    Redistribution or education?: the political economy of the social race

    In an overlapping generations model with two social classes, rich and poor, parents of the different social classes vote on two issues: redistributive policies for them and education investments for their kids. Public education is the engine for growth through its effect on human capital; but it is also the vehicle through which kids born from poor families may exchange their positions with kids born from rich families. This is because education reduces the probability of the mismatch, i.e. individuals with low talent but coming from rich families being placed in jobs which should be reserved to people with high talent (and vice-versa). We find a political economy equilibrium of the voting game using probabilistic voting. When the poor are more politically influent, the economy is characterized by a higher level of education, growth and social mobility than under political regimes supported by the rich; pretax inequality is greater in the first case, but post-tax is lower

    We present a first principles study of the electronic and magnetic properties of Fe-based pnicitdes superconductors as a function of pressure and doping. We show that the magnetic phase and a local magnetic moment persists at doping level quite larger than what found in experiments and the pressure phase diagram consists of a paramagnetic, antiferromagnetic and non-magnetic phases. Although this result calls for the inclusion of long-wavelength or local fluctuations of iron magnetic moment and non-hydrostatic pressure effects, in order to improve the theoretical description of real experimental conditions, recent photoemission experiments[1] reconcile these DFT results, showing a local magnetic moment on Fe site different from zero in the paramagnetic, antiferromagnetic and the superconducting phase

    Prevalence and determinants of asthma and rhinitis in an Italian cleaning company from Terni, Italy

    Background: Professional and domestic cleaning has been associated with new onset and work-exacerbated asthma and rhinitis. Cleaners are exposed to multiple cleaning agents. The aim of this study was to assess the prevalence and determinants of asthma and rhinitis in 234 subjects working in an Italian cleaning company based in Terni. Method: In this cross-sectional study a cohort of 234 cleaning company workers (126 cleaners and 108 non-exposed controls), completed the Italian version of the ECRHS I and ECRHS II occupational modules to assess exposure to cleaning agents and prevalence of asthma and rhinitis. They also performed lung function tests. Statistical differences in continuous variables were tested by the two-tailed paired t test. Differences in proportions were tested by the V2 or Fisher’s exact test, when appropriate. Differences were considered significant at P < 0.05. The influence of cleaning tasks or products, schooling, sex, age and smoking status (predictors) on asthma or rhinitis (dependent variables) was analyzed by logistic regression. Result: The 234 subjects had a mean age of 44 years; cleaners were 4 years older than controls. 79% were female and 43% were current smokers. Median schooling was 17 years (range 10–24). 54% of the cohort worked as cleaners in public buildings, hospitals and schools, and 46% were white-collar workers and drivers who were not exposed to cleaning products (controls). The prevalence of current asthma was 6% in cleaners and 1% in controls. Prevalence of rhinitis was 17% and 15%, respectively. Using glass cleaning sprays at work ‡1 day/week was associated with current asthma (OR = 19.0, CI 2.1–159.9). Cleaners <39 years old had a greater risk of asthma (OR = 5.0, CI 1.2–21.7) than older co-workers, after adjusting for other predictors. Conclusion: We confirm that exposure to cleaning products is associated with asthma. Use of glass cleaning sprays is an important determinant. The healthy worker effect could account for the higher risk of asthma that we found in younger cleaners.     L’ambiguità organica dell’ordinamento italiano riguardo alle concessioni demaniali marittime

    La pronuncia n. 1377 del 2020 resa dalla III Sezione del TAR Toscana si inserisce nel quadro, spinoso e oggi confuso, delle concessioni demaniali marittime. Esse, infatti, si prestano da anni ad essere oggetto di una dialettica, se non vera e propria contrapposizione, tra la tradizione legale italiana, tesa a favorire gli operatori già presenti sul demanio, e l'ordinamento sovranazionale europeo, incline a introdurre elementi concorrenziali in ogni settore in grado di produrre utili. In particolare, la legge di bilancio per il 2019, la n. 145 del 2018, ha reintrodotto una proroga dei rapporti concessori, eludendo i principi sanciti dalla sentenza del 14 luglio 2016 della Corte di Giustizia dell'Unione Europea. Nel contesto sintetizzato, il provvedimento giurisdizionale emesso dal TAR, pur nella brevità del suo contenuto, si connota per interessanti spunti a carattere processuale e sostanziale: si evidenzia in ordine ai primi la proposizione da parte dei ricorrenti di un'originale azione di accertamento volta a conseguire il riconoscimento della proprietà superficiaria dei manufatti costruiti sul demanio o un loro indennizzo, per i secondi il richiamo implicito alla tesi della disapplicazione dell'articolo 49 del Codice della Navigazione. Il fermento attorno alle concessioni demaniali marittime non arresta a placarsi, come testimonia il recentissimo avvio di una nuova procedura di infrazione contro il nostro Paese, e, verosimilmente, solo la piena ricezione dei principi europei potrà mettere fine a questa duratura vicenda
