In this paper we review the ten-year-old Brazilian experience with privatization. We start by describing the expansion in the last half century of the role played by state enterprises, and then the privatization effort in the Figueiredo and Sarney administrations. After that, we examine what haa changed with Collor and what the prospects for his privatization program are

Infra-estrutura, crescimento e a reforma do Estado
Este trabalho discute a importância da privatização, da reforma do aparato regulatório, e do desenvolvimento de novas fontes de financiamento para a expansão da infra-estrutura no Brasil. Conclui-se que, apesar dos avanços obtidos nos últimos anos, as tansformações observadas nesse setor ainda estão muito aquém do que o país necessita para que as carências de infraestrutura deixem de ser um grande limitante à retomada do crescimento acelerado. Em especial, é preciso dar maior transparência à reforma regulatória, enfatizar o papel da competição na regulação desses setores e envidar maiores esforços no desenvolvimento de instituições que permitam atrair capitais privados para o financiamento de projetos greeeenfield de infra-estrutura
Os fundos de pensão e o financiamento do desenvolvimento: o papel do BNDES
Bibliografia: p. 74-75.Este artigo discute a possibilidade de o BNDES obter parte de seu funding dos fundos de pensão. Mostra-se que uma associação do Banco com tais instituições, objetivando canalizar recursos coletados por estas para investimentos financiados por aquele, é de interesse das duas partes. Um movimento neste sentido teve início já em 1993. Cinco formas complementares para esta parceria são discutidas: a aquisição de títulos do BNDES pelos fundos, sua participação coletiva no funding do Banco, o co-financiamento de projetos de interesse do Sistema, a prestação de serviços técnicos pelo BNDES a essas instituições e a possibilidade de o BNDES atuar como trust bank de um sistema oficial fundado.This paper discusses the possibility of BNDES obtaining part of its finding from pension funds. It is shown that channeling the resources collected by these institutions to investments financed by the Bank interests both parts. An initiative in this direction has taken place in 1993. Five complementary forms to materialize this partnership are discussed: the funds could buy securities issued by BNDES, they could collectively provide part of the Bank's funding, they could partly finance projects supported by the System, BNDES could provide technical assistance to the funds, and BNDES could play the role of a trust hank for an official funded social security system
Measuring and explaining total factor productivity growth: Brazilian manufacturing in the seventies
In the first part of the paper, we use translog indexes to measure the rate of total factor productivity growth (TFPG) in 80 different sectors of the Brazilian manufacturing industry in the 1970-80 period. In the second part, we conduct both correlation and regression analyses to identify variables associated with differences across sectors in the rate of productivity growth.TFPG averaged 2.6% p. a. in the seventies and accounted for one-fifth of output growth. Sectors that experienced rapid TFPG were the ones that expanded the share of exports in output, relied more heavily on imported machinery and material inputs, had a more skilled labor force, reduced their capital-output ratios, invested more, had production concentrated in few and young firms, and experienced fast growth of average establishment size. All in all, the results suggest that TFPG is determined mainly by economic structure. Export orientation, although having a positive and significant influence, does not seem to be the engine of growth that many have postulated. TFPG seems to be mainly associated with industrialization, and the key factors appear to be the capacity to exploit economies of scale, the reliance on industrially concentrated sectors, the ability to have a large proportion of of skilled workers in the labor force, and the capacity to keep the stock of capital technologically updated and on a rapidly expanding path
