Electoral Accountability and Local Government Efficiency: Quasi-Experimental Evidence From the Italian Health Care Sector Reforms
This paper evaluates the effect of two policy changes on the efficiency of
Italian regional governments in the provision of health care services: first a change in
the electoral system, second a process of fiscal decentralisation. The paper provides
two main contributions: (1) a comprehensive analysis of the two main reforms that
involved Italian regional governments and the health care sector during the 1990s, (2)
the evaluation of the impact of the electoral reform in a quasi-experimental setting.
Final results are in line with recent theoretical predictions that show a positive relationship
between government efficiency and the electoral accountability enhanced by
institutions such as electoral rules and fiscal decentralisation

Linear and nonlinear simulations of the visco-resistive internal kink mode using the M3D code
Numerical simulations of visco-resistive internal kink modes with dominant poloidal and toroidal mode numbers m/n = 1 in tokamak plasma configurations have been carried out using the M3D code. The numerical scaling of the growth rate of linear visco-resistive internal kink is found to agree reasonably well with the analytical theory. The impact of toroidal effects is assessed. Nonlinear simulations show that when viscosity increases, the nonlinear evolution of resistive internal kinks transits from cyclic, Kadomtsev-like sawtooth oscillations at relatively low values of the viscosity parameter, to pulsating m/n = 1 magnetic islands at intermediate viscosity, to steady state islands at high viscosity. For the pulsating and steady state scenarios, the safety factor profile is nearly flat and almost equals to unity in the core region. Regimes with pulsating or steady state islands may be relevant to the interpretation of partial sawteeth and of the so-called snake phenomenon sometimes observed in tokamak experiments
First record of Phenacoccus defectus in Italy, with comments on Phenacoccus solani and Phenacoccus solenopsis Bulletin of Insectology 66 (2): 209-211, ISSN 1721-8861
The alien mealybug Phenacoccus defectus Ferris (Rhynchota Pseudococcidae) is recorded in Italy for the first time. The species
was first starting from 2009 on potted plants of Aeonium arboreum, Echeveria sp., Sedum palmeri, Sempervivum tectorum (Crassulaceae)
and Senecio citriformis (Asteraceae). Comments on the morphologically very similar Phenacoccus solani Ferris and
Phenacoccus solenopsis Tinsley are discussed.

Check list e considerazioni biogeografiche sulle cocciniglie (Hemiptera, Coccoidea) di Sardegna XXIV CNIE, Orosei, 9-14 giugno 2014: 101(Poster) ISBN: 978‐88‐97934‐03‐5
In base a recenti reperti la fauna di Hemiptera Coccoidea di Sardegna viene aggiornata e ad ogni specie viene attribuito un corotipo. Il numero di cocciniglie note finora per l’isola è di 110 specie su un totale circa 400 specie note per la fauna italiana. Alcune specie di nuova segnalazione per l’isola sono Peliococcus chersonensis (Kiritshenko) (Pseudococcidae), Exaerotopus formiceticola Newstead (Coccidae), Getulaspis bupleuri (Marchal) e Odonaspis ruthae Kotinsky (Diaspididae). Il recente ritrovamento della specie esotica invasiva Protopulvinaria pyriformis (Cockerell) (Coccidae) conferma la continua introduzione accidentale di specie legate al commercio di ornamentali. Le specie esotiche introdotte rappresentano, infatti, il 20% delle cocciniglie note per l’intera Sardegna, mentre le specie del corotipo Mediterraneo o W-Mediterraneo costituiscono il 28% della fauna nota. Alti corotipi abbastanza rappresentati sono, ad esempio, il Turanico-Europeo e il Turanico-Europeo-Mediterraneo (10%) o corotipi a larga distribuzione nella Paleartide o W-paleartici (10%). Cinque specie risultano finora descritte e note solo per la Sardegna, ma la scarsità di ricerche faunistiche coccidologiche che connota l’area mediterranea, non consente al momento di considerarle veri endemismi. Nonostante recenti contributi la fauna coccidologica di Sardegna appare ancora largamente poco nota per consentire una analisi biogeografica attendibile
Analytic equilibrium of elongated plasmas bounded by a magnetic separatrix and the problem of resistive axisymmetric X-point modes
Theoretical and experimental considerations suggest that axisymmetric perturbations that are resonant at the X-point(s) of a magnetic divertor separatrix may play a role for the understanding of ELMs in tokamaks and their active control via so-called vertical kicks. The first step in the development of an analytic model for resistive axisymmetric X-point modes is presented, i.e., finding an adequate and relatively simple analytic MHD equilibrium for a plasma column with noncircular cross section bounded by a magnetic separatrix
