values is more appropriately expressed in terms of monitoring their impact

A esto le sigue una revisión de la evolución de los valores del patrimonio, desde la Antigüedad hasta el presente, tomando en cuenta algunos de los puntos más relevantes en este camino, incluyendo referencias a pensadores como John Ruskin, Alois Riegl y Cesare Brandi. Se hace alusión a la doctrina internacional y, particularmente, a la definición del Valor Universal Excepcional dentro del contexto del Patrimonio Mundial. La cuestión es saber si se puede medir el valor del patrimonio. La respuesta más apropiada implica hablar de medir el impacto de esos valores. Se observa, por ejemplo, que el valor del patrimonio no es comparable con el valor de mercado, a pesar de que a veces son iguales. Los parámetros relevantes para cada caso son diferentes. Una forma de medir el impacto de los valores es trabajar con los grupos de interés, con el objetivo de comunicar y aprender cuáles son los valores compartidos en el seno de una comunidad. Ésta también es la base de lo que se conoce como valor público, que puede justificar iniciativas de los responsables de la administración y de las políticas públicas. El artículo concluye que los valores se generan mediante procesos continuos de aprendizaje y que las definiciones cambian con el tiempo, dando lugar a la diversidad. La medición de los valores se expresa de manera más adecuada en términos de monitoreo de su impacto
From cyber security incident management to cyber security crisis management in the European Union
No full textIncident management is a classical topic in cyber security. Recently, the European Union (EU) has started to consider also the relation between cyber security incidents and cyber security crises. These considerations and preparations, including those specified in the EU's new cyber security laws, constitute the paper's topic. According to an analysis of the laws and associated policy documents, (i) cyber security crises are equated in the EU to large-scale cyber security incidents that either exceed a handling capacity of a single member state or affect at least two member states. For this and other purposes, (ii) the new laws substantially increase mandatory reporting about cyber security incidents, including but not limited to the large-scale incidents. Despite the laws and new governance bodies established by them, however, (iii) the working of actual cyber security crisis management remains unclear particularly at the EU-level. With these policy research results, the paper advances the domain of cyber security incident management research by elaborating how European law perceives cyber security crises and their relation to cyber security incidents, paving the way for many relevant further research topics with practical relevance, whether theoretical, conceptual, or empirical
