No full textPublic services are the basic elements in the evolution of a local administration. They can be developed with the help of IT sector and received by the decision makers in due time, so that citizens can continue their life and evolution in relation to the new standard of living using computer technology. The technological level of a territorial administrative unit, as well as the opening to urban and computer technology, of the urban representatives, are directly proportional to the degree of the area development, either local or national.
Thus, an adequate technological equipping of all public institutions can generate both information and a pool of information that will lead to a quicker, better justified and grounded decision that satisfies the needs of the citizen when requesting. Through this paper, the author aims to highlight the need to adapt new information technologies in public services, as well as the benefits of implementing and using them

POSTMODERNISM: A STEP IN AN "INEXACT DIRECTION"
No full textThe article is devoted to the consideration and understanding of postmodernism in the context of its impact on various spheres of society. The author attempts to answer the question of how the onset of a new semantic era coupled with the development of information technologies will affect the state of the society in general and the scientific sphere in particular. The impact of this phenomenon on culture, art (in view of the breadth of the concept, only literature is chosen), social life and science is discussed. Based on the analysis of scientific, publicistic and artistic literary sources, as well as materials from the media, the nature of the trends induced by the sociocultural phenomenon under discussion is established. The author of the article analyzes the works of both apologists of postmodernism (for example, R. Bart, M. Foucault, I. Skoropanova, V. Erofeev) and opponents (for example, J. Baudrillard, A. Dugin, V. Stepin, S. Kara-Murza). We consider relatively new phenomena directly related to the predominance of the philosophical principles of postmodernism in the world information field (for example, “columbiners”, clip thinking, postdemocracy, and some others). The article assesses the attitude of postmodernism to traditional culture and values. The author ascertains the mediated nature of its influence on scientific activity and leans towards a negative assessment of postmodernism (in its present form) as the main ideological principle

No full textThe article deals with the problem of combining economic activity and moral principles. Today students often believe that the market economy is incompatible with the morality, the topicality of this topic is grounded in the pedagogical and educational activity of teachers. The steps in this direction are indicated by Moscow Technological University, G.V. Plekhanov Russian Economic University. An article by O.A. Volnyakova on this topic is analyzed. The author of the article analyzes the moral qualities of the native entrepreneurs of the 19th-20th centuries, which contributed to their successful economic activity. It is concluded that the economic success of native entrepreneurs was largely related to such qualities as honesty, diligence, patience, thrift, striving for learning, innovation, philanthropy and charity. The article points out that Russian merchants aspired not only to economic gain, but also to spiritual values. The author of the article shows the modern development of this topic in social entrepreneurship, which only starts developing in our country. The author of the article tells how the theme of the moral dimension of the economy is used by the staff of the Department of Philosophy, Sociology and Political Science of MTU in their pedagogical and educational work with students. This topic can be used by other employees of the Moscow Technological University

No full textThe article reveals the contents of ecological-economic information, which is necessary for economic growth in the field of nature management when preserving ecological sustainability of biosphere. The article demonstrates the fact that violation of the bio-geo-chemical unity of the biosphere results in ecological diseases. Besides, economic efficiency of production slows down due to the increase of ecological-economic costs. As a solution of the problem the author`s position for including standards of cosmic ecology into ecological-economic information is proposed.В статье анализируются недостатки существующего подхода к определению размера прошлого экологического ущерба, а также проблемы поиска денежных средств для оплаты мероприятий по очистке территории от загрязнения. Для предотвращения экологического риска для здоровья следующих поколений предлагаются эколого-экономические принципы, на которых следует строить политику Зеленой промышленности. Эти принципы должны использоваться для экологизации правомочий собственности, лицензирования, а также налогообложения и штрафования. Даются примеры решения некоторых проблем, связанных с возмещением прошлого экологического ущерба в европейских странах

No full textIn this paper were analyzed the prognostic opportunity of some semi-empirical methods (additive, additive-correlation, QSPR-methods) used to calculate enthalpies of vaporization (298.2K) acyclic oxygen-containing compounds. Used literature data and our own experimental research by the author in the development of the concept of molecular connectivity based on the index approach is proposed QSPR-method for the calculation of enthalpies of vaporization (298.2K) with high accuracy for the esters and ethers, aldehydes, ketones, alcohols and carboxylic acids.В работе проанализированы прогностические возможности известных полуэмпирических методов (аддитивных, аддитивно-корреляционных, QSPR-методов), используемых для оценки энтальпий испарения (298.2К) ациклических кислородсодержащих соединений. На основе литературной информации и собственных экспериментальных исследований автором, в развитие концепции молекулярной связанности, основанной на индексном подходе, предложен QSPR-метод для расчета энтальпий испарения (298.2К) с высокой точностью для простых и сложных эфиров, альдегидов, кетонов, спиртов и карбоновых кислот
