    La prima parte del volume, contiene un serie di articoli di Leone Spita, Marco Sorrentino, Anna Hunanyan, Valeriya Klets, Luca Reale e Sabrina Leone, incentrati su temi più specificatamente legati all’architettura e sullo sviluppo urbano di questa area geografica contenuta tra il Mar Nero e il Mar Caspio. Questi studi prendono in considerazione diversi aspetti dei profondi cambiamenti architettonici che stanno avendo luogo in alcuni questi paesi (Georgia, Armenia, Azerbaigian e Kazakhstan), soprattutto nelle capitali, ed il loro rapporto con i realia politici, economici e sociali della regione. La seconda parte del volume riunisce invece alcuni scritti – di Roberto Secchi, Roberto Valle, Renata Gravina e Andrea Carteny – dedicati soprattutto alla cultura russa in rapporto da un lato allo spazio eurasiatico, con particolare riferimento al Caucaso, dall’altro all’Europa: aspetti e fatti storici utili a una migliore comprensione dei fenomeni architettonici analizzati. Il volume termina con una antologia di testi letterari a cura di Roberto Secchi.The first part of the volume contains a series of articles by Leone Spita, Marco Sorrentino, Anna Hunanyan, Valeriya Klets, Luca Reale and Sabrina Leone, focusing on themes more specifically related to the architecture and urban development of this geographic area contained in the Black Sea and the Caspian Sea. These studies take into consideration several aspects of the profound architectural changes that are taking place in some of these countries (Georgia, Armenia, Azerbaijan and Kazakhstan), especially in the capitals, and their relationship with the political, economic and social realities of the region. The second part of the volume brings together some writings - by Roberto Secchi, Roberto Valle, Renata Gravina and Andrea Carteny - dedicated above all to Russian culture in relation to the Eurasian space on one side, with particular reference to the Caucasus, on the other to Europe: historical aspects and facts useful for a better understanding of the architectural phenomena analyzed. The volume ends with an anthology of literary texts edited by Roberto Secchi

    Returning culture to peacebuilding : contesting the liberal peace in Sierra Leone

    This thesis investigates the advantages and limitations of applying culture to the analysis of violent conflict and peacebuilding, with a particular focus on liberal peacebuilding in Sierra Leone. While fully aware of the critique of the concept of culture in terms of its uses for the production of difference and ‘otherness,’ it also seeks to respond to the critique of liberal peacebuilding on the account of its low sensitivity towards local culture, which allegedly undermines the peace effort. After a careful examination of the terms of discussion about culture enabled by theoretical approaches to conflict in Chapter 2, the thesis presents a theoretical framework for the analysis of cultural aspects of conflict and peace based on the processes and effects of meaning-generation (Chapter 3), developing the conceptual apparatus and vocabulary for the subsequent empirical study. Instead of bracketing out the recursive nature of cultural theorising, the developed approach embraces the recursive dynamics which arise as a result of cultural ‘embeddedness’ of the analyst and the processes which s/he seeks to elucidate, mirroring similar dynamics in the cultural production of meaning and knowledge. The framework of ‘embedded cultural enquiry’ is then used to analyse the practices of liberal peacebuilding as a particular culture, which shapes the interaction of the liberal peace with its ‘subjects’ and critics as well as framing its reception of the cultural problematic generally (Chapter 4). The application of the analytical framework to the case study investigates the interaction between the liberal peace and ‘local culture,’ offering an alternative reading of the conflict and peace process in Sierra Leone (Chapter 5). The study concludes that a greater attention to cultural meaning-making offers a largely untapped potential for peacebuilding, although any decisions with regard to its deployment will inevitably be made from within an inherently biased cultural perspective

    Institutions in rural development : the case of rural banks in Sierra Leone

    Over the last four decades Sierra Leone established several credit schemes to help farmers increase production, productivity and incomes. This was motivated by several factors including the high proportion of the population in agriculture, the relative poverty of farmers and their subsistencele vel of production. Cheap credit was seen as the appropriate instrument to achieve market-oriented production. But these schemes failed due mainly to concessionary interest rates, high default, lack of savings mobilisation, mismanagement and poor economic policies. In March, 1985, a rural banking scheme was launched to replace these failed schemes; and by 1994, eight rural banks were in operation. The main objectives were to mobilise savings and to provide credit to agriculture and other rural enterprises. In early 1990, it was realised that these banks were far from achieving these objectives. This study examines and identifies the factors responsible for their low levels of achievement. The study reveals that huge losses were made due to several reasons among which are low interest rates for savings and loans which were typically below market rates and inflation suggesting negative returns on interest income, high default, poor economic environment and poor market infrastructure. These factors made rural banks unsustainable and highly subsidy dependent. The study further reveals that informal financial sources (i. e. moneylenders and osusu clubs) have been rendering services for which rural banks were not designed, In addition, rural banks and their clients were incurring relatively higher transaction costs compared to the informal sources and their clients. The study therefore recommends a restructuring of rural banks and suggests policies to improve their operations. In the main, institution-building is recommended, and that the operational flexibility of the informal financial sector be incorporated into the policies of rural banks. We recognise that Sierra Leone is going through a period of internal conflict. But these recommendations need to be urgently implemented to forestall the collapse of these rural banks
