Price support at any price? Costs and benefits of alternative agricultural policies for Poland
Get PDFThe author argues that Poland must choose an agricultural policy that promotes efficiency, structural change, and adjustment to the new market environment and eventual membership in the European Union. That policy must take into account both the needs of, and the financial constraints on, Polish agriculture. Results of simulation experiments performed with the use of the computable general equilibrium model of the Polish economy suggest that Common Agricultural Policy-type price supports are not the most efficient agricultural policy for Poland. The author discusses alternative policies and scenarios. Rather than discuss whether the relationship between farmers'incomes and average Polish wages is fair, the author analyzes whether medium- and long-term development trends in the Polish economy may cause this relationship to deteriorate, and what policies will counteract those trends. Rapid growth in the nonagricultural sectors combined with real appreciation of domestic currency (caused either through good current account performance or significant capital inflows) may jeopardize farmers'relative income position. And such developments are probable if positive projections for economic development and membership in the European Union are realized. The agricultural sector can defend its relative income only by becoming more efficient. Price supports improve farmers'relative income but at a high cost to taxpayers and consumers and to macroeconomic efficiency. To meet these costs, Poland must put in place firm quantity controls. But the author thinks that the best strategy would be to avoid price supports until the moment of joining the European Union's Common Agricultural Policy. In the interim, policies aimed at reducing farm employment seem most appropriate. The author discusses two such policies: encouraging older farmers to retire and promoting jobs in rural areas. Music for classical guitar by South African composers : a historical survey, notes on selected works and a general catalogue
No full textIncludes abstract.Includes bibliographical references (leaves 296-309).This is the first comprehensive investigation of music for, or including, the classical guitar by South African composers. The focus of this research has been, firstly, to uncover as much of the repertoire as possible, and, secondly, to collate, study, catalogue and report on the information. A brief historical survey of the guitar in South Africa provides the context within which this study was conducted. The primary sources of quantitative data collection were through the archival catalogues of the South African Music Rights Organisation and through personal contact with guitarists, composers and guitar teachers. Other sources consulted were publishers, broadcasting corporations, recording companies, libraries and the internet. The body of the dissertation comprises biographical sketches, background notes, analyses and technical notes on 17 selected solo and chamber works dating from 1947 to 2007 by some of South Africa's most prominent composers and guitaristcomposers. The repertoire ranges in style from the traditional and ethnically inspired to the experimental and abstract. As this is an empirical survey, each selected entry includes details on instrumentation, duration, level of difficulty, number of pages, scordatura, commissions or requests, sources or publishers, premières and recordings. A biography of each composer is provided as well as background notes which offer an overview of the selected work. The notes discuss historical, cultural, musical and extra-musical influences, and frequently include references to interview material. The commentaries on the selected works, with musical examples, include an analytical component describing structure, form, stylistic and compositional elements, while the technical observations include performance suggestions and a grading for each work

Building a methodology for the comparison and evaluation of middle-years mathematics textbooks
No full textThis paper reports on the first stage of the development of a methodology to evaluate mathematics textbooks. The methodology depends on the development of a set of mathematics curriculum principles relevant to the context in which the textbook is used, in this case the state of Queensland and its new years 1 to 10 syllabus. Based on these principles, as well as syllabus content statements and published research, sets of specific curriculum goals are being developed for key topic areas in the curriculum and these goals form the basis for the evaluation of textbooks. The paper reports on the development of the goals and sets of indicators for the topic of ratio and proportion and on a small trial application of the methodology

No full textThis paper describes how QUEST(1) (QUaternion ESTimator algorithm) influenced Brazilian space research activities. Indeed, we present a short survey paper on researches in attitude determination and propagation in Brazil arising from the influence of the author of QUEST. We show how Brazilian researchers started implementing QUEST, tasting it, and later deriving other applications based on it. Some Brazilian researchers worked out further investigations through direct interaction with the QUEST author, Dr. Malcolm Shuster, addressing attitude alignment and calibration problems. An exploration of the outsider's role in selected works by Joseph Conrad, Malcolm Lowry, V.S. Naipaul.
No full textPhDThis thesis explores ways in which the outsider questions rather than confirms
dominant cultural values whilst avoiding the crudity of overt politicisation. I argue
that the outsider's preference for an observer's stance is not so much an act which
denies responsibility to the world of his day, but rather a means of reassessing its
priorities.
In Section One, I discuss Conrad's role as an outsider in the age of Empires. I
demonstrate the ways in which Conrad employs narrators, frequently using strategies
of irony which can be and have been read in very different ways. I argue that Conrad
uses irony as a tool for condemnation rather than condonement of imperialist practice,
if not its ideology.
In Section Two, I discuss Lowry as an emigre from England (so contrasting
him with Conrad, the immigrant from Europe), and examine his dissenting voice
which opposes bourgeois prejudice against the working class, a totalising ideology
like Fascism, and a Western rationalism which sees too rigid a distinction between
sanity and madness. I demonstrate how Lowry as an outsider reacts to the age of
twentieth century World Wars.
In Section Three, I discuss Naipaul's role as an outsider in the age of
decolonisation, when bogus liberals and false redeemers fail to rebuild the newly
independent post-colonial states. As in Conrad's case, I show how a failure to read
Naipaul's ironic tone of voice has given rise to radically divergent views as to what he
is about. I also link Conrad and Naipaul through their cultural negotiation between the
'centre' and its peripheries.
By looking at these three writers in chronological order and offering a
comparative perspective on their work, I highlight the outsider's disturbing, yet
illuminating role within a historical context. I also draw attention to creative tensions
between artistic concerns and a serious political purpose. I assess the outsider as
observer and man of conscience rather than as a` mere onlooker. I conclude that the
outsider also fulfils a social obligation by promoting critical awareness on the reader's
side by means of his defamiliarising perspective
