No full textWe present experimental results on 40 Gb/s large-signal modulation performance of 1.31 μm monolithic integrated laser-modulator in the InGaAlAs/InP material system, exploiting the gain and absorption properties of an identical multiple quantum well (MQW) active layer. In continuous wave operation, at 15◦ C, the devices
achieved threshold currents < 28 mA, fiber coupled optical power levels up to +0.4 dBm. The measured small signal modulation bandwidth was about 32 GHz. An air-cavity based Fabry-Perot interferometer has been realized to characterize the spectral chirp of the integrated structures in the time domain up to 40 Gb/s

SciPost Physics. 2023;14(3): 052.The ferrimagnetic phase of the sawtooth chain with mixed ferromagnetic nearest -neighbour interactions J and antiferromagnetic next-nearest-neighbour interactions J' (within the isotropic Heisenberg model) was previously characterized as a phase with commensurate order. In this paper, we demonstrate that the system in fact exhibits an incommensurate quantum spin spiral. Even though the ground state is translationally invariant in terms of the local spin expectations (S-i), the spiral can be detected via the connected spin-spin correlations (S-i) . (S-j) - (S-i) . (S-j) between the apical spins. It has a long wavelength that grows with J' and that soon exceeds finite-system sizes typically employed in numerical simulations. A faithful treatment thus requires the use of state-of-the-art simulations for large, periodic systems. In this work, we are able to accurately treat up to L = 400 sites (200 unit cells) with periodic boundary conditions using the density-matrix renormaliztion group (DMRG). Exploiting the SU(2) symmetry allows us to directly compute the lowest-energy state for a given total spin. Our results are corrob-orated by variational uniform matrix product state (VUMPS) calculations, which work directly in the thermodynamic limit at the cost of a lower accuracy

No full textThe article analyzes the impact of the globalization of markets, technologies and companies and of the Europeanization of public policies on state capacities in technology policy. Based on empirical examples from the field of information technology, the article argues that technology policy has been characterized by two contradictory developments in the last two decades. On the one hand, the concepts and strategies guiding public policies have become more and more complex, resulting in comprehensive programs for national and European "innovation policies". On the other hand, as a result of the economic globalization; as well as of changes in the internal structure of the state, the state capacities to implement these ambitious strategies successfully have been eroding. As a consequence, technology policy both on the national and on the supranational level has been confronted with an intensifying strategic dilemma. Finally, the article discusses policy options to cope with this strategic dilemma in innovation policy

No full textThis FAW IPM Guide is designed for use by professionals in private and public plant protection organizations, extension agencies, research institutions, and governments, whose primary focus is smallholder farmers and the seed systems that support them. The FAW IPM Guide is meant to provide an important foundation for the emergence of harmonized FAW pest management protocols that will continue to be informed by research. The guide is also expected to serve as the basis for a series of cascading technical knowledge dissemination materials and social and behavioral change communications that will specifically target the needs of the smallholder farmers in Asia. In order to inform development of locally adapted IPM strategies appropriate for Asian farmers, this FAW IPM Guide compiles currently available, scientifically validated strategies to control FAW. The document presents the best management strategies that have either been validated or are in the process of validation in the smallholder farmer context, as judged by experts to be appropriate for adaptation to Asian agroecologies and maize-based cropping systems
