Mobiliser la propriété publique en faveur de l’agriculture périurbaine ? Le cas de la région de Montpellier (France)
No full textThis paper explores the potential role of public properties in the maintenance or redevelopment of urban agriculture. It is based on a spatial analyzis of public properties, public acquisitions and on in-depth interviews in Montpellier city region. The results show that the public properties represent a considerable spatial extent, but less than half of the surfaces has an interest for agriculture due to land fragmentation, the specific features of land or urbanization perspectives. Agriculture remains marginal in public land strategies. Public and parapublic land acquisition and management are rarely coordinated. However, some local authorities develop strategies for farmland protection. Other public bodies turn to agriculture to maintain the land in their possession. They show that public properties could thus become a lever to maintain or redevelop agriculture on the urban fringe.Cet article explore le rôle que pourraient jouer les propriétés publiques dans le maintien ou le re-développement de l’agriculture périurbaine. Il s’appuie sur une analyse de la structure spatiale des propriétés publiques et des acquisitions publiques et sur des entretiens semi-directifs conduits dans la région urbaine de Montpellier. Les résultats montrent que les propriétés publiques représentent une emprise spatiale considérable, mais que moins de la moitié des surfaces a un intérêt pour l’agriculture en raison de leur morcellement, de la nature des terrains ou des perspectives d’urbanisation. L’agriculture est marginale dans les stratégies foncières des acteurs publics et parapublics, dont les acquisitions et la gestion foncières sont rarement coordonnées sur un même territoire. Toutefois, quelques communes et intercommunalités développent des stratégies de préservation du foncier agricole. D’autres acteurs publics se tournent vers l’agriculture pour entretenir les terres en leur possession. It examines how contemporary approaches to the relocalization or reterritorialisation of food are reshaping urban-rural relations. The contributions in this issue address this question from the perspective of local initiatives and public policies aimed at supporting territorialized food systems. They explain the social and political processes by which the different actors involved undertake to territorialise part of the food systemby instituting localised forms of governance. By focusing here on Territorial Food Projects and school catering supplies, the geographical approach shows that the initiatives dedicated to local food depend on territorial contexts in which the forms of local public action are unevenly recomposed.Ce dossier thématique rend compte d’une partie des débats qui se sont tenus lors des Journées rurales 2021, un colloque international porté par les Commissions de géographie rurale et de géographie du commerce du Comité national français de géographie (CNFG) et par la Commission Land and Engineering de l’Union géographique internationale (UGI). Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

La gouvernance du foncier agricole périurbain : entre planification urbaine et projets de développement
No full textLa planification des usages du sol s’efforce aujourd’hui d’articuler aménagement et développement durable. Les approches par projets ont pris de l’importance par rapport aux approches réglementaires. Notre article analyse comment ces évolutions modifient le statut du foncier agricole dans les projets de développement des communes périurbaines. Pour cela, nous combinons deux approches : l’étude de la planification urbaine et celle du développement agricole local. Les trajectoires de trois communes périurbaines de Montpellier sont reconstituées depuis 1980. La mise en regard des choix d’urbanisme et des projets locaux permet d’identifier trois modes de gouvernance selon la place des agriculteurs et l’importance de la participation. À côté des instruments imposés par l’État, l’utilisation de plus en plus fréquente d’autres instruments, librement mobilisés, relativise le poids de la planification : des concertations et des projets peuvent amener à changer de parti d’aménagement, faisant du foncier agricole non plus un support mais l’objet d’un projet de développement agricole périurbain.Nowadays, land use planning must balance urbanization and sustainable development. Projects have gained importance over regulatory approaches. This article examines how these changes affect the status of farmland in development projects of peri-urban municipalities. For this, we combine two approaches: we study urban planning and the local agricultural projects. The trajectories of three peri-urban municipalities close to Montpellier, France, are tracked since 1980. This enables us to identify three modes of governance according to the place of farmers and to the importance of participation. Besides the tools imposed by the State, the rise of freely adopted tools minors the weight of planning: consultations and projects can change local planning strategies, considering agricultural land no longer as a support but as the subject of a peri-urban agricultural development project
Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Un littoral sans nature ? L'avenir de la Méditerranée face à l'urbanisation : Etudes réunies par Coline Perrin
No full textCet ouvrage analyse les enjeux de gestion des espaces agricoles et naturels menacés par l’urbanisation sur le littoral méditerranéen. La comparaison d’études de cas situées en Espagne, en France, en Italie, en Albanie, en Grèce et en Tunisie montre la transformation des paysages agricoles et naturels, les jeux d’acteurs qui les sous-tendent et les défis que leur urbanisation engendre pour l’aménagement. Après une période de tolérance des constructions et d’aménagements intensifs, les pouvoirs publics et la société civile prennent conscience que la préservation de l’agriculture et de la nature se justifierait d’un point de vue paysager, social, productif et environnemental. Pourtant, leur protection se heurte à la pression de l’urbanisation et du tourisme balnéaire qui demeurent les principaux moteurs du développement économique. Face à des mesures de protection réglementaires délicates à mettre en œuvre, d’autres voies de valorisation des espaces agricoles et naturels sont envisagées, mais elles n’ont pour l’instant qu’un impact limité. Au-delà des villes et des implantations balnéaires, l’attention portée dans cet ouvrage aux espaces agricoles et naturels invite à repenser la gestion du littoral méditerranéen en relation étroite avec ses arrière-pays
