    Understanding how professional learning communities impact teaching practice and what influences the process

    Problem: Professional learning communities (PLCs) are not a new trend in education but are getting more attention in schools today as a vehicle for establishing collegial relationships among teachers and for building capacity for change within schools (Dufour & Eaker, 1998; Fullan, 2004; Hord, 2004; Senge, 2000). Schools are working diligently to become PLCs in hopes of improving student learning yet there are pitfalls schools must be cognizant of. The core principles of PLCs do not simply exist because leaders are calling them PLCs. Dufour cautioned “the term has been used so ubiquitously that it is in danger of losing all meaning” (Dufour, 2004, p. 6) while others warned of contrived collegiality as opposed to genuine collaborative teacher cultures (Hargreaves & Dawe, 1990). This study explores the development of PLCs at one middle school to provide feedback to improve practice while also building the research base on what contextual factors contributed to PLCs and how PLCs impact key components including pedagogy and assessment. Research Questions: The questions explored in this case study of one grade level in a middle school are: 1. In what ways does teaching practice change as a result of participation in a professional learning community? 2. What aspects about the PLCs contributed to the change? 3. What contextual factors contributed to the PLCs capacity to support teacher change? Methodology: A qualitative case study was used focusing on information gained from interviews, observations, surveys, and documentation for this study. The administrative team and core eighth grade teachers were interviewed and 4 observations of PLC meetings were completed. Data analysis included organizing and analyzing data using Dedoose, a qualitative research software program. Significance: Research on PLCs has typically focused on understanding what true PLCs are and how they can improve schools. This study focuses on identifying what types of changes took place in terms of pedagogy and assessment as a result of participating in PLCs. In addition, by focusing on a school that began the implementation process five years ago, the study aims to identify aspects about PLCs that contributed to instructional change. The study also identifies contextual factors that were critical for PLCs to support teacher change in order to help other school leaders that may be initiating PLCs in their own schools.Ed. Helping couples communicate about reproductive health is viewed as vital for involvement of both the partners in decision making, treatment seeking and promoting health. It is hence crucial to understand ‘communication’ among married partners before designing any couple-targeted strategies. Communication is a process which involves more than sending and receiving messages. For comprehensive understanding of communication, it is important to consider various components of communication such as the relationship between partners, the context, the mode or channel, consequence in terms of behaviour and the content.     Linking Reduced Deforestation and a Global Carbon Market: Impacts on Costs, Financial Flows, and Technological Innovation

    Discussions of tropical deforestation are currently at the forefront of climate change policy negotiations at national, regional, and international levels. This paper analyzes the effects of linking Reduced Emissions from Deforestation and Forest Degradation (REDD) to a global market for greenhouse gas emission reductions. We supplement a global climate-energy-economy model with alternative cost estimates for reducing deforestation emissions in order to examine a global program for stabilizing greenhouse gas concentrations at 550 ppmv of CO2 equivalent. Introducing REDD reduces global forestry emissions through 2050 by 20-22% in the Brazil-only case and by 64-88% in the global REDD scenario. At the same time, REDD lowers the total costs of the climate policy by an estimated 10-25% depending on which tropical countries participate and whether the “banking†of excess credits for use in future periods is allowed. As a result, REDD could enable additional reductions of at least 20 ppmv of CO2-equivalent concentrations with no added costs compared to an energy-sector only policy. The cost savings from REDD are magnified if banking is allowed and there is a need to increase the stringency of global climate policy in the future in response, for example, to new scientific information. Results also indicate that REDD will decrease carbon prices in 2050 by 8-23% with banking and 11-26% without banking. While developing regions, particularly Latin America, gain the value of REDD opportunities, the decrease in the carbon price keeps the value of international carbon market flows relatively stable despite an increase in volumes transacted. We also estimate that REDD generally reduces the total portfolio of investments and research and development of new energy technologies by 1-10%. However, due to impacts on the relative prices of different fossil fuels, REDD has a slight positive estimated effect on investments in coal-related technologies (IGCC and CCS) as well as, in some cases, non-electric energy R&D. This research confirms that integrating REDD into global carbon markets can provide powerful incentives for the preservation of tropical forests while lowering the costs of global climate change protection and providing valuable policy flexibility.Climate change, deforestation, carbon sinks

    Coal based Thermal Power Plants (TPP) are the backbone of the power generation utilities in the country. Coal based TPPs constitute to around 56.1% of the total installed capacity and generates around 74.2% of the electricity generated in India. Considering the high pollution and resource impacts, of TPPs the Ministry of Environment, Forest and Climate Change (MoEF&CC) notified the Environment Protection (Amendment) Rules (EPAR) on December 5, 2015 with a two-year window for TPPs to meet these standards. When implemented, these norms are expected to have positive environmental and health benefits by leading to lower pollution levels from TPPs. However, compliance with the new emission norms would require retrofitting existing thermal power plants with various Pollution Control Technologies (PCT) in the form of auxiliary systems to control SO2, NOX and PM emissions. In order to ensure 24x7 supply of electricity, CPCB (in consultation with CEA) finalized the revised timelines for all TPPs to comply with the new emission norms by December 2022. The team at Energy and Environment Programme (EEP) in NIAS, Bangalore interacted with various Power Plant Generation companies (GENCOs) in Southern Region to understand their challenges and way forward with respect to the huge capital investment and schedules for implementation. This team developed and a “Concept Paper” for a workshop with the theme, “Strategies and Action Plans needed for transition to an environment friendly and sustainable Electricity Source mix for the Southern Region”. This Workshop was held at NIAS on 17th September 2019 to enable key stakeholders - Power Plant Owners (Central & Southern States), Pollution Control Equipment Suppliers, Regulators and Policymakers to share their experience and deliberate on the challenges to develop a road map for implementation. This report presents the gist of each talk by the invited participants, and also consolidates the key findings and recommendations of the Workshop.
