    This paper examines the profound impact of contemporary geopolitical dynamics on global supply chains, focusing on the escalating use of tariffs, economic sanctions, and the emergence of friend-shoring strategies. Traditional economic models, often predicated on efficiency and cost minimisation, are increasingly challenged by a complex interplay of political, security, and strategic considerations. This study argues that recent global events, including heightened trade tensions and armed conflicts, are not merely transient disruptions but rather catalysts for a fundamental re-evaluation of international economic interdependence. This re-evaluation is manifesting in a deliberate shift towards supply chain resilience and security, often at the expense of pure economic efficiency. The paper delves into the mechanisms through which tariffs and sanctions reshape trade flows and investment patterns, analysing their intended and unintended consequences on both target and sender economies. Furthermore, it explores the burgeoning phenomenon of friend-shoring, where nations prioritise sourcing from geopolitically aligned partners to mitigate risks associated with adversarial relationships. Through a political economy lens, the paper assesses the implications of these trends for global trade governance, national industrial policies, and the future of globalisation. The paper complements the conceptual framing with a compact set of stylised facts on trade policy activism, sanctions-related trade rerouting, and logistics frictions, and explicitly discusses recent United States initiatives and their implications for friend-shoring. The analysis highlights critical policy-relevant issues, particularly for economies deeply embedded in global value chains, offering insights into the challenges and opportunities presented by a more fragmented and politicised international economic order. This research contributes to the evolving discourse on de-globalisation and economic statecraft, providing a nuanced understanding of how geopolitical imperatives are redrawing the map of global commerce

    On border basis and Groebner basis schemes

    Hilbert schemes of zero-dimensional ideals in a polynomial ring can be covered with suitable affine open subschemes whose construction is achieved using border bases. Moreover, border bases have proved to be an excellent tool for describing zero-dimensional ideals when the coefficients are inexact. And in this situation they show a clear advantage with respect to Gr\"obner bases which, nevertheless, can also be used in the study of Hilbert schemes, since they provide tools for constructing suitable stratifications. In this paper we compare Gr\"obner basis schemes with border basis schemes. It is shown that Gr\"obner basis schemes and their associated universal families can be viewed as weighted projective schemes. A first consequence of our approach is the proof that {\it all}\/ the ideals which define a Gr\"obner basis scheme and are obtained using Buchberger's Algorithm, are equal. Another result is that if the origin (i.e.\ the point corresponding to the unique monomial ideal) in the Gr\"obner basis scheme is smooth, then the scheme itself is isomorphic to an affine space. This fact represents a remarkable difference between border basis and Gr\"obner basis schemes. Since it is natural to look for situations where a Gr\"obner basis scheme and the corresponding border basis scheme are equal, we address the issue, provide an answer, and exhibit some consequences.     The innovative impact of public research institutes: evidence from Italy

    This paper empirically analyzes whether a prominent place-based innovation policy, the institution of the Italian Institute of Technology (IIT), has affected the treated region innovative capacity. By relying on the Synthetic Control Method (SCM) approach and Italian NUTS-3 regional panel data, the innovative development of the latter, proxied by (per-capita) fractional count of patents, is compared with a set of Italian NUTS-3 control ones. Results suggest that the establishment of IIT has impacted on the regional innovative output, on average, by about 22.5 more patents for million inhabitants per year in the post-intervention period. The paper also provides evidence of knowledge spillovers from IIT in the hosting region. In addition, positive effects on the regional endowment of high-skilled human capital as well as regional growth are also documented. Finally, these results are robust to a variety of placebo permutation tests as well as several sensitivity checks, or when considering a Difference-in-Differences (DiD) approach. Finally, the paper may provide useful insights to inform policy makers about the marginal benefits of additional research funding by highlighting the stream of private and social returns, against which the opportunity cost of the intervention must be compared
