Food Stamp Participation among Adult-Only Households
Several recent changes in the Food Stamp Program have been directed toward households without children. Some, including new work requirements for able-bodied adults without dependents (ABAWDs), were intended to promote self-sufficiency, while others, including easier application and recertification procedures, were intended to increase participation among underserved groups, such as the disabled and the elderly. Despite their relevance to policymakers, adult-only households have been examined by only a few studies. We use administrative records from South Carolina and event-history methods to investigate how spells of food stamp participation for adult-only households vary with ABAWD provisions, recertification intervals, economic conditions and other characteristics. We find that households that were subject to ABAWD policies had shorter spells and lower rates of food stamp participation than other households. We also find that households were much more likely to leave the Food Stamp Program at recertification dates than at other dates. Compared to married households, exit rates were lower for households in high unemployment areas, for female- and black-headed households, for individuals with less education, and for never-married households. We further find that the time limit was associated with exits with and without earnings, suggesting that this policy increased self-sufficiency for some households but left others without support.Food stamps, hazard models, time limits, recertification
ANALYSIS OF FOOD STAMP PROGRAM PARTICIPATION AND FOOD EXPENDITURES
A two equation model is developed to examine jointly the determinants of household food stamp program participation and program effects on food expenditures. The model is unique in that it postulates that the participation decision is based on a cost-benefit ratio, selected socioeconomic characteristics, and the potential for increasing both food and nonfood expenditures. Data from the 1977-78 USDA Nationwide Food Consumption Survey Supplemental Low Income Sample is used to estimate the model. Findings suggest that households, in making the participation decision place equal value on the potential for increasing their food and nonfood expenditures. However, at the margin, bonus stamp income is found to have more than twice the impact of money income on food expenditures. Consumption Responses to In-Kind Transfers: Evidence from the Introduction of the Food Stamp Program
Economists have strong theoretical predictions about how in-kind transfer programs -- such as providing vouchers for food -- impact consumption. Despite the prominence of the theory, there has been little empirical work documenting actual responses to in-kind transfers. In this work, we leverage previously underutilized variation in the date of the county-level original implementation of the Food Stamp Program in the 1960s and early 1970s. Using the Panel Study of Income Dynamics, we employ difference-in-difference methods to estimate the impact of program availability on food spending, labor supply and family income. Consistent with theoretical predictions, we find that the introduction of food stamps leads to a decrease in out of pocket food spending, an increase in overall food expenditures, and a decrease (although insignificant) in the propensity to take meals out. The results are quite precisely estimated for total food spending, with less precision in estimating the impacts on out of pocket food costs. We find evidence of small work disincentive impacts in the PSID, which is confirmed with an analysis of the 1960, 1970 and 1980 Census.

When to STAMP? A case study in aircraft ground handling services
In this paper we show that safety analysis using the STAMP causation model is limited in the extent to which it appreciates complex dynamics of safety. When the STAMP is applied as management tool, controls may be introduced too soon in the analysis since it is necessary to understand emergent behaviour first. Emergent behaviour can be studied through organizational ethnography in parallel development with an agent-based model, as illustrated in a case study of airport ground handling services. Based on ethnographic research and theories from psychology and social sciences, we developed an agent model that showed why repeated attempts at managerial control to improve employees’ safety compliance were not durable.
