On returning to Australia, he taught at Murdoch University and the University of Melbourne where he became Ernest Scott Professor of History in 1991. In 1982 he was a Research Fellow in the Social Justice Project at the Australian National University. In June 1994 he became Chair of the Civics Expert Group established by the Prime Minister. From 1979 he was involved in the five-colume Oxford History of Australia project, as author of Vol.4 and later in a shared editorial role. From mid-1992 he was a member of the Council of the Constitutional Centenary Foundation
