    I Parlamenti, organizzazioni complesse, non potrebbero svolgere effettivamente le proprie funzioni senza il supporto di strutture o amministrazioni serventi che esercitano funzioni strumentali e necessarie per la formazione dell’indirizzo politico-legislativo. L’evoluzione organizzativa delle amministrazioni parlamentari si sviluppa nel momento in cui l’assemblea parlamentare manifesta esigenze di assistenza tecnico-specialistica. Nell’analisi storica si apprezzano le dinamiche di cambiamento delle organizzazioni nel tempo. Le organizzazioni, risultato dell’adattamento all’ambiente istituzionale, adottano pratiche consolidate e modelli riconosciuti per acquisire legittimità e reputazione. Nel percorso storico di innovazione organizzativa delle amministrazioni parlamentari della Camera dei Deputati nel Regno d’Italia modelli legittimati e dominanti nel contesto istituzionale contribuiscono ad orientare il percorso di cambiamento che condurrà all’istituzione della figura del Segretario Generale (1907) ed al consolidamento della nascente amministrazione parlamentare: il modello organizzativo dell’esperienza dell’Assemblea Nazionale; il ruolo del Segretario Generale nei Ministeri; i compiti del Clerk alla Camera dei Comuni; lo sviluppo e l’evoluzione professionale delle amministrazioni pubbliche ad inizio Novecento
