    Public engagement to build trust: false hopes?

    Public engagement through deliberative processes is promoted in both academic and policy circles as a potential means to build public trust in risk decisions and decision-makers. Governments in particular seem to optimistically take a positive relationship between public engagement and trust almost for granted. This paper provides a new and critical analysis of this hoped-for relationship, questioning whether such a direct and positive link between engagement and trust is a false hope. The paper draws upon personal experience of deliberative processes to discuss key components of an engagement process that have the potential to impact positively on trust. Specifically, who is engaged and which interests are represented; an open and collaborative framing of the discussion, and a direct and clear relationship between engagement and the risk decision. But the paper argues that given the complexities of optimising these process elements and in the light of the known underlying dimensions of trust, expectations are misplaced and that enduring trust is unlikely to spring from engagement itself. This is not to negate the other benefits of engagement, rather it is to focus on those key elements that will need to be in place, both process and beyond, if trust is to be enhanced

    Climate change and road freight safety: a multidisciplinary exploration

    The freight and logistics sector is of significant importance as an enabler and driver of the global economy, but it is also inherently vulnerable to hazardous weather. Despite this, there is currently no quantitative assessment of how climate change may affect the sector. This paper applies multidisciplinary climate change impact assessment tools and conceptual frameworks to the road freight sector of Great Britain in order to identify potential future weather-related safety issues. Relationships between weather and freight accidents are determined using road accident data and meteorological observations, which are then used with climate change scenarios to arrive at projections of possible impacts across the regions of Great Britain. Included in the study are industry perceptions of future trends within the sector and wider economy which many affect freight’s exposure and sensitivity to weather. These are elicited through interviews and an iterative expert Delphi study. Hence, unlike many other climate change impact assessments, this innovative study takes into account the potentially significant impact of socio-economic change (including institutional and operational). The results show that summer precipitation and winter ice-related accidents are likely to decrease across most of the country, whereas winter rain-related accidents are projected to increase. However, it is postulated that some of the impacts of climate change will be modified by reflexive behavioural change on the part of the driver and either institutional adaptation or complacency on the part of the road authorities. The paper concludes by framing the study in a range of future scenarios outlining how the socio-economic environment could influence the road transport network and how it is used, modifying the impact of climate change.<br/

    Understanding householder responses to natural hazards: flooding and sea-level rise comparisons

    Starting from a general understanding that experience of hazards is important in motivating protective response, this paper reports a novel study to understand the relationship between householder experience, understanding and response to two natural hazards - flooding and sea-level rise - in three contrasting high-risk areas of England. It presents a generic Individual Understanding and Response Framework (IURF) as a simple but potentially valuable means of comparing hazards and expressing the dynamic processes that appear to heighten or attenuate understanding and drive or constrain responses to specific natural hazards. The IURFs confirm the complexity of factors underlying householder understanding and response. Even in high-risk areas a lack of recent direct personal experience of flood events serves to attenuate understanding and to constrain motivation to take personal action. For sea-level rise, as yet a largely 'unknown' hazard in the local context, perceived responsibility to act is transferred to others. Social networks are confirmed as important local sources of information often more important than the official. People evaluate potential protection or mitigation measures in terms of their efficacy, cost and implementation barriers. The paper concludes with discussion of the communication and engagement implications for communities at risk from natural hazards

    The importance of context for effective public engagement: learning from the governance of waste

    This paper takes a new look at the importance of context - institutional and political - in effective public engagement processes. It does so through a rare comparative opportunity to examine the effectiveness of processes of public engagement in two UK waste authorities, where the same waste company was involved as both the primary contractor for the delivery of the waste management service (including new energy-from-waste facilities) and, furthermore, the same staff delivered the public engagement. Interrogating these cases affords the opportunity to place flesh on the bones of the sometimes 'abstract' skeleton of context. While engagement processes support effective local governance in an era of partnerships and deliberative democracy, the paper identifies that the methods adopted cannot be played out devoid of detailed understanding and response to local context, including the strength of partnership working between the public and private sector, the degree of political support for engagement, and the extent to which a traditional institutional paternalism still dominates

    Social learning from public engagement: dreaming the impossible?

