    European Sharing and Collaborative Cities: The Italian Way

    The article analyses the issue of Sharing and Collaborative Cities from a primarily methodological perspective. Starting from statistical data that confirm the constant growth of the urban population, and taking into account the major issues that affect urban policies (environment, inequalities, poverty), the author focuses on the different methodological approaches in the study of collaborative cities. Subsequently, an Italian case study is presented, which involves shared administration and the main implementation tools involved (Regulation of the management and regeneration of urban commons, including collaboration agreements)

Le varie soluzioni interne dell’organizzazione delle emittenti pubbliche sono il frutto di caratteristiche proprie dei singoli Stati che possono essere comprese mediante un’indagine comparata e multidisciplinare che tenga conto dei modelli elaborati da altre scienze.     El artículo aborda el proceso de adopción y precario desarrollo del principio de la asociatividad territorial. Para ello, estudia de forma previa algunos Estados europeos caracterizados por el máximo reconocimiento de la democracia y la autonomía local y por el impulso de dinámicas de cooperación territorial o de fusión o supresión de sus entidades territoriales. Se observa que ante la crisis económica, el déficit fiscal o la imposibilidad de cumplimiento de los postulados constitucionales y legales, además de la ausencia de capacidades institucionales y económicas, surgen diversas propuestas de fusión, supresión, asociatividad o cooperación de las entidades territoriales. Las posibilidades de fusión o supresión generalmente presentan mayor resistencia ante el posicionamiento histórico de la democracia y la autonomía local

    Cities become the places where challenges on climate change (clean energy and mobility), digitalization of the public administration and artificial intelligence for smart cities, sustainable growth and cohesion through a Circular Urban Economy model as well as social inclusion and the fight against poverty take on a European dimension. These issues enter all areas of European Union studies and bring new input to their methodology and teaching. SO_CITIES aims to build the idea of City as a vector to promote active citizenship and to spread (new) European common values in Europe and beyond, through: - high-quality research based on a new legal paradigm that moves from the ‘local government law’ (typically state concept) to the ‘right to the city’, (a concept that overcomes state barriers), as recently stated in Europe - a set of teaching activities designed to develop a circular and integrated system of teaching activities - concrete support to local administrators and public civil servants for the implementation of a new model of administration (the so-called ‘shared administration’ that is spreading from Italy to other European countries), with a clear mission of the project: “from the Academic world to Civil society” - a dissemination and exploitation strategy to share common European values among some European cities and to promote them in non-European countries, through the knowledge of the “Right to the European cities” (Main outputs: 3 International Academic Conferences, open to students of Political and Social Sciences, Arts, Architecture, Interpretation and Translation, students from other universities and the general public; Individual and collective peer-reviewed publications; Website; 3 International Lectures for Latin American students and civil servants; new and update courses in different levels of education: from primary schools to Master’s students. 3 Workshops with local administrators/public officer

    This Article investigates the adoption of the unitary form of State in Latin America: its constant presence in Constitutions during the republican phase; the French and the Spanish influence as well as the mixture with local institutions, culture and entities, and its mutation or transformation during the last decades. In particular, it analyzes the cases of Colombia, Peru, Chile, Bolivia, Ecuador and Uruguay. These countries, in spite of being all classified as unitary, have paramount differences in regard to taxonomies and some of them go beyond the typical characters of unitary states, being more decentralized in terms of organization and division of power within the territory
