The impact of strategic transport policies on future urban traffic management systems
Urban traffic management and traffic signal control systems, denoted as Urban Traffic Control (UTC) systems, are used extensively worldwide by Local Government Authorities (LGAs) when implementing strategic transport policies. However, it is not clear how well the requirements imposed by LGA policy implementation will be met by UTC systems being developed for the future. Therefore, research was undertaken to analyse how delivery of urban transport policies over the next 5–10 years would shape LGAs’ requirements for the next generation of UTC systems, and thereby to identify Key Performance Indicators (KPIs) to provide user-led guidance for future system development. A two-stage survey of LGA policy makers and implementers from around the world was conducted. The results produced consensus among the group of participants (n = 16) on 17 KPIs, representing a synthesis of expert opinions on the desired features of future UTC systems from a policy implementation perspective. The research makes an important contribution in eliciting the wide-ranging breadth of issues associated with delivering strategic transport policies and understanding how these issues affect the requirements LGAs have for future UTC systems. Aligning future UTC system capabilities with LGAs’ requirements will enable more effective implementation of strategic urban transport policies worldwide and allow the benefits to society associated with those policies to be realised

The general assumption that human knowledge depends, firstly, on our faculty to receive some raw material from the world outside us and, secondly, on our faculty to ‘organize’ or to ‘structure’ this material by means of certain concepts may sound quite innocent. November 18, 2014Digital recordingHarold Rudolph Brown was born as Heinz Rudolf Braun on June 7, 1933 in Vienna, Austria. The family lived at Laurenzgasse in Vienna’s 5th District. His father Karl Wilhelm Braun was an attorney-at-law with an office in Kaerntnerstrasse; his Polish born mother Rosa worked as a maid; he also had an older brother, Felix Hermann. The family liked to spend their free time in the countryside; the parents went to Vienna’s "Staatsoper", and Harold's mother attended a bridge club. After the "Anschluss" the family was forced to sell their apartment and moved in with their grandparents. Harold and his brother Felix left for the UK in Summer 1939. They were taken care of by a minister and his wife in Applecross, Scotland, an idyllic village with only a few hundred inhabitants. Their parents stayed in Austria until a friend of Harold's father organized affidavits. Rosa and Karl's escape to America was indeed a close call, for they were already at the platform waiting for a train to Dachau, when an announcement was made for Dr. Braun to come to the office, where he was notified that their visa application was successful. In 1940, Harold and his brother embarked on an ocean liner headed for New York.After landing in Ellis Island, they rejoined their parents who had arrived several months prior and had gotten an apartment in the South Bronx. Later the family moved to Kew Gardens, Queens. Harold's father could not practice as a lawyer and hence got a job teaching accounting. Harold attended elementary school at Cyprus Avenue, Clark Junior High School as well as Stuyvesant High School. He was awarded a scholarship for Columbia College and graduated with a Liberal Arts degree in 1954. The same year, he joined the Navy and became a navigator on several types of naval planes. He was discharged in 1964 (1965?) and joined Grumman Aerospace as a systems engineer for flight testing. Parents’ assets and child marriage: are mother’s assets more protective than father’s assets?
Child marriage places girls at an increased risk for dropping out of school early, sexually transmitted infections, teenage childbirth, and accompanying childbirth complications, including maternal mortality. The determinants of child marriage are not clearly understood, which hinders efforts to mount effective interventions. This study examined the link between economic resources and child marriage by investigating whether maternal and paternal asset ownership were longitudinally associated with daughters’ child marriage in Ethiopia. Drawing upon household bargaining theory, it was hypothesized that maternal assets would be more protective of daughters’ child marriage than paternal assets. Data for 4,293 girls from the nationally representative Ethiopia Socioeconomic Survey, fielded in 2011 and 2014, were employed. Logistic regression and instrumental variable analyses were used to examine the relationship between transition into child marriage during the study period and maternal and paternal assets, controlling for child-, family-, and community-level characteristics. Results show that a one standard deviation increase in mother’s assets was associated with 37–53% lower odds of daughter’s child marriage whereas a one standard deviation increase in paternal asset holdings was associated with 0–37% higher odds of daughter’s child marriage. Effects were strongest in regions where the dominant mode of marriage payments is bride price. These results suggest that the link between economic resources and child marriage depends on the gender of the parent who owns the resources. This study also highlights the interconnectedness of two targets of the gender equality Sustainable Development Goal—improvement of women’s ownership of assets and the elimination of child marriage—and suggests that the realization of one gender equality target could have implications for other targets.Peer reviewe
