    Black African Families in Paris. « La place de la Réunion district » Patrick JEDYNAK It is the arrival of wives and the forming of a second generation which characteristise current black African immigration to France. In response to restriciure immigration policy which came into force in 1975, this regrouping of families developed to a large extent during the 1980s. Research carried out in the 20th district of Paris allows us a closer look at these new families, who for the most part, are of Sahelian origin. Their principal demographic characteristics are very young mothers and large numbers of children. Accomodation represents a major problem for all these families who are also unsettled by the unsuitability of their traditional family behaviour (polygamy, the education of children etc.) within the Parisian environment.Les familles noires africaines à Paris. En réponse aux mesures de restriction de l'immigration de 1975, ce mouvement de regroupement familial s'est largement développé dans les années 1980. Une enquête réalisée en 1989, dans un quartier du XXe arrondissement de Paris, a permis de mieux connaître ces nouvelles familles, majoritairement d'origine sahélienne ; la jeunesse des mères et un nombre élevé d'enfants en sont les principales caractéristiques démographiques. La question du logement reste le principal problème de toutes ces familles, également bouleversées par l'inadaptation à Paris de comportements familiaux inchangés (polygamie, éducation des enfants...).Las familias negro africanas en Paris. Frente a las medidas de restricción de la inmigración en 1975, ese movimiento se desarrollón ampliamente en los años 80. Una encuesta realizada en 1989 en un barrio del distrito XX de París, permitió conocer mejor estas nuevas familias, en la mayoría oriundas de Sahel ; la juventud de las madres y un alto número de hijos son sus principales características demográficas.     Situé au coeur du Bas-Belleville, en pleine zone de rénovation, le foyer Bisson est l'un des plus anciens foyers de travailleurs immigrés de la capitale. Créé tout d'abord dans les années 60, puis totalement reconstruit il y a quinze ans, il est le théâtre, depuis six ans, d'un mouvement revendicatif qui résiste aux projets immobiliers de la Ville de Paris. Ce foyer, habité uniquement par des Africains, ne doit sa survie qu'à une lutte juridique entreprise avec l'aide d'habitants et d'associations du quartier ; et grâce à une «autogestion» des résidents depuis janvier 1988.     The impact of first language acquisition by blind children on second language learning — didactic implications for foreign language teachers

    Niniejszy artykuł dotyczy uczniów ze specjalnymi potrzebami edukacyjnymi, którzy utracili wzrok. Badacze zajmujący się tyfloglottodydaktyką zauważają, że tego typu uczniowie mają predyspozycje do nauki języków obcych, szczególnie do nabywania wymowy. Analiza porównawcza uczniów niewidomych i widzących dostarcza wiele informacji na temat istoty procesu przyswajania języka. Autorka artykułu rozważa nabywanie dwóch aspektów języka pierwszego przez niewidome dzieci, a mianowicie wymowy oraz słownictwa. Wiedza na temat tych zjawisk pozwala lepiej zrozumieć proces uczenia się języka obcego przez osoby niewidome oraz zastosować bardziej efektywne sposoby nauczania tego typu uczniów. Tematyka artykułu wydaje się szczególnie ważna, gdy weźmiemy pod uwagę fakt, że Rada Europy w dokumencie Edukacja i Szkolenie 2020 promuje nauczanie języków obcych wśród uczniów ze specjalnymi potrzebami, wliczając również tych z deficytem wzroku.The paper focuses on learners with special educational needs who are visually impaired due to vision loss. Typhlomethodology has already recognized a potential of these learners in the field of second language acquisition, particularly in the phonological domain. The comparative analysis of blind and sighted learners provides a great deal of information about the nature of language acquisition. In the paper the author has insights into L1 acquisition of pronunciation and lexis by blind children since the command of these phenomena allows better understanding of L2 learning process and application of more effective foreign language methodology for the blind. A discussion on the above-mentioned issues seems particularly relevant in the light of the fact that the Council of Europe promotes in Education and Training 2020 the idea of FL teaching to learners with special educational needs, including these with vision loss

