    <p>Anita Desai, an author from the Indian Diaspora, has charted the problem that afflicts the immigrant community's sensitive soul. Through an objective analysis of Bye-Bye Blackbird, this essay also aims to draw attention to these aspects of the book. Desai elucidated the plight of those in Exile and the Diaspora caught amid society's transformational dilemma.     Este trabalho objetiva a compreensão histórico-social da obra fílmica Bye bye Brasil, de Carlos Diegues, produzida em 1979, a partir do eixo da modernização, em suas particularidades históricas, a saber: uma específica modernização que excluía a maioria da população dos processos de acumulação. Assim, a obra trata de um período no qual a sociedade passou por modificações na produção da vida as quais acarretaram alterações nas relações sociais, fato que dá margem a discussões essenciais que levam à compreensão dos caminhos percorridos pela história brasileira. A investigação da obra contou com a propositura analítica da análise imanente. Procurou-se captar a historicidade do filme a partir da compreensão do seu interior, de modo que foram tratadas as temáticas que convergiam com nosso objeto (a expressão da modernização), tais como a representação da miséria brasileira, a migração, a integração nacional via meios de comunicação e o enaltecimento exacerbado da cultura estrangeira. Esta análise foi balizada pela compreensão da determinação e função social da obra. Desse modo, procurou-se refletir sobre o universo de criação do filme, a trajetória de vida e artística de Carlos Diegues seu autor , o processo de produção de Bye bye Brasil, do modo como ele foi visto, assim como de sua inserção nos debates político-culturais que compunham o ambiente no qual a obra foi produzida. Durante a pesquisa constatou-se que Bye bye Brasil se presta ao desnudamento de contradições que cercaram o processo de modernização sob a égide da ditadura militar, o que revela sua intencionalidade: se pôr a favor da consciência social. Consideramos a compreensão desses acontecimentos, do chão social que inspirava o autor e no qual ele buscava intervir, importante meio de refletir e avaliar criticamente a realidade brasileiraThe present work aims the social-historical understanding of the Carlos Diegues movie Bye Bye Brazil, produced in 1979, from the axis of modernization in their historical particularities, namely a specific modernization which excluded the majority of accumulation processes. Thus the work verses about a period in which society has undergone changes in the life production - which led to changes in social relations, a fact that gives rise to key discussions that lead to understanding the paths taken by the Brazilian history. The research work looked toward the commencement of immanent analysis. We tried to capture the historicity of the film from the understanding of its interior, so that the issues which were addressed converged with our object (the modernization expression), such as the representation of Brazilian poverty, migration, national integration through the medias and the exacerbated glorification of foreign cultures. This analysis was marked by the understanding of determination and the social role of the movie. Thus, we tried to reflect on the universe of creation of the film, on the Carlos Diegues histories of life and artistics works, the production process of Bye Bye Brazil, the way it was seen, as well as its insertion in political and cultural debates that formed the environment in which the movie was produced. During the research it was found that Bye bye Brazil lends itself to laying bare the contradictions surrounding the modernization process under the aegis of the military dictatorship, which shows its intent: to put itself in favor of social awareness.     This is a pamphlet of 16 pages. The fables here include several that are new to me. In The Fox and the Cock, the fox tells the cock that he has heard that he is clever and wants to ask him a riddle. A dwarf meets a giant and asks to go with him. They meet robbers, whom the giant beats with his club, but the dwarf gets beaten. The giant tells the dwarf that if he is not strong, he must not go out to battle with a giant. The moral is that we should not set ourselves up as equal to those greater and wiser than us. The Dog and the Rat includes the usual plea to be allowed to grow and come back to be eaten one year later. It has the unusual moral: Check a small fault at once. A father brings home a peach for each child and the next day asks what each child has done with his peach. After the results are narrated, the fable asks Which made the best use of his peach? The book also questions the morality of the dog who helped eat his own master's dinner before the other thieving dogs could eat it all. A shrewd old hog tells a young pig not to be proud over the attentions that humans pay to them. More traditional fables include The Partridge and Her Young, CJ, and DS. The pamphlet has color on its cover but a good deal of staining throughout. The sewn binding is very weak. It is curious that there is an advertisement on the inside back-cover for various books in the series Rollo's Tour in Europe, published by Taggard & Thompson, while this booklet is published by Brown, Taggard, and Chase. The back cover itself advertises several series published by Brown, Taggard, and Chase, including this series, The Rock-a-bye Library.William Cheney

    Independence or Development?: An Overview of Turkeyís Foreign Language Education Policies

    Many countries have long had two sorts of interests; on the one hand, they have had to remain independent via protecting and promoting their official languages as a powerful symbol of their identities, and on the other hand, they have had to enable technological and economic development, which essentially involves international communication, usually by means of a foreign language. These two sorts of interests have often posed a dilemma for those countries and their peoples, because protecting and promoting identities have often implied closed and egocentric policies while international communication has involved more open and other-conscious policies. In todayís world, this dilemma is even more highlighted because of the so-called "globalization", which is taking place. In this article, I will present this dilemma by focussing on one country, Turkey, and its foreign language education policies. An historical account of the countryís interaction with other languages (than Turkish) will precede a presentation of the recent shape the recurring dilemma took, namely, teaching foreign languages versus teaching in a foreign language, in the daily national papers and publications in the1989 and 1997 discussions. I will then make personal suggestions of conduct for decision-makers in Turkey and other countries facing the same dilemma.Turkey, foreign language education, language planning
