The second half of 2008 marked, in Romania, the entry into technical recession, and during the following periods of time the economic contractions led to a widespread crisis in almost all sectors. In the first half of 2010, Europe recorded the first increase, more or less timid, meaning leaving the recession, but in Romania we continue to record an  economic contraction –  in other words, the fourth quarter of crisis. Business analysts and business people consider that this setback was caused by the lowering of the population’s purchasing power and government measures taken or just announced, in the first half of 2010, as well as the bankers’ reluctance to lend to firms

AbstractToday‘s Europe faces profound structural transformations as identified in the Europe 2020 Strategy, in particular the transition towards a green, low carbon and resource efficient economy, the demographic ageing of our society and rapid technological advances. Transforming the economy along these paths will increase competitiveness and provide important sources of growth and jobs, as well as addressing economic and social needs. The apparition of agriculture about ten thousand years ago, is considered the first great economic revolution in human history. With it begins a new history, completely different from that which preceded it. Its spreading across the globe changed the relationship between man and nature. Through the invention of agriculture, man has begun to create necessary food products, increasing efficiency of the invested effort and reducing the chaos that marked his existence, there have emerged and have increased human settlements, cultivated land, domestic animals and, on this basis, a new way of life emerged. [12]The agricultural sector of rural development satisfies an economic way of reasoning which turns out to be insufficient to enable rural areas to apprehend the new issues of territorial cohesion. In order to contribute to Lisbon and Gšteborg objectives, rural development strategies should focus on innovation and transfer of knowledge and good practices, thanks interregional cooperation. The objectives of the EU rural development policy - also known as the second pillar of the Common Agricultural Policy (CAP) – focus on the enhancement of the social and economic cohesion, on the improvement of competitiveness in farming and forestry sectors, and on the amelioration of the environment aiming at landscape conservation and sustainable development

It is quite obvious that the purchasing power of the population in 2009 will be seriously affected. The daily consumption calculated by the National Statistics Institute is made up to 37.7% by food, beverages and cigarettes, and any rise in the price of them will have direct effects on the living standards. Gross wage in March 2009 was 446 euros, down from 470 euro, level registered in 2008. If in 2008 employees have received salary increases in terms of economic record growth in 2009 the situation has changed radically, most companies announcing the freezing of salaries. Revenues of the private sector were reduced and even stagnant. The inflation rate in April of 6.45% puts Romania in first place among European Union countries as regards the negative developments of the economy. Although desirable for wages is to keep pace with rising prices, the depreciation rate against the euro led to a decrease in income reported to the European currency. According to a study conducted by Unicef and the World Bank, the number of people living in poverty in our country will reach 1.59 million this year, 370,000 people more than in 2008.economic crisis, inflation, purchasing power, poverty

Tourism is the most important economic branch, worldwide, owning 12% of all areas of activity and revenue of approximately 530 billion dollars per year. In the past 10 years we could see an increasing demand for rural tourism and ecotourism, many of the international travel agencies offering ecotourism packages. Our country is attractive from the perspective of international travel agencies, due to unpolluted nature, the authenticity of traditions, the Danube Delta, old forests and not least, the Romanian hospitality. Rural tourism had been practiced for a long time in Romania but for the past 15-20 years, it was casual and without any form of organization. Tourism activities in rural areas are carried out when agricultural activities take place and contribute to the welfare of rural communities that practice it. The development of tourism activities requires attention to the quality of the environment by preserving and developing the quality in the areas that have entered the tourist circuit, controlling the activity quality for a rational use of tourism resources. Our country benefits from EU funding through several programs including SAPARD, taking one of the measures, Measure 3.4, which is called the development and diversification of economic activities that generate multiple activities and alternative incomes. A deciding role in the development of rural tourism is held by the general infrastructure, requiring subsidies from the budget for tourism attraction areas for sustaining, by public administrations, programs to support tourism in rural areas. Rural tourism contributes to the sustainable development of the Romanian rural environment by proper use of local resources, establishing youth in rural areas, reducing the number of unemployed, women's involvement in economic and social life of rural settlements, raising living standards, growth in household rural areas, increasing the industry's contribution to the formation of gross domestic product. Ecotourism is a business opportunity, a market segment growing rapidly, having an important educational component, by teaching respect for the natural environment.ecotourism, tourism, sustainable development, financing, SAPARD, unexploited potential.
