Zoning is accepted as a method of land use control,yet the history of its diffusion,the structure of ordinances and zoning's impact on growth are not well documented : the Author is going to fill this gap. Cities,and New York is "the city" chang in response to world and national events that alter the patterns of migration,to changing family and household structure,to changes in the national and international economy,to the evolution of building or transportation or workplace technology,to tastes in architecture. New York city's land use and urban form will respond to numerous evolving trends. (Thousands of new immigrants:how will they be housed?The population will continue to age:how will this affect the demand for community facilities,personal services and types of housing?More people will be self-employed or will want to work part time at home:how will this shape the workplace and home ?The city will face renewed demand for large blocks of modern office space: where will new office buildings be constructed and what bulk and density will they attain?Will the city accomodate industries'changing space needs and will viable industrial operations survive the competition from more lucrative land uses?)The Author explains that changing trends will cause inevitable mismatches between the zoning resolution and the city's land use needs
Il processo di rinnovamento urbano negli Stati Uniti - Il caso di New York City-
The author emphasizes the central role carried out by the speculation in determining the urban and suburban territory of New York City,as well as most part of the american cities. It has been analyzed how the process of urban revitalization (gentrification) is used as means of intervention by the speculator,who can create and/or accelerate the decline of a neighborhood to gentrify the same one and causing the forced shifting of residents with lower income.Fiscal and housing policies are analyzed from the 1960's,because ,on the contrary,it would have been impossible to understand the actual problems of the city : the case of the homeless and of the skid-rows,the polarization of the income,the increase in the number of the mobile homes,the poverty,the overcrowding,the crisis in the construction of hosing,the abandonment of buildings,the unemployment. With the new globalization and new financial capitalism,from the 1980's the cuts in social expenditures and the deregulation have implied the abandonment of the federal state role about subsidized housing and an unrestrained competition that generates risky,high-yield bank investment strategies.The author suggests an urban planning that has to protect,through a correct legislation,the weak,according to an oblique structure of the power that determines urban land use and developing,at the same time,the mechanisms useful to create a democratic control on the decisions in the matter of land use

La globalizzazione economica degli anni ottanta e novanta ha creato un nuovo modello di città ,denominato "città globale",che si presume debba svolgere funzioni qualitativamente superiori nell'economia globale contemporanea,condividendo stessi caratteri con altri centri urbani . Le città,tuttavia,differiscono dal punto di vista storico,economico e sul piano dei sistemi politici e demografici: tali condizioni locali non si prestano alla costruzione di un modello generale di città globale anche se esse presentano caratteristiche simili.La ricerca studia il processo di sviluppo urbano a Seoul partendo dagli anni sessanta . La sua crescita è stata soprattutto progettata e realizzata dal governo centrale,mentre dagli anni ottanta le forze della globalizzazione hanno alterato significativamente il contesto economico e politico di riferimento : il ruolo dello Stato veniva indebolito . La nuova liberalizzazione ed i processi di privatizzazione hanno creato un crescente divario delle condizioni di vita e,quindi,di reddito,tra la popolazione ; il nuovo mercato del lavoro ha segnato il declino del settore industriale e l'espansione del settore terziario avanzato ,producendo ,altresì, una sempre maggiore segregazione residenziale attraverso la gentrification. Nei paesi emergenti ,tuttavia,questo squilibrio del reddito è stato più contenuto ed il mercato interno è risultato più solido ,dando vita a risorse endogene indispensabili per il raggiungimento di un vero sviluppo e di un miglioramento ,quindi,della qualità della vita.The economic globalization of the eighties and nineties has created a new model of the city ,called the "global city",which is supposed to perform qualitatively superior functions in the contemporary global economy,sharing the same characteristics with other urban centers. However ,cities differ historically,economically and in terms of political and demographic systems : these local conditions do not lend themselves to the construction of a general model of a global city,even if they have similar characteristics. The research studies the process of urban development in Seoul starting from the sixties. Its growth has been above all designed and carried out by the central government,while since the eighties the forces of globalization have significantly altered the economic and political context :the role of the nation-state was weakened.The new liberalization and privatization processes have created a growing qualitative gap in living conditions and,therefore,in income among the population;the new labor market has marked the decline of the industrial sector and the expansion of the advanced tertiary sector,also producing an increasing residential segregation through gentrification. In the emerging countries ,however,this income imbalance has been more contained and the internal market has been more solid ,giving rise to endogenous resources that are essential for real development
Marketing territoriale ed ecologia urbana. Il caso della greentrification del nord ovest degli USA.
Lo scopo di questa ricerca sarà quello di analizzare il ruolo dell'ambiente urbano nel processo contemporaneo di gentrification. Si sostiene che i ricercatori abbiano ignorato le dimensioni fisiche ed ambientali della gentrification e,facendo ciò,hanno trascurato degli approfondimenti fondamentali sulle conseguenze economiche,ambientali e sociali di questo processo di riqualificazione. Essendo la ricerca sulla geografia urbana e sulla letteratura regionale situate formalmente all'interno delle teorie legate all'ambiente urbano ed all'ecologia politica,si sostiene che la natura agisca da elemento esterno per i processi di accumulo del capitale urbano. In particolare,si studierà come la natura sia importante ,in tre diversi modi,per il processo di gentrification : a)in che modo i residenti sfruttano la natura come strumento per esercitare potere sociale;b)in quanto immaginario ambientale e c)in quanto agente materiale dinamico.The purpose of this research will be to analyze the role of the urban environment in the contemporary process of gentrification. It is claimed that the researchers ignored the physical and environmental dimensions of gentrification and,by doing so,neglected the insights into economic,environmental and social consequences of gentrification . Because research on urban geography and regional studies are formally located within theories related to the urban environment and political ecology ,it is argued that nature acts as an external element for the processes of accumulating urban capital . In particular,we will study how nature is important ,in three different ways, for gentrification process .a)how residents exploit nature as a mean to get social power;b)as an enviromental imaginary and c) as a dynamic material agent

