No full textLa crisi sanitaria legata alla diffusione del virus SARS-CoV-2 ha reso evidente l’impreparazione delle città e dei governi nell’affrontare i rischi e le emergenze, ma ha fatto intravedere le potenzialità dei nostri ambienti di vita, in un’ottica di transizione verso la sostenibilità. Il contributo propone una riflessione sull'opportunità di considerare questo particolare momento storico come un’occasione per innescare, senza ulteriori esitazioni, quei cambiamenti di gestione degli spazi di vita sia nelle grandi città, di cui il mondo non può fare a meno essendo l’effettivo motore del cambiamento sociale ed economico (J. Jacobs), sia nei piccoli borghi, anche più isolati e marginali, che possono essere realmente fruibili e accessibili (fisicamente e digitalmente), se adeguatamente strutturati dal punto di vista dei servizi

No full textNell’ambito del Programma LIFE, la Commissione Europea ha annunciato, a inizio 2021, investimenti per 121 milioni in 12 Progetti integrati nei sottoprogrammi Ambiente e Azione per il clima, che contribuiranno al rilancio dell’Europa nel post-pandemia COVID-19 e a sostenere l’obiettivo del Green Deal europeo di rendere l’UE climaticamente neutra entro il 2030. Tra questi 12 progetti rientra il progetto LIFE IMAGINE Umbria (Integrated MAnagement and Grant Investments for the N2000 NEtwork in Umbria) , che valoriz-za i risultati del precedente progetto SUN LIFE, concluso nel 2018 e finalizzato allo sviluppo e all’attuazione di una Stra-tegia Integrata per la gestione della Rete Natura 2000. Il progetto prevede un percorso di realizzazione sul territorio di azioni integrate e innovative per la conservazione della biodiversità e il miglioramento della qualità dei paesaggi umbri, al fine di garantire, sulla base dei contenuti del PAF, il raggiungimento degli obiettivi di conservazione delle Direttive Habitat e Uccelli, contribuendo così anche agli obiettivi di sviluppo sostenibile

No full textLa Strategia Nazionale delle Aree Interne indica con chiarezza che “Affinché la perifericità non si tramuti in marginalità è necessario migliorare la mobilità dalle e nelle aree, riducendo i tempi effettivi di spostamento per accedere ai servizi disponibili presso i poli”. L’area interessata dagli eventi sismici si caratterizza per una limitata connettività, sia in termini di infrastruttura digitale, sia in termini di viabilità. Queste problematiche si amplificano consistentemente nelle aree più interne, nelle quali il binomio “scarsa connettività digitale-scarsa accessibilità fisica” rappresenta uno dei maggiori limiti allo sviluppo e alla qualità della vita. È evidente quindi che il tema dell’accessibilità assuma, in questo contesto, un ruolo determinante, soprattutto perché essa diventa precondizione allo sviluppo locale

No full textOn the basis of the contractual tools tested in contexts such as river basins, landscape
areas, forests, etc., the “Landscape agreement for biodiversity” is a tool aimed at defining a
strategy for territorial development and landscape enhancement shared with the
populations and specifically oriented to the protection of biodiversity and the conservation
of N2K sites. This tool can be particularly valuable in significantly urbanised contexts,
where interactions between urban and peri-urban areas and N2K sites can, on the one
hand, promote the quality of urbanised landscapes and the lives of their inhabitants and, on
the other, counteract pressures on natural ecosystems.
The following methodological steps are needed to make this instrument:
- definition of the Committee promoting the Landscape agreement for biodiversity;
- formation of a Technical Operating Unit for the coordination and promotion of activities
(composed by representatives of the technical offices of the municipalities concerned,
forest office managers of mountain unions, directors of protected areas, representatives of
the regional offices responsible for landscape, agriculture, and protected areas; Tevere
District Authority);
- elaboration of the Founding Document of the agreement, with the following contents: aims
and purposes, work process and methodology, timing and activities;
- formal approval of the Founding Document, by the public and private bodies participating
in the agreement;
- construction of the map of the relevant actors and subjects and definition of the animation
path (Action C6);
- representation and sharing of the current and trend scenario (Action C6);
- construction of the map of criticalities and potentialities: crossing between the cognitive
framework and the visions of the actors involved (Action C6);
- involvement of the public and local associations (Action C6);
- constitution of the Landscape agreement for biodiversity (sharing the knowledge
framework, the mapping of the actors, the critical issues and potential, the strategic
objectives framework) (Action C6);
