The role of state aid control in improving bank resolution in Europe
The financial crisis exposed EuropeÂ?s inadequacy in developing an effective banking resolution framework that could bring together national authorities and set guidelines for their coordination. The European Commission, through its assessment of state aid cases, managed to avoid single market distortions and mitigate moral hazard. This Policy Contribution explains why in the long-term Europe needs a single resolution authority. The authors Bruegel Senior Research Fellow André Sapir, Mathias Dewatripont, ULB and CEPR; Gregory Nguyen, National Bank of Belgium, and Peter Praet, National Bank of Belgium, show how in the short-term, the European Commission, through its state aid control discipline, can set the foundation for a new crisis resolution architecture. It can act as a substitute to improve coordination among member states and complement a European resolution authority once it is set up.
Introduction: Otherwhere Ethnography, a Means to Reimagine Contemporary Space Exploration
An introduction to the field of outer space studies is provided by means of a selection of “otherwhere ethnographies,” fine-grained accounts of how space exploration is being reconfigured in an age in which major nation-states are no longer its only prime movers. A key aim is to show that off-Earth enterprises do not necessarily have to be conceived of along the lines of the scientistic, military–industrial, and neocolonial templates espoused by Silicon Valley’s self-proclaimed visionaries. Space Age modernity can also be thought otherwise—indeed, it is already being thought otherwise. Otherwhere ethnography opens a new pathway to grasp the ongoing mutation of the very idea of “exploration.” What transpires, in the end, is the distinctive conceptual provinciality of current fixations with rocketry and the extraterrestrial more generally

L’affaire Cumont et idéologies et politique académique à l’université de Gand au cours de la crise moderniste
This article uses the archives of the Faculty of Arts and Philosophy of Ghent University to study the Cumont-affaire which shocked Belgian society and the international scientific community in 1910-1911. The State Universities were under total control of the Minister of Science who was not even obliged to follow the advice of the Faculty or the Rector and who could appoint whomever he wanted to a chair. The Catholic party had the absolute majority and Cumont was under suspicion of "modernism" because of his books on the pagan Oriental Religions, like Mithraism, which he sometimes compared to Christianity. The archives allow to illustrate the discussions and the positions taken within the faculty board according to ideological lines, reconstruct the protests organized by the Liberal students whereas the Catholic students tried to ignore the national and international outrage, and the political reactions in parliament. Cumont resigned and left the country. It also analyses a few indirect and very subtle reactions to the affair and the relation between science and religion in Cumont’s own publications during these crucial years

Cumont published a text "le problème de l'astrologie" in the yearbook of the Liberal Students of Ghent University, during the contestation of the decision of the Catholic government, in 1910, to refuse Cumont the Chair of Roman History. Cumont discussed the relations between science and religion in Antiquity through the problem of the scientific and religious status of astrology. This article analyzes the subtle ways in which he used this discussion to comment upon the relations between science, religion, and politics in his own days, in Belgium
Styles of Contemporary Space Exploration: Columbian and Vespuccian Modes of Researching Alien Worlds
Contemporary space exploration can be described in terms of two key styles of scientific reasoning, which are equally truthful but incommensurable. It is argued that the central problem of latter-day planetary scientists, astronomers, and astrobiologists is much the same as the metaphysical quandary in which the Renaissance navigators who first sailed across the Atlantic found themselves: How do I conceive of the boundary that I am seeking to traverse? This chapter demonstrates that the basic conceptual options of 21st-century space scientists and of 15th-century seafarers are essentially the same. What is now known as “the interplanetary medium” and what was then known as “the ocean sea” have more in common than meets the eye. By pluralizing outer space, this chapter ultimately unpacks a defining yet rarely examined feature of modern thought: the fact that moderns believe in outer space but—oddly enough—not in outer time
