Rob Fowler: rolling back the years: regression in Commonwealth environment laws
Professor Rob Fowler is one of the nation’s leading experts on environmental law. In this lunchtime address, he outlines the pitfalls of the ‘one stop shop’ initiative, in which the responsibility for the protection and preservation of Australia’s environment will fall under the purview of each state, rather than the Commonwealth.
Designed to reduce ‘green tape’ and make it easier for business to access and understand environmental regulations, Professor Fowler questions how state governments will be able to negotiate international treaty obligations. How will the business sector be equipped to approach the uncertainty of eight different versions of environmental regulations? And how does this initiative fit in with a sustainable future for our nation?

He offers an appraisal of the successes and failures of the chairmanship. Additionally, he generalizes about the limits of the speech-making function at an administrative agency, given its responsibility to Congress

The FCC under Mark Fowler: A Mixed Bag
The FCC\u27s performance under Chairman Mark Fowler (1981-87) calls for a mixed verdict, in the author\u27s estimate. Fowler\u27s reliance on competition, the marketplace, and deregulation, fit the common carrier area, but ill served the present public interest standard of the Communications Act in the broadcast field. This article assesses FCC activities in this period in the above two fields, and also in the cable television and spectrum areas
