No full textIl presente rapporto di ricerca analizza i corrispettivi di vendita dell’energia elettrica destinati alla copertura dei costi di acquisto e di dispacciamento, evidenziando le principali criticità connesse con l’attuale metodologia di determinazione ed aggiornamento e proponendo possibili modifiche del quadro regolatorio. Dopo aver identificato i criteri che dovrebbero essere considerati per definire la metodologia di determinazione ed aggiornamento dei corrispettivi, prosegue con una descrizione della struttura attuale dei corrispettivi e delle modalità di aggiornamento. Lo studio presenta inoltre presenta le principali novità relative al 2008 e le possibili misure per correggere le criticità esistenti e conseguenti alle novità descritte. The Italian energy policy: changing priorities
No full textThe article shows that over the last fifteen years Italy has not been able to decouple its economic growth from GHG emissions: a necessary condition to meet the Kyoto target. Even the deployment of renewable sources (RES) has been slow, despite the numerous support schemes implemented since the beginning of the 1990s. RES share on gross final energy consumption was less than 6% on 2006 and, according to the business as usual scenario (BAU) estimated by the EC, it should increase up to 8.2% by 2020. Far below the proposed 17% target. The article discusses this BAU scenario and suggests that, if all the new policies and actions approved or put in the agenda by the Italian government during the years 2007 and 2008 were actually implemented, the gap between EC targets and actual performance could be much lower

X-inefficiency, Competition and Market Information
No full textWhether competition forces firms toward efficient behaviour is an open question. We consider a duopoly with firms run by managers and affected by adverse selection on costs. In contrast to recent literature, we point out that, to have a genuine effect on firm X-inefficiency, competition must change managerial incentives. By introducing the availability of some signal on the rivals' behaviour we show that, if costs are correlated, the contractual use of that signal can render private managerial information uninfluential. This result stresses the informational role of the market and suggests scope for future work

No full textNegli ultimi anni, le strutturali criticità dell’approvvigionamento energetico dell'Europa sono state acuite da congiunture, sia economiche che politiche, sfavorevoli: da un lato sono emerse importanti tensioni nei mercati internazionali delle materie prime e, dall’altro, si è realizzato un peggioramento del quadro geopolitico, a partire dagli eventi dell’11 settembre 2001 e dalla guerra in Iraq.
In questo contesto si sono innestati eventi particolarmente gravi, quali le interruzioni delle forniture d’energia elettrica del 2003 e del novembre 2006 e l’insufficienza dell’offerta di gas naturale dei primi mesi del 2006, che hanno riportato l’attenzione generale sulle tematiche energetiche, in particolare sulla sicurezza della fornitura e sui problemi di coordinamento tra i mercati nazionali. Debiasing through auction? Inertia in the liberalization of retail markets
No full textWe analize a market in the process of liberalization. Consumers are biased in favor of the incumbent firm and we assume that they can discover the true value of new suppliers only by switching. In an infinitely-repeated game setting with Bertrand competition, we first show that efficient entry might not take place. We then evaluate the effect of organizing a public auction for assigning consumers to a “default supplier” and show that such a mechanism (which respects the freedom of choice by consumers) would support entry efficiency. However, auctioning might also increase inefficient, although temporary, entry
