    Can the principles of environmental taxation and road pricing be taken as guiding principles in the design of excise taxes -- and, especially, harmonised European excises? The article examines this question, reaching several conclusions: (i) excise taxes levied on fuels can approximate fairly well the costs of carbon emissions (at least as far as carbon sequestering and carbon offsetting do not become widespread and substantial practices); (2) the same is not true in the case of the costs of the emissions of other pollutants and the use of roads (building and congestion costs); (iii) pricing (internalisation) of these costs requires more flexible instruments with a better adherence to reponsibility in the generation of costs -- which shows considerable variation in relation to sources, agents, place, and time; (iv) fuel taxes, hovever, can perform a useful revenue raising (i.e. distributive) function in the funding of road construction and maintenance

    An attempt to evaluate and interpret the privatization and re-organization of utilities in Italy in the light of the current economic debate. Major relevant issues are surveyed: the (partial) privatization of utilities, and the implications of residual public ownership; the introduction of competition in the relevant markets; the management of (natural monopoly) networks; the role of public regulatory agencies. A tension between the suggestions offered by normative economics and the constraints arising fom the political economy context is singled out as the main determinant of the success and continuation of privatization processes

    La regolamentazione dei servizi infrastrutturali

    A study of the issues relating to the regulation of aviation -- airport and air traffic -- infrastructure. Several specific issues are addressed: with regard to airports, slot management and regulation of charges; with regard to traffic control, regulation of charges and European funding of new investment. The main conclusions reached are that: slot management should not rely exclusively on the secondary trading of slots, but should also contemplate direct re-allocation of slots; charges levied at (large) airports should be regulated, as competition among airports is unlikely to impart an adequate market discipline; air traffic services should be subjected to incentive regulation, thus abandoning the common current practice of allowing full cost recovery; European funding of new investment in air traffic infrastructure should be considered, given that its features of an international public good are likely to result into distorted incentives and free riding problems. With regard to the Italian situation, it is maintained that reform of regulation should be accompanied by the establishment of a new, independent and specialized, regulatory body