On the Need for Researcher-Teacher CollaborationThe paper discusses the issue of second language acquisition SLA research reports andthe application of their findings in practice. On the basis of interviews with researchers and practitioners as well as the author’s own experience, the reasons for the gap between theory and practice are explained. Some solutions are also offered to bridge the gap, such as teachers becoming researchers or collaboration between SLA researchers and practitioners. Finally, the author attempts to answer the question posed in the title of the paper. Since SLA research reports are not appreciated by many foreign language FL teachers, some solutions are proposed, such as eliminating research jargon, complex statistics and theoretical frameworks and introducing topics of relevance to FL teachers.     Celem pracy było opracowanie autorskiej koncepcji wykorzystania rachunku kosztów jakości jako narzędzia oceny efektywności systemów zarządzania przedsiębiorstw usługowych. W części teoretycznej autor skupił się na przedstawieniu kosztów jakości jako obiektu badań w naukach o zarządzaniu, ukazał dotychczasowe modele rachunku kosztów jakości i ich zastosowania, przedstawił modele kosztów jakości, a także scharakteryzował istotę działalności usługowej i zarządzanie jakością w usługach oraz wyszczególnił czynniki determinujące strukturę kosztów jakości w przedsiębiorstwach usługowych. W części empirycznej zamieszczone zostały wyniki przeprowadzonych badań doświadczalnych. Opracowany model rachunku kosztów jakości został przetestowany w trzech wybranych przedsiębiorstwach usługowych. Głównymi metodami wykorzystanymi w części empirycznej były: metoda analizy treści dokumentacji organizacyjnej badanych przedsiębiorstw, metoda wywiadu kwestionariuszowego, metoda wielowymiarowej analizy porównawczej oraz metoda studium przypadku. Przeprowadzone badania doświadczalnych dotyczyły: charakterystyki badanych przedsiębiorstw i ich systemów zarządzania, sprawdzenia poziomu wiedzy organizacji na temat rachunku kosztów jakości i ich kosztów oraz realizowanych procesów, a także szacowania wielkości kosztów jakości i ich analizy, przygotowania macierzy i budżetu kosztów jakości oraz oceny efektywności systemów zarządzania tych przedsiębiorstw.The aim of thiswork was to develop an original concept of the use ofquality cost calculation as a tool for assessing the effectiveness of management systems in service companies. In the theoretical part, the author focused on the presentation of quality costs as an object of research in management sciences, showed the existing models of quality cost calculation and their applications, presented quality cost models, characterized the essence of service activities and quality management in services, and specified the factors determining the cost structure quality in service companies. The empirical part contains the results of the conducted empirical research. The developed quality cost calculation model was tested in three selected service companies. The main methods used in the empirical part were: an analysis of the content of the organizational documentation of the surveyed companies, a questionnaire interview, (and) a multidimensional comparative analysis and the case study method. The conducted empirical research concerned: the characteristics of the surveyed companiesand their management systems, checking the level of knowledge of the organization on the quality cost calculation and their costs and the processes implemented, as well as estimating the magnitudeof quality costs and their analysis, preparation of the matrix and budget of quality costs and assessment of the effectiveness of management systems in these companies

    Investigating the Phenomenon of ELFE in the Language Education Context

    The term ‘English as alingua franca’ ELF has been widely used to refer to communication in English between speakers of different first languages. The management of language education in the European Union system seems to be quite problematical. There are some voices against a dominant role of English and its non-native users are described as victims of a linguistic Frankenstein in the sense that other languages’ role is reduced. This negative role of English was already noticed by Mahatma Gandhi who claimed that giving the knowledge of this language to millions is a kind of slavery Gandhi 2008. It can be said that English as a lingua franca in Europe ELFE is a kind of European-English hybrid which, as it evolves, will take its norms of correctness from continental Europe rather than from Great Britain or the United States. The present article seeks to contribute to the general understanding of the ELF phenomenon in Europe. It consists of the theoretical deliberations about ELFE and the author’s proposal for its study. First, it discusses in detail the phenomenon of ELF and its emergence. The systematic study of the nature of ELF is also presented including lexicogrammar features by Seidlhofer and pronunciation features crucial for intelligibility described by Jenkins as the Lingua Franca Core. A special emphasis is put on the status of ELFE in language education.
