The Political Economy of Civil Society
No full textThe dichotomy between intended and unintended outcomes of individual and collective action is central to political economy. It concerns the relationship of markets and states and their link to the constitution of society. As such, this dichotomy points to the patterns of connectivity that provide the social embedding of markets and states. The present paper argues that civil society is best understood as the principal locus of connectivity in which markets and states operate. Civil society so configured is neither separate from the body politic and commercial society nor subordinate to them but instead constitutes the primary objective structure of the social domain. It embeds the causal arrangements that determine the crisscrossing of both intended and unintended outcomes in specific contexts.
Within the social domain, dispositions of the means-end type interact with non-instrumental dispositions. One important implication is that civil society is compatible with a range of different political economies and specific socio-economic arrangements. Based on a typology of three distinct paradigms of civil society, we argue that the proximity paradigm is conducive to the discovery of political economies that foster greater openness and specificity compared with the political and the economic paradigm.
This paper suggests that the theory of civil society in general and the proximity paradigm in particular are indispensable heuristic tools to identity the unrealized capacities inherent in any given social configuration. A proximity heuristic is applied to the discussion of credit arrangements and policy. We conclude that a hierarchy of policy principles is necessary to preserve both the primacy of social connectivity over means-end relationships and also the need for context-specific arrangements and policy options

Schuber. S. 118Walter Pabst (Darmstadt 1907 – 1992 Berlin) war von 1958 – 1972 Professor für
Romanische Philologie an der Freien Universität Berlin. Er hinterließ seine
Bibliothek der Universitätsbibliothek der Freien Universität Berlin (UB) als
Vermächtnis. Mit dieser Bibliothek gelangten 1993 auch die von Pabst im Laufe
seines Lebens gesammelten Sonderdrucke in die UB. Dieses schwierige Material,
das niemand schätzt, kein Erbe, kein Antiquar und schon gar keine Bibliothek,
wird in der Regel vernichtet. In Anbetracht des bedeutenden Romanisten Walter
Pabst und der bedeutenden Fülle seiner Sonderdrucke wurde die Sammlung in der
UB der FU Berlin erhalten. Sie ist der Spiegel eines reichen Gelehrtenlebens,
der romanistischen Wissenschaft der alten Bundesrepublik und auch des Genres
Sonderdruck, das inzwischen zum Erliegen gekommen ist. Die Sonderdrucksammlung
Walter Pabst ist – gut faßbar in Schuber-Einheiten – im Online-Katalog der FU
Berlin nachgewiesen. Der inhaltliche Einzelnachweis eines jeden Stücks liegt
jetzt mit dieser Verzeichnung vor. Es kann wie in jedem word-Dokument nach
Namen, Titeln und Begriffen gesucht werden. Die Erfassung erfolgte nahezu
ausschließlich in privater Zeit; sie zog sich über ca 5 Jahre hin. Das
Material, gut 2.500 Einzelstücke und 60 Elemente verschiedenen Umfangs, wurde
in 4 Abteilungen gegliedert: 1\. Die in der UB gesammelten und gebundenen
Sonderdrucke, 125 Stück (inkl. Dubletten) in 5 Bänden und 3 Schubern. 2\. Die
von Pabst zuhause gesammelten und geordneten Sonderdrucke: 48 Schuber und 1
Aktenordner, ca 1.450 Stück, von Pabst selbst in Schuber geordnet und
beschriftet, z. T. nach Autoren, weniger umfangreiche Komplexe nach Inhalten
(Hispanistik, Germanistik usw., 164 Theaterhefte und -programme). 1 Schuber
und 1 Aktenordner enthalten 140 Zeitungsartikel aus Pabstens journalistischer
Zeit (1928-1943), ergänzt in der UB. 3\. Die von Pabst zuhause gesammelten,
lose in und zwischen den Büchern seiner Bibliothek liegenden Sonderdrucke. Sie
wurden in der UB zusammengeführt und alphabetisch nach den Autoren in Schuber
geordnet: 46 Schuber, ca 1020 Stück. 4\. Materialien, ca 60 Elemente
unterschiedlichen Umfangs. Dies sind keine Sonderdrucke, sondern lose
Materialien (Zeitschriftenhefte, eigens zusammengestellte Kopien und
Materialien zu ausgewählten Themen usw.), die erhalten werden sollten und der
äußeren Form halber hier angeschlossen sind. Wegen der schwierigen äußeren
Form – lose Hefte in Schubern – ist die Benutzung nur im Lesesaal der
Universitätsbibliothek der Freien Universität Berlin möglich. Es erfolgt keine
Teilnahme am Auswärtigen Leihverkehr

EMBO JOURNAL. 2000;19(23):6453-6464.Sets of SNARE proteins mediate membrane fusion by assembling into core complexes. Multiple SNAREs are thought to function in different intracellular trafficking steps but it is often unclear which of the SNAREs cooperate in individual fusion reactions. We report that syntaxin 7, syntasin 8, vti1b and endobrevin/ VAMP-8 form a complex that functions in the fusion of late endosomes. Antibodies specific for each protein coprecipitate the complex, inhibit homotypic fusion of late endosomes in vitro and retard delivery of endocytosed epidermal growth factor to lysosomes. The purified proteins form core complexes with biochemical and biophysical properties remarkably similar to the neuronal core complex, although each of the four proteins carries a transmembrane domain and three have independently folded N-terminal domains. Substitution experiments, sequence and structural comparisons revealed that each protein occupies a unique position in the complex, with syntaxin 7 corresponding to syntasin 1, and vti1b and syntaxin 8 corresponding to the N- and C-terminal domains of SNAP-25, respectively. We conclude that the structure of core complexes and their molecular mechanism in membrane fusion is highly conserved between distant SNAREs
