    This article reconsiders the nature of relations between the southern and northern communities of "Greater Mesopotamia " during the Late Uruk period and- the effects that the so-called, expansion of southern groups had on the formation of the first state societies in the northern regions of Syria and Eastern Anatolia. The author stresses the earlier historical roots of the unitv of Greater Mesopotamia as well as the importance of local components in the development of new centralised political structures. The changes in interregional and intersite relations during this time also seem to be inainly a result of structural changes which took place in the individual societies both in the north and, in the south. The analysis is based on the emblematic case of Arslantepe (Malatva), where the wealth of data from a large public area has made it possible to reconstruct an earlv "State" svstem stronglv interacting with the southern societies, but based on the growth of local organisational structures.Nouvelle étude de la nature des rapports entretenus entre les communautés du Nord, et du Sud de la, « Greater Mesopotamia » au cours de l'Uruk récent, plus particulièrement de l'influence que l'expansion de groupes venant du Sud a pu avoir, dans les régions septentrionales de la Syrie et de l'Anatolie orientale, sur la naissance et l'évolution des premières formes de l'État. Sont mises en évidence aussi bien les racines historiques de l'unité culturelle qui caractérise la « Greater Mesopotamia » que l'importance des composantes locales et, le rôle que les unes et les autres jouèrent dans le développement d'organisations politiques centralisées. Les changements observés tant au niveau inter- régional qu 'au niveau des sites à cette époque sont dus principalement aux changements structuraux qui prirent place, et dans les sociétés du nord et dans celles du sud. Cette analyse est fondée sur le cas exemplaire que nous offre le site d'Arslan Tepe (Malatya) où la richesse des données provenant d'une vaste zone d'édifices publics a permis de proposer une reconstruction d'une proto-organisation d'un État avant de fortes interactions avec les sociétés du Sud, mais qui, en même temps, reposait sur le développement de structures tout à fait locales.Frangipane Marcella.     UNESCO, Adult education and political mobilization

    In this article the author examine the type of mobilization processes that occur via interactions between the UNESCO and other political actors, and how these processes led to the creation of standard-setting and monitoring instruments, like the Belém Framework for Action (UNESCO 2009) and the Global Report on Adult Learning and Education (UIL 2003, 2013). The findings point at three concurrent processes or modes of mobilization in adult education: landmarking, brokering and framing. Landmarking refers to the process of co-constructing a shared past for a broad set of actors with policy will in adult education; Brokering captures the process of supporting the transaction of values, ideas and information to envision a viable future for adult education; finally framing addresses the structuring of information and intentions to produce materials changes at governmental level in the field of adult education.     Durante la Primera Guerra Mundial se asistió a la sistemática prevaricación de la neutralidad española por parte de los beligerantes con violaciones de todo tipo: no solo los más evidentes crimines debidos a la guerra clandestina y espionaje o a los ataques contra barcos españoles dentro y fuera de las aguas territoriales, sino también contrabando, corrupción y manipulación de la prensa nacional y de la opinión publica. El 8 de julio de 1918 el Gobierno de Madrid introdujo la discutida ley “para dotar al poder publico de facultades indispensables para garantizar la neutralidad de España”. La historiografía, siguiendo el parecer de la oposición parlamentaria y de la prensa de entonces, ha interpretado esta ley como el fruto de un gobierno débil que adoptaba la formula de la censura liberticida por su impotencia ante los abusos de los beligerantes y bajo los efectos del próximo colapso del sistema político liberal. Sin embargo, esta medida no siguió simplemente la óptica de resolver un asunto interno español, sino que representó el tentativo de aplicar a España lo que todos los países neutrales de Europa habían adoptado, en distinta versiones, para resolver problemas que los acomunaban. El ejecutivo analizó, gracias a la investigación llevada a cabo por la red diplomática española, todas las leyes contra el espionaje y de control de la prensa emanados por otras naciones neutrales desde el 1914 (especialmente por Dinamarca, Noruega, Suiza, e Italia y Portugal en tiempo de su neutralidad), incluso tomando nota de las reacciones que comportaron en los parlamentos y la opinión publica de aquellos países. El articulo mira a reconstruir las etapas de elaboración de esta norma, que representó quizás el más relevante acto político oficial respecto a la Gran Guerra después de la declaración de neutralidad, analizando diferencias y similitudes con las otras leyes europeas y los debates que hubo por parte de las instituciones (Gobierno y Cortes). Además se averiguará si la búsqueda de un modelo común europeo fue base también de otras leyes del mismo periodo y en respuesta a nuevas emergencias ocasionadas proprio por la guerra (como en el caso la reforma del sistema diplomático-consular español y de la revisión del proceso de naturalización de extranjeros)

    The paper is focused on the complex relationship between language, thought, and the neurobiological mechanisms underlying language use and comprehension in contexts. The language-cognition interface has long intrigued scholars in all the domains of language investigation. Cognitive Linguistics (CL), an inherently interdisciplinary enterprise that emerged in the late 1970s out of dissatisfaction with purely formal approaches to language, has opened new perspectives into research on language in its relation to cognition, culture and contexts of use. Many hypotheses have been put forward over the years, and a remarkable body of theoretical and applied research has accumulated on the various dimensions of the language-cognition interface: the structural features of natural language categorization; the conceptualisation of events and of primary categories such as space, motion, time, events, colour and number; the role of imagery in the functioning of cognition; the functional principles of linguistic organization, including matters of universality and language specificity in diachronic change; the experiential grounding and the dynamic nature of grammar and meaning; the role of cognitive processes in language learning and acquisition. Recent advances in the neuroscience of language have further stimulated observational and experimental research into how language is organized in the human brain, mostly concentrating on such questions as the location of specific processes and representations, and the time and manner of realization of higher brain functions. Neurolinguistics and, quite recently, neuropragmatics have brought to the fore the neurobiological complexities of language use and comprehension in contexts, thus challenging existing paradigms of research and opening new scenarios of investigation which underline the need for a constant interplay among specialized domains. Within this research context, the monographic issue of Textus of which this paper represents a Preface hosts for the first time contributions with empirically-grounded, theoretical and applied research on different aspects of language representation and language use that are compatible with a neuro-cognitive perspective. Globally, they give an overview of current advanced research in the domains of meaning construction and representation, figurative language (with specific reference to metaphor), grammar and conceptualisation, and the computational modelling of cognitive processes. The Preface, written in collaboration with one of the most outstanding international representatives of Cognitive linguistics,is a critical introduction to the field of investigation and an original contribution to the Journal

    Global polity in adult education and UNESCO: landmarking, brokering and framing policy

    Aknowledging the complexity of local–global interconnections, the author argues for the adoption of a global polity perspective in adult education, here applied to study mobilisation processes that occur through UNESCO. The findings point to three processes that cross geopolitical borders and professional interests: ‘landmarking’, by which a shared sense of a common past is created; ‘brokering’, which helps shape a common future direction; and ‘framing’, which is used to convert ideational landscapes into material government-led actions. The theoretical perspectives and analytical insights presented could be used in analogous studies in other areas of education or with a focus on different political actors
