The article is a re-reading of the main works of Alessandro Pizzorusso on linguistic minorities and aims to highlight the extraordinary adaptability of institutions, categories and issues to the so-called new minorities, composed of third-country nationals, permanently and legally living in the Italian territory. The analysis also offers interesting suggestions to reflect on Article 6 of the Constitution which, according to a more up-to-date and open reading, may not be limited to the protection of historical linguistic minorities, but may also extend to social groups composed of immigrants, regularly resident and willing to fully integrate into the hosting society, preserving their linguistic and cultural identity

The impact on the constitutional powers and the rights’ system – The article is focused on the Covid-19 emergency in Spain and aims at analyzing the impact of the declaration of the so-called estado de alarma last 14 March 2020, both on the Spanish form of government and the fundamental rights’ system. More specifically, the paper deals with the most problematic issues concerning the relationship between the government and the parliament during the state of emergency, the political and judicial controls according to the Constitution

Integration of third country nationals and the European Union: an opportunity not to be missed
The article deals with some constitutional issues that arose during the
management of the Coronavirus pandemic in Spain. Special attention is focused on the Constitutional Tribunal as well as the Defensor del Pueblo. In fact,
during the last months, due to their role as guarantee institutions, both received several compliants about the probable inconsistency with the Constitution of the Real decreto 463/2020, declaring the estado de alarma on 14 March
2020. While an important decision of the Constitutional Tribunal is still expected, a valuation of those issues seems to be even more interesting in the
present moment, when a new estado de alarma has been declared by the government in order to manage the new wave of the pandemic
Dagli "stati di eccezione" al processo costituente. Una ricostruzione della recente esperienza cilena
From “states of exception” to the constituent process. A first glance of the recent Chilean experience –The Chilean constituent process was launched last October 2020, close to a “state of emergency” and in the midst of a “state of disaster”. Declared, at different times and for different reasons, by the President of the Republic, both are amongthe states of exception, provided for by the Constitution in force and regulated by an organic law. The article aims at welding the implications of those phenomena with the genesis of the process that should lead, between 2021 and 2022, to the drafting ofthe new Constitution
