Get PDFThe paper analyses the negotiations that took place in the framework of the Intergovernmental Conference (IGC) 1996/97 leading to the modification and amendment of the founding treaties of the European communities. Taking the Austrian case as an example the interaction between the various actors at the national and the international level is reconstructed. The author criticises the “intergovernmental approach” to the analysis of decision making mechanisms in the EU showing that the negotiations did not follow the logic of state power and multilateral bargaining but a “logic of mutual adaptation of expectations and positions”. The IGC 1996/97 exemplifies the ongoing institutionalisation of peculiar decision making procedures and the proliferation of working methods that were developed in the various arenas of European negotiations. A key element of these methods is the importance of mediating roles like the role played by the Council presidency during the IGC. It is argued that the Amsterdam Treaty represents some sort of a “common will” rather than a diplomatic bargain between sovereign states. This is due to the particular setting of the IGC 1996/97 and organisational arrangements that undermine the boundaries between the intergovernmental and the supranational, the national and the international arena, between international and domestic negotiations, and between the national and the European interest

'We always come here': investigating the social in social learning
Get PDFThis paper investigates student choices around the 'Third Space' for learning; that which is not either a teaching space or a private space. In mapping the use of such spaces around the University of Northampton's campuses and through the use of semi-structured interviews with students as they use the spaces it constructs a model to help understand why students choose a particular space to work in and influence decisions in the deliberate creation of such spaces in future.
The research shows four, often overlapping, influences on student choice of space; resources, environment, social and emotional. That resource rich spaces that allow social interaction and learning to take place in attractive environments are popular should not be surprising but it is the emotional response to space that is of particular interest. Space attachment theory has usually centred on home or places with religious or national symbolism. This paper identifies an element of emotional resonance to areas of the university campus, especially the library, that will warrant further research

Systematic Comparison of Heatmapping Techniques in Deep Learning in the Context of Diabetic Retinopathy Lesion Detection
No full textPurpose: Heatmapping techniques can support explainability of deep learning (DL) predictions inmedical image analysis. However, individual techniques have been mainly applied in a descriptive way without an objective and systematic evaluation. We investigated comparative performances using diabetic retinopathy lesion detection as a benchmark task. Methods: The Indian Diabetic Retinopathy Image Dataset (IDRiD) publicly available database contains fundus images of diabetes patients with pixel level annotations of diabetic retinopathy (DR) lesions, the ground truth for this study. Three in advance trained DL models (ResNet50, VGG16 or InceptionV3) were used for DR detection in these images. Next, explainability was visualized with each of the 10 most used heatmapping techniques. The quantitative correspondence between the output of a heatmap and the ground truth was evaluated with the Explainability Consistency Score (ECS), a metric between 0 and 1, developed for this comparative task. Results: In case of the overall DR lesions detection, the ECS ranged from 0.21 to 0.51 for all model/heatmapping combinations. The highest score was for VGG16+Grad-CAM (ECS= 0.51; 95% confidence interval [CI]: [0.46; 0.55]). For individual lesions, VGG16+Grad-CAM performed best on hemorrhages and hard exudates. ResNet50+SmoothGrad performed best for soft exudates and ResNet50+Guided Backpropagation performed best for microaneurysms. Conclusions: Our empirical evaluation on the IDRiD database demonstrated that the combination DL model/heatmapping affects explainability when considering common DR lesions. It analyses the impact of globalization on legal structures and their ability to accommodate local concerns, and considers whether globalization, and the elimination of national borders, actually offers an opportunity to reassert the power of local and regional governance
