The homiletic creation in the romanian Church in the 2nd part of XXth century: hermeneutical principles
No full textThe present ThD work deals with the hermeneutical problem in a very difficult period of the Romanian Church - the communist period. There are three parts : an historical part, an analytical part and a comparative part. In the 1st chapter the author presents the situation of the Romanian Church in the 2nd part of XX century, the personality of the patriarch Justinian and the legal measures he addopted in order to save the Church. In the 2nd chapter the author analyses five important preachers: the archimandrite Cleopa Ilie, the intelechial monk NiColae Steinhardt, the professor Constantin Galerin, the metropolitan Antonie Plamadeala, and the blind monk Teofil Paraian. The last chapter compares the hermeneutical principles of the five preachers, in order to define an orthodox approach of the Bible.Η διατριβή ασχολείται με μία δύσκολη περίοδο της Εκκλησίας της Ρουμανίας - τη κομμουνιστική περίοδο. Χωρίζεται σε τρία μέρη : ένα ιστορικό, ένα αναλυτικό και ένα συμπερασματικό. Στο πρώτο μέρος παρουσιάζεται η κατάσταση της Ρουμανικής Εκκλησίας στο β' μισό του 20ου αιώνα, το πρόσωπο του πατριάρχη Ιουστιανιανού και τα μέτρα που έλαβε για να σώσει την εκκλησία. Στο δεύτερο αναλύονται πέντε ομιλητές, ο πατής Cleopa Ilie, ο μοναχός Nicolae Steinhardt, ο καθ. Constantin Galeriu, ο μητροπολίτης Antonie Plamadeala και ο τυφλός μοναχός Teofil Paraian. Το τελευταίο μέρος συγκρίνει τους πέντε ομιλητές στην προσπάθεια μια ορθόδοξης θεώρησης του ερμηνευτικού ζητήματος

We analyse the disadvantages and advantages of the centralized procurement of products or services and the situations in which the establishment of central procurement agencies and the achievement of centralized procurement are justified. It also outlines the main features and achievements of the most important central procurement agencies in the European Union and of the central procurement agency in the United States of America. The article also contains the stage of implementation of centralized public procurement in Romania
REAL COMPETITION LEADS TO SUBSTANTIAL SAVINGS IN ROMANIAN PUBLIC PROCUREMENT OF VEHICLES?
No full textThe article analyzes the real competition in public procurement for the supply of vehicles in Romania and the size of the obtained savings. For this, a sample consisting of 185 procurement procedures was used, procedures that took place between 17.02.2015 and 22.07.2019 in Romania. The influence of competition on the savings obtained in public procurement procedures has also been studied by other authors. These authors found that as competition increases, the prices offered decrease, thus obtaining significant savings, but after receiving a certain number of offers, the decrease of the offered prices stops. The article aims to confirm / disprove these conclusions in the case of the analyzed sample, to determine the number of offers from which the offered prices do not decrease and if the realized savings are substantial. Also, within the article, a unifactorial linear regression was performed that verified whether the number of bidders was influenced by the size of the estimated value and a multifactorial linear regression was performed that verified whether the weight of the obtained savings was influenced by the number of offers received and the estimated value of the procedure

No full textIn public procurement, knowing the types of calculation algorithms and choosing the right algorithm to establish the scores of the submitted tenders have a very important role. The wrong choice of the calculation algorithm may lead to deficiencies such as obtaining identical scores for different tenders received, or ignoring the actual benefits of a tender due to the inappropriate way of calculating the scores. The calculation algorithm must be set so as to objectively quantify the advantages which the contracting authority seeks to achieve by carrying out the procurement procedure. The article describes the main types of calculation algorithms used in public procurement procedures, a comparative analysis of the results of algorithms applied in case of a real bid and the advantages / disadvantages of using each type of algorithm analysed
Analysis and design of a two-speed single-phase induction motor with 2 and 18 pole special windings
No full textThe motor presented employs multiple independent windings for operation with two very different pole numbers. The 18-pole field is produced with a symmetrical three-phase winding connected in a Steinmetz arrangement to a single-phase supply. A unified analysis method has been developed and used to demonstrate the equivalence of a Steinmetz delta or star connection with a main and auxiliary winding of a single-phase motor. The method has been experimentally validated and also included are some specific motor design considerations
Computation of core losses in electrical machines using improved models for laminated steel
No full textTwo new models for specific power losses in cold-rolled motor lamination steel are described together with procedures for coefficient identification from standard multifrequency Epstein or single sheet tests. The eddy-current and hysteresis loss coefficients of the improved models are dependent on induction (flux density) and/or frequency, and the errors are substantially lower than those of conventional models over a very wide range of sinusoidal excitation, from 20 Hz to 2 kHz and from 0.05 up to 2 T. The model that considers the coefficients to be variable, with the exception of the hysteresis loss power coefficient that has a constant value of 2, is superior in terms of applicability and phenomenological support. Also included are a comparative study of the material models on three samples of typical steel, mathematical formulations for the extension from the frequency to the time domain, and examples of validation from electrical machine studies
