Analisi multicriteri spaziale a supporto del processo decisionale di pianificazione: valutazione e mappatura dei servizi ecosistemici
La preservazione della qualità ambientale e la conservazione della natura, costituiscono un elemento chiave di crescente importanza nel campo dell'ecologia e della pianificazione territoriale al fine di perseguire uno sviluppo sostenibile. Queste tematiche possono essere definite problemi complessi nella gestione degli ecosistemi, in quanto coinvolgono non solo aspetti ambientali ma anche socio-economici, e rappresentano servizi ecosistemici di fondamentale importanza per il benessere e la sopravvivenza dell'uomo. L'analisi multicriteri spaziale, quale approccio integrato tra le tecniche di analisi multicriteri e i sistemi informativi geografici, viene nella presente tesi, finalizzata all'individuazione e all'applicazione della valutazione del conflitto tra sviluppo e conservazione del patrimonio ambientale di un territorio. In questo contesto l'analisi viene applicata a tematiche di pianificazione territoriale nell'ambito teorico dell'economia ecologica, affrontando gli aspetti relativi alla valutazione delle potenzialità delle risorse territoriali relativamente ai possibili indirizzi di sviluppo endogeno nel rispetto dei vincoli di sostenibilità ambientale, sociale e culturale. L'obiettivo della ricerca presentata consiste nello sperimentare e testare questo metodo scientifico attraverso lo studio di diverse applicazioni a scale differenti in campo ecologico-ambientale, analizzando il rapporto tra sviluppo sostenibile e ambiente nella sua valenza ecologica-ecosistemica utilizzando, quindi, questa metodologia come ponte di collegamento tra valutazioni ecologiche ed economiche dei servizi ecosistemici. Lo sviluppo di queste applicazioni permette di indagare come questi strumenti possano essere di aiuto nel processo decisionale di pianificazione a supporto della realizzazione di scelte partecipate creando un ambiente di problem solving flessibile, in cui sia possibile esplorare, comprendere e ridefinire un problema decisionale. Assessing the sustainability of alternative transport infrastructures
This paper addresses the problem of sustainability assessment of territorial transformation through the use of the ANP. The case of a new transport infrastructure in a city located in Italy is considered in the study. The project discussed involves further development of the existing ring road in the city which will lead to a radically new multifunctional design of the urban area. In the case study, four alternatives have been identified and compared in order to select the most sustainable option. The model takes into consideration in more detail the different aspects of the decision-making process economic, environmental, social, transport and urban planning aspects) that have been organized according to the Benefits, Opportunities, Costs and Risks (BOCR) categories. In the present study a focus group was organized with actors from Public Authorities in order to discuss the general aspects of the problem. Also, several experts were questioned in order to elicit the priorities of the aspects under consideration. Integrated sustainability assessments: a spatial multicriteria evaluation for siting a waste incinerator plant in the Province of Torino (Italy)
The present paper proposes a spatial multicriteria approach for supporting decision makers in the siting process of a waste incinerator plant in the Province of Torino (Italy). Municipal solid waste management is an intrinsically complex problem because it involves different interconnected elements and must achieve objectives that are often in conflict. Given the spatial nature of the problem, a useful support is provided by a family of methods that are rapidly gaining traction for planning and policy-making, named multicriteria spatial decision support systems, which are based on geographical information systems and multicriteria analysis coupling. In the present study, a methodological framework is proposed for the integration of geographical information systems with a specific multicriteria analysis technique, named Analytic Network Process. The method is illustrated with reference to a case study in the Province of Torino. The purpose of the research is to generate a suitability map of the area under analysis in order to locate a municipal solid waste incinerator plant. The application allows the dependence relationships between the criteria to be assessed and the relative importance of all the elements to be evaluated. The results are obtained in the form of maps analyzed through the ILWIS 3.3 GIS software and have been further verified through a "what-if" analysis with reference to the clusters priorities in order to test the robustness of the model. The implementation of the spatial Analytic Network Process technique gives an originality value to the present research since it represents one of the first applications at both the national and international level

In mountain regions roads and railways as well as urbanized areas, can often be endangered by rockfalls and need to be protected against the impact of falling blocks. The effects of rockfall events can be the damage of road, vehicles, injuries or death of drivers or passengers and economic loss due to road closure. The cost of a single car accident can be significant since it can involve the hospitalization of the driver and passengers, the repair of the vehicle, the legal costs and compensation. This paper address the problem of rockfall risk induced on a road using the Analytic Hierarchy Process (AHP), a Multicriteria Analysis technique suitable for dealing with complex problems related to making a choice from among several alternatives and which provides a comparison of the considered option
