Nonparametric Efficiency Analysis for Coffee Farms in Puerto Rico
Coffee production in Puerto Rico is labor intensive since harvest is done by hand for quality and topography conditions. Färe's nonparametric approach was used to estimate technical, allocative, scale and overall efficiency measures for coffee farms in Puerto Rico during the 2000 to 2004 period. THE FIRST PRIVATIZATION POLICY IN A DEMOCRACY: SELLING STATE-OWNED ENTERPRISES IN 1948-1950 PUERTO RICO.
In the 1940s, when the Governor of Puerto Rico was appointed by the US President and the Puerto Rican government was answerable only to the US Federal government, a large state-owned enterprise (SOE) sector was established on the island. Public services such as water, transportation and energy were nationalized, and several new manufacturing SOEs were created to produce cement, glass, shoes, paper and chalkboard, and clay products. These enterprises were created and managed by government-owned corporations. Later on, between 1948 and 1950, under the island’s first elected Governor, the government sold these SOEs to private groups. This paper documents both the creation and the privatization of the SOE sector in Puerto Rico, and analyzes the role played by ideology, political interests, and economic concerns in the decision to privatize them. Whereas ideological factors might have played a significant role in the building of the SOE sector, we find that privatization was driven basically by economic factors, such as the superior efficiency of private firms in the sectors where the SOEs operated, and by the desire to attract private industrial investment to the Puerto Rican economy.Public enterprise, Privatization, Industrial policy,Puerto Rico.

Field Guide de Amrasca biguttula: Symptoms caused by adults and nymphs of Amrasca biguttula on different hosts in Puerto Rico
Amrasca biguttula Ishida, originally from India, was detected for the first time in the Western Hemisphere in southern Puerto Rico in 2023 (Cabrera-Asencio, Dietrich, & Zahniser, 2023). Surveys have been conducted at various locations across Puerto Rico, including Juana Díaz, Santa Isabel, Salinas, Cabo Rojo, Guánica, Lajas, Sabana Grande, Mayagüez, Las Marías, Isabela, and Moca. In each of these locations, the presence of A. biguttula was confirmed on host plants where it was able to complete its life cycle.This research was funded by the United States Department of Agriculture’s Animal and Plants Health

The Dynamic Effects of Information on Political Corruption: Theory and Evidence from Puerto Rico
Does the disclosure of information about corrupt activities induce a sustained reduction in corruption? We use publicly released routine audits of municipal governments in Puerto Rico to answer this question. We first develop a political agency model where voters re-elect incumbents based on their performance while in office. We show that, because voters cannot directly observe incumbents’ actions, an incumbent whose reputation improved in the previous term is likely to engage in more rent-seeking activities in a future term. Guided by this model, we use longitudinal data on audit results to examine the long-term consequences of providing information to voters on levels of political corruption. We find that municipal corruption levels in subsequent audits are on average the same in municipalities audited preceding the previous election and those not audited then. In spite of this, mayors in municipalities audited preceding the previous election have higher re-election rates, suggesting that audits enable voters to select more competent politicians. We conclude that short-term information dissemination policies do not necessarily align politicians’ long-term actions with voter preferences as politicians exploit their reputational gains by extracting more rents from office.corruption; information; political agency; dynamic incentives

Escolaridad y ocupaciones de la fuerza laboral masculina en Puerto Rico.
The main purpose of this paper is to discuss male participation in the labor force in Puerto Rico for the year 2000, as well as the educational level of those men, according to occupations and principal occupational groups. A cross-analysis of 650 occupations and 10 educational levels was conducted, and the occupations held by men without education were also identified. The main findings show that the male labor force totaled 859,092 individuals of which 14,353 reported no education; 73.89% had no post-secondary education, and only 2.96% obtained degrees at the first professional level or doctorates.