    Learning that transcends participation processes is critical if public engagement is to translate into a legacy of enhanced environmental citizenship. However, a lack of empirical evidence has limited discussion to date to largely 'aspirational' claims. This paper offers the first rigorous examination of whether public participation does generate beyond-process social learning. Initially we review the literature on public participation and environmental citizenship to identify the key dimensions of social learning. We then re-visit a well-worked case study of an innovative public engagement process on the Hampshire waste strategy from the 1990s. Approximately one third of the original participants have been interviewed to identify whether and how the experience had a lasting effect on them. Key methodological difficulties are discussed, not least the analytical difficulties of attributing learning to a process that happened ten years previously. However, we argue that there is evidence that both instrumental and communicative learning have taken place, and conclude by identifying key areas that require further research

    Healthcare worker's attitudes to working during pandemic influenza: a qualitative study

    Background: Healthcare workers (HCWs) will play a key role in any response to pandemic influenza, and the UK healthcare system's ability to cope during an influenza pandemic will depend, to a large extent, on the number of HCWs who are able and willing to work through the crisis. UK emergency planning will be improved if planners have a better understanding of the reasons UK HCWs may have for their absenteeism, and what might motivate them to work during an influenza pandemic.This paper reports the results of a qualitative study that explored UK HCWs' views (n = 64) about working during an influenza pandemic, in order to identify factors that might influence their willingness and ability to work and to identify potential sources of any perceived duty on HCWs to work.Methods: A qualitative study, using focus groups (n = 9) and interviews (n = 5).Results: HCWs across a range of roles and grades tended to feel motivated by a sense of obligation to work through an influenza pandemic. A number of significant barriers that may prevent them from doing so were also identified. Perceived barriers to the ability to work included being ill oneself, transport difficulties, and childcare responsibilities. Perceived barriers to the willingness to work included: prioritising the wellbeing of family members; a lack of trust in, and goodwill towards, the NHS; a lack of information about the risks and what is expected of them during the crisis; fear of litigation; and the feeling that employers do not take the needs of staff seriously. Barriers to ability and barriers to willingness, however, are difficult to separate out.Conclusion: Although our participants tended to feel a general obligation to work during an influenza pandemic, there are barriers to working, which, if generalisable, may significantly reduce the NHS workforce during a pandemic. The barriers identified are both barriers to willingness and to ability. This suggests that pandemic planning needs to take into account the possibility that staff may be absent for reasons beyond those currently anticipated in UK planning documents. In particular, staff who are physically able to attend work may nonetheless be unwilling to do so. Although there are some barriers that cannot be mitigated by employers (such as illness, transport infrastructure etc.), there are a number of remedial steps that can be taken to lesson the impact of others (providing accommodation, building reciprocity, provision of information and guidance etc). We suggest that barriers to working lie along an ability/willingness continuum, and that absenteeism may be reduced by taking steps to prevent barriers to willingness becoming perceived barriers to ability. <br/

    Chapter 10: Risk communication and pandemic influenza

    This chapter examines a risk scenario that could form one of the most significant communication challenges both nationally and globally: an influenza pandemic. A pandemic occurs when a new influenza strain emerges and spreads rapidly because people have no natural resistance to it. Drawing upon the evidence gathered from healthcare workers — who might plausibly have an enhanced understanding of the potential risks — the chapter considers how information and knowledge might be exchanged amongst the wider public. This should help in understanding how risk communication efforts might most effectively engage with people, before (as well as during) an outbreak. Before outlining this evidence, the characteristics of pandemic influenza that may impact on people's understanding, information needs, and response are summarized.<br/
