Getting it right. Youth employment policy within the EU
This essay discusses the determinants of youth unemployment within the EU and then the alternative policy options currently at stake. We argue that youth unemployment regards especially some peripheral EU countries and is due to a mix of factors that should be addressed more vigorously, starting from expansionary fiscal and monetary policy. The guiding line should be to reform the Maastricht Treaty so as to allow eacg EU country to reach the Europe 2020 targets. Moreover, especially in the peripheral countries drastic reforms of the school-to-work transition regimes are needed, including not only the European Youth Guarantee, which is underfinanced, but also the introduction of better links between the education system and the labor market. The past emphasis on labor market reforms, instead, should be reconsidered
Fuori dal tunnel. Le difficili transizioni scuola-lavoro in Italia e nel mondo
Riusciremo ad uscire dal tunnel della disoccupazione giovanile? La situazione politica ed economica attuale permette di scorgere uno spiraglio di luce che porti ottimismo nella nuova generazione sempre più impossibilitata nel realizzare il proprio futuro? Questi sono solo alcuni degli interrogativi a cui l’autore del libro cerca di dare una risposta. La tesi di fondo del libro è che i giovani, sebbene negli ultimi anni si sia registrato un aumento del livello d’istruzione, il più delle volte approdano nel mercato del lavoro privi di specifiche competenze. In Italia tra i vari fattori che hanno contribuito ad alimentare la disoccupazione giovanile, vi è la difficile transizione dalla scuola al lavoro: la scuola stessa ne è parte e dovrebbe dare maggiore spazio ad ore laboratoriali e pratiche da affiancare a quelle teoriche. Attraverso un interessante excursus storico-istituzionale, dalle recenti riforme del mercato del lavoro, compreso il Jobs Act, all’alternanza scuola-lavoro e alla Garanzia Giovani, il lettore è condotto a riflettere sulle reali difficoltà nell’attuazione di un’efficace politica economica che promuova l’occupazione, mentre mancano sufficienti stimoli macroeconomici per la crescita. In modo propositivo piuttosto che disfattista, l’autore, il cui sguardo è rivolto al presente ma proiettato in avanti, conduce un’analisi critica e approfondita delle varie politiche e soluzioni adottate nei vari Paesi dell’Unione Europea per far fronte all’emergenza lavoro

The gender gap in early career in Mongolia
Relatively little is known about the youth labour market in general and about gender differences in Mongolia, one of the fifty poorest countries in the world. This paper addresses the issue by taking advantage of a School to Work Survey (SWTS) on young people aged 15-29 years carried out in 2006. On average, female wages are not lower than those of males. However, women have a much higher average educational level than men: in fact, although not statistically significant among teenagers (15-19), the conditional gender gap becomes significant and sizeable for the over-20. The Juhn, Murphy and Pierce (1993) decomposition confirms that, if wages were paid equally, women should have 11.7% more considering only their educational advantage and overall 22% more, a substantial gap for the low earnings of Mongolians

This essay studies the role of the dysfunctions of the university system in determining 'fuoricorsismo'. The phenomenon can be understood in different theoretical context, such as the human capital model, the model of signalling, of job search and bargaining within the family. Nevertheless, it is the human capital theory that provides the most compelling theoretical context. In general, the factors that reduce the returns and increase the cost of tertiary education can drive students to choose to remain into a limbo in between education and work. The institutional context provides another factor: free access to university by students with a nonacademic background, the weak link between university credits and study programs, the inefficient organization of teaching activities do the rest. The analysis proposes different policy tools to reduce this enormous cost for individuals, households and the university system as a whole

“To Study or to Work? Education and Labour Market Participation of Young People in Poland”
This paper proposes Heckprobit estimates of the determinants of success in finding a job in a sample of young (15-30) Poles, controlling for the possible selection bias caused by excluding those in education. There is evidence of sample selection bias in the case of young men, suggesting that they more than women use economic factors to make their educational choices. Education is an important determinant of success in the labor market. The instrumental variables used in the selection equation – the local unemployment rate, expected lifetime earnings and the opportunity cost of education – have a statistically significant impact on the probability of being in education. In contrast with several previous studies relative to mature market economies, in high unemployment areas young people prefer to seek a job rather than study. In turn, this contributes to the persistence of regional unemployment
