    Problems in Task Scheduling in Multiprocessor System

    This Contemporary computer systems are multiprocessor or multicomputer machines. Their efficiency depends on good methods of administering the executed works. Fast processing of a parallel application is possible only when its parts are appropriately ordered in time and space. This calls for efficient scheduling policies in parallel computer systems. In this work deterministic problems of scheduling are considered. The classical scheduling theory assumed that the application in any moment of time is executed by only one processor. This assumption has been weakened recently, especially in the context of parallel and distributed computer systems. This monograph is devoted to problems of deterministic scheduling applications or tasks according to the scheduling terminology requiring more than one processor simultaneously. We name such applications multiprocessor tasks. In this work the complexity of open multiprocessor task scheduling problems has been established. Algorithms for scheduling multiprocessor tasks on parallel and dedicated processors are proposed. For a special case of applications with regular structure which allow for dividing it into parts of arbitrary size processed independently in parallel, a method of finding optimal scattering of work in a distributed computer system is proposed. The applications with such regular characteristics are called divisible tasks. The concept of a divisible task enables creation of tractable computation models in a wide class of computer architectures such as chains, stars, meshes, hypercubes, multistage networks. Divisible task method gives rise to the evaluation of computer system performance. Examples of such performance evaluation are presented. This work summarizes earlier works of the author as well as contains new original results.     Pension reform in Latin America : quick fixes or sustainable reform?

    Because of better health and higher standards of living, people are living longer. By 2030, more than 16 percent of the world's population will be older than 60, compared with 9 percent today. As a result, pension systems will need reform. Most current systems have substantial unfunded liabilities that will impose significant financial burdens onfuture generations without providing adequate protection for older individuals and lower-income workers. Pension reform is inevitable because of demographic imperatives and because many pension systems are financially unsustainable. Unfunded public pension systems pose political risk if promises to future retirees cannot be met. Pension reform is both technically and politically complex but more and more countries are beginning to address the problem. The question is whether to adopt quick fixes or sustainable changes that will benefit the macroeconomy and protect elderly and lower-income citizens. Quick fixes--typical in many economies--generally involve changes in eligibility (such as retirement age), changes in the rate of contribution or the population of workers on which contributions are calculated, or changes in the structure of benefits. Countries in Latin America have been ahead of other regions in undertaking major reform from pay-as-you-go defined-benefit pension plans to fully funded, defined-contribution pension plans. Because of the successful Chilean pension model, a notable number of Latin American countries have undertaken deep pension reform. The author highlights reform efforts in a sample of countries: Argentina, Brazil, Chile, Mexico, and Peru. Vigilance is still needed, says the author. Effective oversight is essential, and so is complementary reform in the banking, insurance, and securities markets. In capital markets, for example, regulation must be strengthened and the requirement that pension fund investments be made only in government-related securities must be eliminated. New types of insurance must be made available and there must be increased competition among insurance providers.     Departure time change to avoid crowd in trains: A stated choice experiment study in the Netherlands in a pandemic context

    Crowding in trains during rush hour is known to cause discomfort. After the outbreak of COVID-19 pandemic, crowding has also been highlighted as a risk factor for catching Acute Respiratory Infections (ARIs) such as COVID-19 which has affected the demand of public transport. Several countries, including the Netherlands, have differential fare systems for peak and off-peak travel, however, the problem of overcrowding in trains is still prevalent and is expected to cause more disutility than before the pandemic. To reduce peak hour rush, change in departure time has proven to be an effective measure. In this research first a review of previous experiments related to valuation of crowding and departure time change is performed. And then an exploratory study based on a stated choice experiment is conducted to understand the extent to which people can be motivated to change departure time to avoid crowded trains during rush hours by offering them real time information on on-board crowding level and a discount on train fare. Unlike previous studies, the respondents are segregated into two groups before the start of choice experiment based on their indicated preference to schedule delay early or late. To study the change in travel behavior in the pandemic time, context of different vaccination stages is provided in the choice experiment. Background information collected in the experiment is broadly categorised as: socio-demographics, travel and work related factors, and attitude towards health and COVID-19. After the responses are analysed it is found that the coefficients obtained for main attributes are highly significant, and in line with previous research. When most of the people are vaccinated in the Netherlands, they may become less averse to on-board crowding. The research also indicates that certain groups of people can be motivated to change their departure time if real-time crowding information is provided to them. Few others can be motivated by offering incentives. However it should be noticed that to allow people to change departure time, policies such as flexible work hours and staggered commute are required in workplaces.     The benefits of growth for Indonesian Workers

    Indonesia's adopted development model has proved to be the most successful in alleviating poverty and benefiting workers in developing countries. The government's development efforts focused on agriculture, education, and transport infrastructure. It emphasized providing productive employment opportunities and gradually improving the labor quality through education and training. The wage, employment, and income growth rates were left to market forces. Although the rapid growth of labor-intensive manufacturing has led to more jobs and higher wages benefiting workers, workers employed in these industries have expressed growing dissatisfaction. They complain about problems of child labor, the denial of centrally mandated wages and benefits to workers, poor working conditions, and the abuse of young female workers. The government has tried to improve worker's wages and working conditions by centrally mandating higher labor standards, relying principally on minimum wages. Enforcement has improved and, despite low compliance, minimum wages are beginning to bite. Indonesians are debating whether they need labor intensive industries and whether it is a mistake to base Indonesia's growth on cheap labor. They argue that if labor is more expensive, manufacturers must substitute some capital for labor. However, if labor-intensive industries are rejected, the capacity of the economy to absorb plentiful workers will be reduced. The main alternatives are to push up wages now, or to let wages be determined by market forces and strengthen institutions that could improve working conditions, such as labor unions.     Implementing the market approach to enterprise support - an evaluation of ten matching grant schemes

    Developing viable new business is critical to recovery, and long-term growth, especially in transition economies. There has been a long history of public support of enterprise development, starting with centralized state agency initiatives, but moving more recently to decentralized instruments for development of the business services market. The window of time during which the benefits of intervention are likely to be greatest: when a market is in its infancy, and its development is constrained by uncertainty, and lack of information. Interventions for enterprise support should be demand-responsive, and flexibly organized. In some circumstances, centralized assistance may still be effective, but it is generally better to use competitive private service providers responding to enterprises'changing needs. The main task is to stimulate the private services sector, improving its capacity to respond to the demands of new, and expanding private enterprises. Support for enterprises has tended to be either free, or heavily subsidized. But such subsidies can be justified only if interventions efficiently supply goods. Providing technical, and management know-how can be a public good if it generates externalities- if, for example, know-how benefits can be disseminated at proportionately low additional cost. Any subsidy for an intervention should be temporary, and should be phased out when the main objective of intervention is achieved - that is, when the market takes off. Grants should generally be for know-how, not for equipment. There may be a case for unbundling the know-how component of loans (including feasibility studies, and follow-up expert services) for grant funding. A package combining loans and grants - through a single financial institution, or through separate institutions - may work provided safeguards can be put in place to prevent perverse use of grants. The matching grant model, which is used increasingly in the World Bank, and elsewhere, is one solution - but it must be justified, and carefully designed. After evaluating ten matching grant funds, the author concludes that performance is mixed. Best practice models are needed. Ensuring economic benefits requires proactive management, with clear objectives of market facilitation ("making a market").