Towards a new urban development. Ethnoburbs and new economy.
Responding to the observable rise of tourism and leisure development in previously neglected ethnoburbs,this study sought to provide a comprehensive account of the causes,characteristics and consequences of previously neglected suburban areas' selection and redefinition as new destinations for leisure and tourism. Grounded in a discussion of the forces reconfiguring urban development as well as tourism in the advanced capitalist world and new financial-technological globalization,it examines how,by whom,and with what effects some ethnoburbs are re-imagined,re-constructed,and re-experienced as places to visit and explore; unburies the frequently omitted historicity of slumming and other niche tourism practises impacting so called marginalized suburbs;elaborates upon the potential of tourism for socially equitable forms of suburban development and explores how the old face of tourism is being challenged by the increasingly complex and diverse realities of contemporary travel and leisure. Rather,the increasing pervasiveness of mobility and tourism as well as its increased dedifferentiation,i.e. the blurred boundaries between tourism and nontourism activities,also transforms meaning of place and space: an examination of place marketing and associated activities to incorporate marginalized suburbs or ethnoburbs into cities' postindustrial economies and development cycles

The focus of my study will be to identify the reasons blacks would voluntarily "return" to the southern United States in the past thirty years. Through my research,I explore the dynamics which have led to a push/pull model that I feel would better enable me to understand the factors that have precipitated this specific migration pattern.
First of all,new globalization and crisis of industry and the end of the classes (blu collars versus white collars)have influenced migrants.On the other side,southern states offer more opportunities of changing the quality of life through a different cost of living and a new employment in rural areas
Per una pianificazione urbana e regionale nel Terzo Mondo. - Sri Lanka -
Durante il periodo coloniale ,l'imposizione di una struttura economica esogena dava luogo a drammatiche ristrutturazioni territoriali: fara queste ricordiamo la ipertrofia della città principale ed il progressivo impoverimento e "svuotamento" delle aree rurali ( in particolare,in Asia, nella dispersione delle risorse tra i numerosi centri minori o villaggi). E' noto che, con la fine del dominio coloniale,non si arrestava il controllo economico e decisionale operato da forze esterne : anche in Sri Lanka il concetto di sviluppo veniva ad essere associato a quello di crescita economica,prevedendo un processo di industrializzazione. Il settore primario veniva ad essere ignorato . Gli effetti delle teorie legate all'industrializzazione ,come per esempio quella dei poli di sviluppo, non crearono altro che movimenti di popolazione dalle aree rurali verso i principali centri abitati ,peraltro non creando alcun effetto di diffusione di attività indotte. Lo studio arriva quindi a proporre una politica alternativa di sviluppo basata su un sistema territoriale agropolitano e quindi strutturato su centri di servizi in grado di arginare il movimento di popolazione e di creare un' economia rururbana. L'autore oltre a svolgere la ricerca sul terreno e risultare visiting professor presso l'università di Colombo ,ha partecipato a lavori della ESCAP (Economic and Social Commission for Asia and the Pacific) presso UN in New York

In the past fifty years,the United States economy has witnessed a shift away from traditional manufacturing to highly specialized service and information-producing industries.
This has resulted in the crisis of many long-established,industrial areas,particularly in the northeast and midwest of the united states. Population and economic growth has dispersed from these older regions to newer,growth areas in the South and West of the country.
Just as industrialization encouraged the growth of suburbs,deindustrialization has surely contributed to suburban crisis. These areas suffered from the loss of stable jobs and,as a result,a loss of income
